# Technical Product Manager **Renal Payer Solutions / Champion Health Plans** · Long Beach, CA 90815 · `On-site` 🕒 **Статус:** *Опубликовано: 12 дней назад* · *Источник: Indeed* --- ### About the Role Job Summary The Technical Product Manager is responsible for leading the strategy, development, implementation, and ongoing optimization of technology products and solutions that support Champion Health Plan’s business operations, member and provider experience, clinical programs, and strategic objectives. This position serves as a key liaison between Health Plan Operations, Clinical teams, Compliance, Information Security, IT, executive leadership, and external technology vendors to translate business, operational, and regulatory needs into effective and scalable technology solutions.The role requires an understanding of healthcare payer operations, preferably Medicare Advantage, and the ability to ensure technology initiatives appropriately support CMS requirements, HIPAA/privacy and security standards, audit readiness, and applicable federal and state regulatory requirements. The Senior Technical Product Manager will manage technology initiatives throughout the full product lifecycle, from business case development and requirements gathering through implementation, adoption, performance measurement, and continuous improvement.Essential Duties and Responsibilities - Lead cross-functional teams to successfully deliver technology initiatives on time, within scope, and within budget. - Gather, analyze, and prioritize stakeholder requirements and translate them into product roadmaps, business cases, user stories, functional requirements, and implementation plans. - Serve as a primary liaison between IT and key health plan functions, including Member Services, Enrollment and Eligibility, Claims and Encounters, Provider Network, Utilization Management, Care Management, Quality/HEDIS/ STARS, Appeals and Grievances, Compliance, Finance, and Sales/Marketing. - Ensure technology solutions align with organizational goals, operational needs, clinical workflows, and regulatory requirements. - Partner with Compliance, Privacy, Information Security, and operational leadership to ensure technology solutions appropriately support CMS requirements, HIPAA/privacy and security standards, audit readiness, data governance, and applicable federal and California regulatory requirements. - Manage the full product and implementation lifecycle, including business case development, requirements definition, prioritization, solution design, configuration, user acceptance testing (UAT), implementation, organizational readiness, deployment, adoption, and post-implementation optimization. - Monitor product performance, user adoption, stakeholder satisfaction, and business outcomes, using data to drive ongoing enhancements and innovation. - Establish and monitor measurable product and business KPIs, including operational efficiency, turnaround times, user adoption, member and provider experience, quality outcomes, error reduction, cost savings, and return on investment. - Research emerging technologies, including AI and automation capabilities, and identify opportunities to improve business processes, member experience, operational efficiency, and clinical outcomes. - Evaluate AI, automation, and other emerging technology opportunities with appropriate consideration of data governance, privacy, information security, regulatory requirements, operational risk, and responsible use. - Evaluate and recommend technology solutions, vendors, and product enhancements that maximize return on investment and organizational value. - Manage technology vendor relationships throughout the product lifecycle, including vendor evaluation and selection, implementation, deliverables, service-level expectations, performance monitoring, issue resolution, and escalation. - Evaluate system integrations, data flows, dependencies, APIs, reporting requirements, and interoperability needs in collaboration with IT, Data & Analytics, and business stakeholders. - Lead change-management and implementation-readiness activities, including stakeholder communications, workflow changes, user acceptance testing, training coordination, rollout planning, and post-implementation monitoring. - Present product strategies, business cases, implementation status, risks, recommendations, and performance results to senior and executive leadership. - Perform other duties and responsibilities as assigned. Required Qualifications - Bachelor's degree in Information Systems, Computer Science, Healthcare Administration, Business Administration, Engineering, or a related field. - 5+ years of progressively responsible experience in technical product management, product management, business analysis, technology implementation, or a related technology role. - Experience working within a healthcare payer, managed care organization, health plan, healthcare delivery organization, or other highly regulated healthcare environment strongly preferred. - Demonstrated experience leading cross-functional technology initiatives from requirements gathering through implementation and post-launch optimization. - Strong analytical, problem-solving, project management, and organizational skills. - Demonstrated ability to translate complex business and operational requirements into clear technology requirements and implementation plans. - Strong written and verbal communication skills with the ability to effectively communicate with technical teams, business stakeholders, vendors, and senior leadership. Preferred Qualifications - Medicare Advantage health plan experience strongly preferred. - Working knowledge of CMS requirements and Medicare Advantage operations, including one or more areas such as enrollment, claims/encounters, Member Services, provider operations, Utilization Management, Care Management, Quality/Stars, and Appeals & Grievances. - Experience implementing or managing healthcare payer platforms, member/provider-facing technology, workflow solutions, CRM systems, data/reporting platforms, or other enterprise healthcare technology. - Experience evaluating or implementing AI, automation, or workflow-optimization solutions within a regulated healthcare environment. - Experience managing third-party technology vendors and complex implementations. - Familiarity with Agile/Scrum methodologies, product roadmaps, user stories, UAT, APIs, system integrations, and data flows.
