The position provides executive oversight for financial operations, budgeting, facilities and capital assets, risk management, procurement, and other assigned administrative functions. The Vice President ensures that institutional resources are aligned with the College's strategic priorities and student success goals while promoting transparency, accountability, operational excellence, and continuous improvement. The Vice President may serve as the College's Chief Financial Officer or provide executive leadership for financial functions through designated administrative staff. Key Responsibilities Essential and other important responsibilities and duties may include, but are not limited to, the following: Strategic Financial Leadership Serve as the College’s Chief Financial Officer and principal advisor to the President on fiscal strategy, resource allocation, financial sustainability, and long-range institutional planning. Lead the development and administration of the College’s operating and capital budgets, multi-year financial forecasts, and financial planning processes in support of strategic priorities and student success. Monitor institutional financial performance and recommend strategies that promote fiscal health, operational effectiveness, and responsible stewardship of College resources. Ensure sound financial management through effective accounting practices, financial reporting, internal controls, cash and investment management, regulatory compliance, and audit oversight. Develop and communicate financial analyses and recommendations that balance institutional sustainability, regulatory requirements, and stakeholder interests. Present complex financial and operational information to the Board of Governors and other stakeholders and represent the College in public meetings, hearings, and community forums with transparency, professionalism, and accountability. Accounting and Business Operations Provide executive oversight of accounting, payroll, purchasing, financial operations, and related business functions to ensure efficient, accurate, and compliant services. Establish and maintain effective systems, processes, and internal controls that support sound financial management and operational integrity. Ensure compliance with applicable federal, state, local, grant, accreditation, and reporting requirements. Promote continuous improvement, operational efficiency, and exceptional service across administrative functions. Facilities, Capital Planning and Operations Provide strategic leadership and oversight for facilities planning, maintenance, grounds, infrastructure, and capital assets. Develop and implement long-range facilities and deferred maintenance plans that support the College’s academic, operational, and strategic priorities. Oversee construction, renovation, and capital improvement projects to ensure effective planning, execution, and stewardship of institutional resources. Promote safe, secure, sustainable, and well-maintained learning and working environments across all College locations. Institutional Risk and Compliance Lead the College’s enterprise risk management efforts, fostering a proactive and institution-wide approach to identifying, assessing, and mitigating risk. Oversee insurance programs, business continuity planning, and related initiatives that protect institutional assets and operations. Advise senior leadership on risk exposure, compliance obligations, and risk mitigation strategies affecting the College. Leadership and Organizational Effectiveness Provide leadership, supervision, and professional development for assigned departments and employees while fostering accountability, collaboration, and continuous improvement. Build and maintain high-performing teams committed to service excellence, innovation, and institutional effectiveness. Utilize data, performance measures, and assessment practices to evaluate operations and support informed decision-making. Partner collaboratively with College leadership, faculty, and staff to align resources and operations with institutional priorities. Promote transparency, shared governance, and a culture of trust, respect, and continuous learning. Institutional Leadership Serve as a member of the President’s Cabinet and Executive Leadership Team, contributing to strategic planning, policy development, and institutional decision-making. Support accreditation, institutional effectiveness, and strategic initiatives that advance the College’s mission and goals. Serve as Treasurer to the Board of Governors and maintain productive relationships with governmental agencies, financial institutions, community organizations, and other external stakeholders. Perform other duties as assigned by the President. Required and Preferred Qualifications Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education : Bachelors degree from an accredited institution is required, preferably in a related field such as Business Administration, Accounting, Finance, or Economics. Master’s degree preferred. Experience : Significant progressively responsible leadership experience in finance, budget administration, business operations, facilities management, or related administrative functions within a complex organization. Demonstrated success providing strategic financial leadership, overseeing the development and management of complex budgets and resources, supporting executive decision-making, and advancing organizational effectiveness. Experience leading professional staff, fostering collaboration, and aligning financial and operational resources with institutional priorities is required. Candidates should possess a strong understanding of financial planning, resource allocation, fiscal stewardship, risk management, and organizational sustainability. Experience presenting financial information and recommendations to governing boards, leadership teams, and diverse stakeholder groups is highly desirable.Experience in higher education, particularly within a community college environment, is preferred. Physical Demands: This position is primarily performed in an office and professional meeting environment and requires frequent sitting, standing, and walking. The position requires regular use of a computer, keyboard, telephone, and other standard office equipment, including frequent keyboarding and fine manipulation. The position requires the ability to reach at or below shoulder level, as necessary to perform routine office and work-related activities. The position requires the ability to communicate information and ideas effectively through speaking and listening in person, by telephone, and through other electronic communication methods. The position requires near visual acuity sufficient to read documents, review financial and operational information, and work with computer displays. Far visual acuity may be required when moving throughout College facilities and participating in meetings, presentations, and site visits. The position requires regular movement throughout College facilities and occasional travel to other College locations, meetings, community events, governmental agencies, conferences, and other external locations. Occasional walking on varied surfaces and navigating stairs or ramps may be required when visiting facilities, construction or renovation sites, or other operational areas. Work Environment: Work is generally performed in a climate-controlled office and professional environment with moderate noise levels and frequent interaction with employees, students, governing officials, community members, and other internal and external stakeholders. The position may periodically work in other College environments, including facilities, grounds, construction or renovation areas, and other operational settings where conditions may include varying temperatures, noise, dust, or other conditions associated with those environments. The position requires regular interaction with individuals and groups and may involve frequent interruptions, changing priorities, time-sensitive matters, and extended periods of focused work. Occasional evening or weekend work and travel may be required to fulfill institutional, Board, community, or other professional responsibilities.
