Technical Lead – Stakeholder & Approvals Governance

A leading Abu Dhabi-based infrastructure developer is looking for an experienced Technical Manager – Stakeholder & Approvals Governance to support the delivery of major roads, highways, tunnels, transportation, and infrastructure projects across the Emirate. This is a strategic role focused on authority engagement, approvals governance, stakeholder management, and delivery assurance on complex, large-scale developments

We are seeking a candidate with extensive experience in:

• Roads, Highways & Tunnels Projects
• Transportation and Civil Infrastructure Delivery
• Authority Approvals & Regulatory Compliance
• Governance Frameworks & Delivery Assurance
• Stakeholder & Authority Interface Management
• Land, ROW & Third-Party Coordination
• Risk Management & Project De-Risking
• Senior-Level Reporting & Strategic Advisory

Key Responsibilities

• Lead engagement with government entities, utility providers, regulators, developers, and key infrastructure stakeholders.
• Develop and oversee approvals strategies, governance frameworks, and delivery roadmaps across complex infrastructure programmes.
• Manage authority interfaces and ensure stakeholder requirements are embedded within project delivery strategies.
• Identify and mitigate approvals, regulatory, stakeholder, land, and utility-related risks impacting project delivery.
• Provide strategic guidance to project teams and senior leadership on governance, approvals, and stakeholder management matters.

Key Requirements:

• Degree in Engineering, Infrastructure, Planning, Project Management, or a related discipline.
• Minimum 8+ years of UAE experience delivering major infrastructure projects.
• Strong background in roads, highways, tunnels, transportation, utilities, or civil infrastructure projects .
• Proven experience working with Abu Dhabi authorities, regulators, and utility providers.
• Demonstrated expertise in stakeholder engagement, approvals governance, and authority coordination.
