Vice President of Development
Treme-Parker LLC | Chicago, Illinois (hybrid) | Full-Time
ABOUT TREME-PARKER
Treme-Parker LLC is an institutional real estate investment, development, and advisory firm with offices in Chicago and Atlanta. The firm sources, structures, and manages opportunities in resilient asset classes where supply and demand are out of balance and a clear path to value creation exists. Our platform spans capital markets advisory (debt and equity placement), multifamily investment sales, special situations, and a Reg D fund platform. We act as lead sponsor and capital steward, pairing institutional underwriting with local execution, and we hold ourselves to one standard: disciplined work that lasts.
THE OPPORTUNITY
Treme-Parker is expanding into ground-up and redevelopment work, with a focus on mixed-income multifamily, master-planned communities, and public-private partnerships across the Midwest and Southeast. We are hiring our first Vice President of Development to lead this practice from its first cornerstone.
The right candidate will be the conductor of a large orchestra: architects, engineers, general contractors, tax credit partners, lenders, counsel, municipal staff, nonprofit operators, and community stakeholders, all playing from the same score and on the same schedule. You will take projects from pursuit and entitlement through construction, lease-up, and stabilization, and you will help shape the processes, standards, and team that define how Treme-Parker builds.
WHAT YOU WILL DO
Pursuit and Entitlements
- Source, evaluate, and underwrite development and redevelopment opportunities, including municipal and public-private solicitations
- Lead entitlement processes, including site planning, zoning, Planned Development and subdivision approvals, and public hearings
- Serve as primary liaison with municipal staff, park and school districts, utilities, and regional agencies
- Coordinate environmental review, geotechnical work, demolition, and horizontal infrastructure sequencing
Affordable Housing Finance and Capital
- Prepare and manage 9% and 4% LIHTC applications, tax-exempt bond financing, and QAP scoring strategy
- Partner with tax credit syndicators, co-developers, construction and permanent lenders, and TIF counsel to assemble layered capital stacks
- Build and maintain development budgets, sources and uses, and pro formas in coordination with the firm's capital markets team
- Pursue grants, philanthropic capital, and civic partnerships for community-serving components
Design and Construction Management
- Direct architects and design teams through schematic design, construction documents, and value engineering
- Procure and manage general contractors under GMP contracts; oversee draws, change orders, contingency, and schedule
- Hold cost, quality, and timeline accountable across concurrent phases
Community and Stakeholder Engagement
- Lead community engagement, public meetings, and resident outreach with clarity and credibility
- Structure partnerships with nonprofit operators for early childhood, youth, and workforce programming
- Represent Treme-Parker before elected officials, civic leaders, and the press
Platform Building
- Help design the firm's development processes, reporting, and investor communications
- Recruit and mentor future members of the development team
WHAT YOU BRING
- 7+ years of real estate development experience, with a track record of leading multifamily or mixed-use projects from entitlement through stabilization
- Hands-on experience with LIHTC transactions, ideally including both 9% competitive and 4% bond deals; IHDA experience a plus
- Working fluency with TIF, public-private partnerships, redevelopment agreements, and municipal approval processes
- Experience with multi-phase or master-planned communities
- Strong financial acumen: development pro formas, capital stack structuring, draw management, and investor reporting
- Command of design and construction management, including GMP contracting and cost control
- Exceptional written and verbal communication; equally persuasive in a council chamber and a living room
- Bachelor's degree in real estate, urban planning, architecture, engineering, finance, or a related field; graduate degree a plus
- Experience with community-anchored or mission-driven development is highly valued
- Willingness to travel to project sites and firm markets as needed
WHO THRIVES HERE
You are an owner, not a passenger. You prefer decisive execution to extended deliberation, and you understand that the best projects are won in the details: the scoring point on a tax credit application, the line item in a GMP, the relationship built at a community meeting. You believe that excellent housing and sound returns are not competing objectives but the same objective, measured over time.
COMPENSATION AND BENEFITS
- Base salary: $100,000 to $150,000, commensurate with experience
- Annual performance bonus
- Participation in project-level developer fees and promote, aligned with the projects you deliver
- Health benefits, paid time off, and professional development support
- The rare chance to build a development platform from the ground up
HOW TO APPLY
Apply through LinkedIn or send your resume and a brief note on a development project you are most proud of to joffre@tremeparker.com, subject line "VP of Development."
