POSITION SUMMARY
World Services LLC is seeking a Training Lead to design and deliver a structured knowledge-transfer program that prepares VA subject matter experts to operate the Enterprise Load Balancing Solution independently. Training will run concurrently with deployment, capability uplift, migration, and sustainment activities rather than being limited to project closeout.
The Training Lead will coordinate role-based curricula, instructor-led sessions, hands-on labs, recorded training assets, operational runbooks, shadow/reverse-shadow rotations, and quarterly competency assessments. The SOW requires at least 80 classroom hours per cohort, at least two cohorts during the Base Year, and refresher training during exercised option periods as specified.
KEY DUTIES AND RESPONSIBILITIES
· Develop and maintain a Knowledge Transfer Curriculum aligned to VA SME roles and approved in coordination with the COR and cognizant program office.
· Plan and deliver instructor-led classroom training with no fewer than 80 classroom hours per cohort, at least two cohorts in the Base Year, and refresher cohorts during exercised option periods as required.
· Develop hands-on lab exercises in a non-production environment covering architecture, configuration, operational procedures, troubleshooting, and realistic case studies.
· Coordinate with engineering and sustainment personnel to ensure training materials accurately reflect approved configurations, runbooks, troubleshooting trees, and current operating procedures.
· Create or coordinate recorded video assets and supporting materials for retention and use by the Department beyond the period of performance.
· Organize shadow-and-reverse-shadow rotations so Government SMEs first observe contractor activities and then lead activities with contractor advisory support.
· Define competency gates with Government stakeholders and assess progress quarterly against role-specific operational skills and readiness objectives.
· Maintain attendance, course materials, lab instructions, assessment instruments, results, feedback, and improvement actions.
· Adapt instruction to learner roles and skill levels while ensuring that materials are accessible, accurate, reusable, and aligned with the operational environment.
· Coordinate with the Program Manager and Technical Writer to track curriculum approvals, deliverables, schedule dependencies, and revisions.
· Report knowledge-transfer progress, competency gaps, and recommendations for closing gaps before Government assumption of operational responsibility.
CORE RESPONSIBILITY AREAS
· Role-based curriculum and classroom delivery
· Hands-on labs and realistic troubleshooting exercises
· Recorded assets, runbooks, and reusable learning materials
· Shadow/reverse-shadow and quarterly competency assessments
· Measurable transfer of operational capability to VA SMEs
REQUIRED QUALIFICATIONS
· Prior experience supporting a federal agency as a contractor is required, including familiarity with Government stakeholder coordination, security and access requirements, documentation standards, and formal change-control processes relevant to the role.
· Experience designing and delivering technical training for infrastructure, networking, systems operations, application delivery, or related technical platforms.
· Experience developing curricula, instructor-led sessions, practical exercises, learning materials, and competency assessments.
· Ability to work with subject-matter experts to validate technical accuracy and translate complex procedures into teachable content.
· Strong facilitation, written communication, organization, and learner-assessment skills.
· Ability to track training completion, competency results, identified gaps, and remediation actions.
· Ability to coordinate with engineering and Government stakeholders and meet applicable VA access and security requirements.
PREFERRED QUALIFICATIONS
· Direct experience supporting the Department of Veterans Affairs, particularly VA Office of Information and Technology infrastructure programs, is strongly preferred and will be a significant factor in candidate selection.
· Direct NetScaler/Citrix ADC or enterprise load-balancing training experience. (Required)
· Experience with lab environments, recorded technical content, operational runbooks, and train-the-trainer methods.
· Experience delivering training in federal or highly regulated environments.
· Relevant technical instructor, adult-learning, or platform-vendor certification.
EDUCATION
· Bachelor’s degree in education, instructional design, information technology, or a related field, or equivalent directly relevant experience.
· Technical instructor or instructional-design credentials are preferred.
