Job Summary Digital Strategy LLC is seeking an experienced Training Lead to support a Department of Energy (DOE) initiative focused on improving and standardizing acquisition, financial assistance, business processes, procedures, and supporting systems. The Training Lead will lead the planning, development, delivery, evaluation, and continuous improvement of workforce training supporting new and updated business processes, Standard Operating Procedures (SOPs), templates, guidance, and enterprise systems. This is a highly collaborative and client-facing role. The Training Lead will work closely with DOE stakeholders, business process improvement specialists, acquisition and financial assistance subject matter experts, system owners, instructional designers, and project leadership to translate complex operational, regulatory, process, and system requirements into practical learning and workforce-adoption solutions. The ideal candidate combines strong training leadership and facilitation capabilities with experience in strategic and business planning, systems alignment, process and productivity improvement, performance measurement, organizational change, and workforce adoption. Key Responsibilities Lead the overall training workstream, including training strategy, planning, prioritization, curriculum development, delivery, evaluation, adoption, and sustainment. Build trusted relationships with DOE stakeholders and serve as a senior advisor on training, workforce performance, process adoption, and continuous improvement. Conduct and oversee training needs assessments to identify workforce knowledge, skill, process, system, and performance gaps. Work directly with DOE clients and stakeholders to understand business objectives, workforce needs, operational challenges, and priorities. Partner with business process improvement specialists to ensure training supports redesigned and standardized business processes. Collaborate with system owners, technical teams, and business stakeholders to maintain alignment among systems, business processes, SOPs, guidance, templates, and training. Support strategic and business planning activities related to workforce capability, process implementation, system adoption, and organizational performance. Develop training strategies and curricula aligned with new or revised SOPs, policies, templates, workflows, business processes, and systems. Provide leadership and direction to instructional designers and other training resources developing: Instructor-led training, Virtual instructor-led training, Self-paced learning, E-learning modules, Job aids and quick-reference guides, Process and system walkthroughs, Training presentations and facilitator materials. Deliver engaging instructor-led and virtual training to federal employees, contractors, managers, and other stakeholder groups. Facilitate workshops, working sessions, demonstrations, train-the-trainer activities, and other learning events. Translate complex acquisition, financial assistance, regulatory, process, data, and system concepts into clear and actionable learning experiences. Establish performance measures and indicators for assessing training effectiveness, workforce proficiency, adoption, and readiness. Develop and oversee training evaluation approaches, including participant feedback, knowledge checks, proficiency assessments, adoption measures, and performance indicators. Analyze training effectiveness, process performance, and user feedback and recommend improvements to training, processes, systems, or supporting materials. Support process and productivity improvement initiatives by identifying opportunities where improved training, procedures, workflows, or system usage can improve workforce performance. Support organizational change management and user-adoption activities associated with new or revised processes, templates, procedures, and technology. Coordinate training schedules, communications, stakeholder reviews, learner participation, and delivery activities. Support the development and maintenance of intuitive online training repositories or websites for internal and external audiences. Monitor adoption and support refresher, change-control, and sustainment training. Contribute to evaluation reports, adoption monitoring, lessons learned, sustainment planning, and knowledge-transfer activities. Ensure training materials meet quality, plain-language, branding, and Section 508 accessibility requirements. Required Qualifications Bachelor’s degree in Education, Instructional Design, Organizational Development, Business Administration, Human Resources, Communications, Information Systems, or a related discipline. 6+ years of progressively responsible experience in training, workforce development, organizational performance, business transformation, or related areas. 5+ years of experience supporting federal government clients or organizations, including experience delivering training within a federal procurement, acquisition, financial assistance, or similar regulatory environment. Demonstrated experience leading training programs from needs assessment through design, development, delivery, evaluation, adoption, and sustainment. Demonstrated experience delivering instructor-led and virtual training to professional audiences. Experience working directly with federal clients, senior stakeholders, subject matter experts, business teams, and technical teams. Related professional experience in one or more of the following areas: Strategic and business planning, Systems and business-process alignment, Performance measures and performance indicators, Process and productivity improvement, Organizational performance improvement, Change management and user adoption or proven equivalent ability. Demonstrated experience conducting training needs assessments and developing training strategies. Experience evaluating training effectiveness using surveys, assessments, proficiency measures, performance indicators, adoption metrics, or similar methods. Ability to translate complex business processes, policies, regulations, and technical concepts into understandable and actionable learning experiences. Strong facilitation, presentation, written communication, and stakeholder-management skills. Strong project-management and organizational skills with the ability to manage multiple priorities and deliverables simultaneously. Proficiency with Microsoft 365 applications, including PowerPoint, Word, Teams, and SharePoint. Preferred Qualifications Experience supporting the U.S. Department of Energy. Experience with federal acquisition, procurement, grants, cooperative agreements, or financial assistance programs. Familiarity with FAR, DEAR, 2 CFR Part 200/910, or similar federal regulatory environments. Experience supporting enterprise system implementation, modernization, or business-process transformation. Knowledge of ADDIE, SAM, Agile Learning Design, or comparable instructional design methodologies. Experience with Lean, Six Sigma, Kaizen, 5S, or other process-improvement methodologies. Experience with organizational change management and workforce adoption. Experience developing and implementing training evaluation approaches, including learner feedback, knowledge assessments, proficiency measures, behavior or performance evaluation, and adoption monitoring. Experience with Learning Management Systems, SharePoint-based learning portals, SCORM, or e-learning platforms. Familiarity with Section 508 accessibility requirements. PMP, Prosci, ATD, CPTD, Lean Six Sigma, instructional design, training, or related certifications are desirable. Success in This Role Success in this position requires more than effective training delivery. The Training Lead must understand DOE business objectives, processes, systems, and workforce needs; work credibly with federal clients, senior stakeholders, business SMEs, process improvement specialists, and technical teams; and translate organizational and system changes into practical learning and adoption strategies. The successful candidate will help ensure that new and improved processes, procedures, templates, guidance, and systems are not simply implemented but are understood, adopted, and effectively used by the workforce.
