Position Overview The City College of New York (CCNY) seeks a dynamic, strategic, and collaborative leader to serve as the Vice President for Information technology. As a key member of the college's executive operational leadership team, the VP reports directly to the Senior Vice President and Chief Operating Officer. This role will oversee the full lifecycle of the information technology strategy, service delivery, and operational excellence across the campus and in close partnership with the CUNY Central IT office. Areas of responsibility include, front line service delivery for students, faculty, and staff, application development, enterprise infrastructure services, including information security, classroom technology, project management office, IT business management, and IT strategy development. The VP of Information Technology is a strategic, hands-on people leader responsible for building and scaling the technology infrastructure of a growing campus. Operating as a senior stakeholder in the organization, this role requires equal parts, strategic vision and operational execution in a fast-moving, relationship-driven environment. The ideal candidate will be a transformative leader capable of modernizing traditional IT environments. Key responsibilities include, but not limited to: The Vice President for Information Technology/Chief Information Officer (VP IT/CIO) will play a critical role in providing institutional leadership and ensuring that technology supports teaching and learning as well as institutional success at City College {CCNY). The VP IT/CIO is responsible for planning, implementation, and continued supervision of all technology projects and the coordination of specific CUNY-wide academic and administrative technology initiatives. The VP IT /CIO leads the development, implementation and evaluation of a comprehensive multi-year strategic IT plan for CCNY, aligning academic and operational IT goals with the objectives of CCNY's multi-faceted educational mission. The VP for IT/CIO works with constituent groups such as the President's Cabinet, the faculty, and the executive officers of the Faculty Senate to ensure that IT resources are responsive to needs and promote opportunities for the use of technology to support excellence in teaching, learning and research, as well as to improve support services for faculty, students, and staff. - Provides leadership and v1s1on in the strategic development, implementation and evaluation of college policies, procedures and guidelines pertaining to information technology, to optimize technology to a sustained advantage in the advancement of the CCNY's mission. - Develops an overall IT strategic plan within the context of a multiyear roadmap, to maintain a robust and unified information technology infrastructure, implement an academic and administrative technology strategy, and deliver a maximum return on investment in technology resources. - Provides leadership in assessing operational and technology needs, and formulating strategies and work plans to achieve integrated, efficient and cost-effective technology solutions. - Impeccable people management skills including, strategic workforce planning, personnel coaching and development, and accountable delegation. - Implements technology innovations, including a strong embrace of artificial intelligence and improvements based on continual assessment of institutional technology needs. - Manages the operations of the Office of Information Technology and is responsible for the technological resources of CCNY to support the academic and administrative programs of the institution within the context of the City University of New York as a whole. - Partners with campus leadership on strategies that will enhance the teaching and learning process, ensure solutions are meeting user needs, and coordinates work efforts with the provost on academic computing and instructional technology strategies. - Works closely with senior managers to provide IT support in areas to include the office of the president, student services, the library, institutional advancement, finance and administration, human resources, facilities, as well as public and non-degree programming. - Oversees the breadth of core IT functional areas including academic and research computing, administrative services (PMO, IT Recruitment, IT Budget & procurement operations, and IT Asset Management), helpdesk/technical support user services (ITSM), enterprise network infrastructure and systems, telecommunications, information security systems, application development, audio-visual and media services, to ensure the stability, reliability and security of CCNY systems, applications, and data. - Consults with key stakeholders at the College, and within the CUNY system, to exchange information, present new approaches, and discuss IT policy, equipment and system changes between IT priorities and finance/budget to make sound decisions using transparency, data and IT governance. - Provides advice and guidance to management on the emerging challenges in information security faced by academic institutions and leads initiatives to implement strategies to effectively mitigate the risks. - Consults with the CUNY Office of Computing and Information Services in implementing procedures and technologies to mitigate cyber security risks and keep sensitive information secure. - Effectively manages IT operations and capital budgets, as well as tech fee, ensuring allocations are within appropriations as set forth by University Budget and Planning Operations. - Prepares, recommends, and implements budgets for assigned areas, monitors expenditures, assures that human and financial resources are allocated efficiently and effectively, and takes necessary actions to ensure compliance with budget limitations, and established fiscal policies. - Manages key relationships with IT vendors and service providers. Participates in vendor contract negotiations for new and existing computer equipment, cloud computing and software purchases. - Fosters an inclusive work environment for a staff of approximately 100 employees that encourages a culture of high performance focused on improving operations, streamlining work operations, and providing quality customer service. - Serves as CCNY's representative to the CUNY IT Steering Committee and serves as the Chair of the CCNY Student Tech Fee Committee. - Performs other duties as assigned. QUALIFICATIONS This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. Additional qualifications are defined below by the College. Preferred Qualification: - Superior and collaborative leadership experience in a complex organization with a commitment to open and transparent style of communication; a firm understanding and a commitment to the College's teaching and research mission, a sense of service to the College's diverse student population and all internal and external constituencies. - Fifteen (15) years of experience and expertise in information technology in an IT governance structure, or shared governance decision making, with at least 8 years of proven success in leading and managing a large or complex enterprise-wide technology operation, including strategic planning, IT budgeting and procurement contracts, Business Continuity Resilience & Disaster Recovery planning, vendor resource and personnel management. - Experience managing research and academic technologies with a deep understanding of user needs in a research-intensive environment, is preferred. - Creative and strategic thinking with excellent planning, execution, administrative, leadership and interpersonal skills - Crisis management skills and serve as an institutional operational lead in a wide variety of situations as required - Knowledge and experience creating and implementing strategic plans for community collaborative frameworks for information technology personnel. - Capacity to provide leadership at the institutional level and a sense of service to the College's diverse constituencies, both internal and external. Ability to build strong relationships, establish trust, and to work with dynamic and diverse members of the campus community including faculty, students, and staff towards a commitment to open communications and transparency. - Expert collaboration skills to work with business partners, stakeholders and user communities on creating and implementing tactical plans. - A commitment to the teaching and research mission and related functions of CCNY. - A BA/BS degree in computer information systems, business administration or management, computer science or a related field. An advanced degree in one of these disciplines is desirable. - Strong leadership skills and at least 8 years of IT experience working in higher education, with a particular focus on complex multi-divisional information technology collaborations. - Knowledge and experience creating and implementing strategic plans for community collaborative frameworks for IT personnel. - Proven senior leadership experience with project management. - Advanced knowledge of IT hardware and software, end-user computing devices, computing networks, server and database systems, and system design. - Successful proven experience supervising IT teams, including with users of IT resources, managing budgets, and administering contracts with IT hardware, software, and telecommunications vendors. - Understanding of job titles, and career ladders, with a particular focus on examining and understanding IT work. - Excellent communication skills, both written and oral, with a particular focus on facilitation of generative discussions that lead to action items tied to clear outcomes. CUNY TITLE Vice President COMPENSATION AND BENEFITS Salary Range: $225,000 - $246,000. Salary commensurate with education and experience.
