# Technical Procurement/Purchaser **Primastruct Engineering Consultancy** · Quezon City · `On-site` 🕒 **Статус:** *Опубликовано: сегодня* · *Источник: Indeed* --- ### About the Role Job Title: Technical Purchaser Company: Prima (Construction / Engineering / Design-Build) Location: Lemon Square Building, EDSA, Quezon City Work Schedule: Monday to Saturday, 8:00 AM – 5:00 PM (May require site visits and flexible hours as needed) Employment Type: Full-time Job Summary The Procurement / Technical Buyer is responsible for sourcing, evaluating, negotiating, and purchasing construction materials, equipment, tools, and services required for company projects and operations. The position shall ensure that purchases meet the required technical specifications, quantity, quality, cost, and delivery schedule , while maintaining reliable supplier relationships and complete procurement documentation. Duties and Responsibilities Source and canvass construction materials, equipment, tools, subcontracted services, and other project requirements. Review Purchase Requests (PRFs), BOQs, drawings, specifications, and other technical requirements before sourcing. Obtain and compare supplier quotations based on price, technical compliance, quality, availability, payment terms, and delivery lead time . Verify that proposed materials and equipment comply with the required specifications, brands, dimensions, ratings, and approved equivalents. Prepare quotation comparisons / canvass sheets and recommend suitable suppliers for approval. Negotiate prices, discounts, credit/payment terms, delivery schedules, and other commercial conditions. Prepare and process Purchase Orders and related procurement documentation. Coordinate with QS/Budget, Engineering, Site Engineers, Project Managers/PICs, Accounting, and suppliers regarding purchasing requirements. Monitor outstanding Purchase Orders and ensure materials are delivered according to the required project schedule. Follow up delayed, incomplete, incorrect, damaged, or rejected deliveries and coordinate replacement or corrective action. Develop and maintain an updated supplier database , including pricing, product capabilities, lead times, and supplier performance. Assist in identifying alternative materials and suppliers when required, subject to technical and management approval. Monitor significant material price movements and provide updated pricing information for estimating and budgeting. Maintain complete procurement records including PRFs, quotations, comparisons, approvals, POs, delivery documents, and supplier correspondence. Perform other procurement and technical purchasing functions reasonably assigned by Management. Key Performance Indicators (KPIs) KPI Target PRF / Purchase Request Processing ≥ 95% processed within required timeline Competitive Canvassing Minimum 3 qualified quotations where reasonably available Technical Compliance ≥ 98% correct specification/material procurement On-Time Material Delivery ≥ 95% Procurement Documentation 100% complete Purchase Order Accuracy ≥ 99% Cost Control Purchases within approved budget or properly approved variance Supplier Performance ≥ 90% acceptable supplier performance Urgent Procurement Response Within required project timeline Procurement Tracker 100% updated Wrong/Rejected Purchases ≤ 2% attributable to procurement error Supplier Development Continuous identification of competitive/alternative suppliers Qualifications Bachelor's degree in Civil Engineering, Construction Management, Industrial Engineering, Supply Chain, Business Administration , or a related field. Construction procurement or technical purchasing experience is preferred. Familiarity with construction materials such as structural steel, reinforcing bars, concrete materials, hardware, electrical/mechanical items, tools, equipment, and general construction supplies is an advantage. Ability to interpret basic drawings, BOQs, material specifications, and technical data sheets. Strong supplier sourcing, negotiation, and cost-comparison skills. Proficient in Excel/Google Sheets and procurement tracking. Good communication, documentation, and coordination skills. Detail-oriented and capable of handling multiple urgent project requirements simultaneously. Willing to conduct supplier visits, material inspections, and site coordination when necessary. Authority & Limitations The Procurement / Technical Buyer may source, canvass, negotiate, compare, and recommend suppliers , but shall not independently approve purchases or materially change approved technical specifications, quantities, or budgets without the required authorization. All purchases shall follow PRIMA's approved PRF → Budget/Technical Check → Approval → Procurement/PO → Delivery → Accounting/Payment process.
