Job Description: Supply Chain & Procurement Specialist / Manager (M/F) About Us: Our group is an international leader specializing in heavy construction equipment management, technical support, and infrastructure operations for major civil engineering projects. As part of the strategic launch of our operations in Morocco and the opening of our subsidiary in Casablanca, we are recruiting a Supply Chain & Procurement Specialist / Manager . Your role will be to build, manage, and optimize our local procurement network, customs operations, logistics channels, and base management across Morocco. Key Responsibilities:1. Supplier Development & Management Local Sourcing: Identify, evaluate, and onboard qualified local suppliers across categories including oil products, logistics, customs clearance agencies, maintenance parts, and administrative supplies. SRM System Integration: Create and submit supplier master data applications for approval and synchronize them with the procurement system. Price Comparison & Approval: Conduct offline inquiries with a minimum of 3 suppliers per category, driving price comparisons and securing pricing approvals following material pre-approval. Supplier Relationship Management: Arrange supplier interviews based on strategic priorities, establishing clear Service Level Agreements (SLAs) and payment rules. 2. Procurement Management Vehicle Procurement: Handle end-to-end procurement for company service vehicles (inquiry, supplier onboarding, and full payment workflow). Administrative & Infrastructure Procurement: Source, quote, and execute administrative material lists for warehouses; build a knowledge base for base construction materials and cost control. Equipment Accessories & Spare Parts: Manage contract approvals, acceptance, warehousing, and payments for equipment accessories (e.g., fork sets) and 6 critical oversized/overweight parts (guide wheels, fans, oil extraction pumps, return oil filters, and support wheel assemblies). 3. Customs Clearance Management Main Unit Import: Secure import licenses, bank approvals, and official technical manuals prior to port arrival; navigate institutional bottlenecks (customs valuations, high inspection rates, pre-clearance obstacles). Spare Parts Clearance: Coordinate multi-channel imports (double clearance, duty-paid, air freight, sea freight consolidation), managing brand screening for trademarked parts and pre-managing COC certifications. Customs Broker Collaboration: Sign contracts and maintain daily communication with local customs brokers, checking responses, following up on MLV release orders, and handling red channel inspections, tax receipts, and full process tracking for release. 4. Logistics Operations Domestic Logistics: Negotiate, sign, and manage local logistics providers. International Freight: Coordinate door-to-door equipment shipments with international freight forwarders (e.g., Changfan International), managing channel selection (sea vs. air) and tracking. Port-to-Base Transport: Arrange flatbed trailer delivery of equipment from port to base, proactively responding to sudden risks such as transport union strikes. Cost Optimization: Review and optimize transportation and logistics expenditures continuously. 5. Warehouse & Base Management Site Selection & Leasing: Operate the Casablanca base warehouse and drive site selection and lease execution for the Tangier warehouse facility. Base Configuration & Construction: Supervise warehouse setup (tools, equipment, administrative materials), contractor comparison, construction acceptance, and payment verification. Cost Control: Implement strict cost control measures for all base operations. 6. Spare Parts Supply Chain Management Demand Planning: Process and submit spare parts requisitions for domestic and international shipments. Shipping Channels: Split channels based on value and urgency (high-value urgent items via express air freight; low-value non-urgent items via sea freight trial orders). Delivery & Reconciliation: Manage emergency batch deliveries, immediate pick-ups, temporary agent storage, and inventory tracking to avoid accounting errors. 7. Compliance & Collaboration Procurement Compliance: Enforce strict adherence to the SRM workflow ( Demand Request → Inquiry → Pre-Approval → Commercial Pricing → Import → Agreement → Procurement → Receipt → Invoice Verification → Settlement & Payment ). Asset Synergy: Participate in customs clearance evaluations for accessories prior to equipment selection, operating under a dual-signature approval system. Reporting & Reconciliation: Conduct weekly reconciliations (equipment inventory, clearance progress, accessory requirements) and generate weekly supply chain reports for management. Candidate Profile: Education: Degree in Supply Chain Management, Logistics, Business Administration, or Engineering. Experience: Minimum of 5 years of procurement and supply chain experience in Morocco. Technical familiarity with local mechanical processing, electronic components, hydraulic oils, and hydraulic components is required. Key Skills: Proven experience in local supplier sourcing, SRM systems, Moroccan customs clearance (PortNet, ANRT, COC), freight forwarding, and warehouse setup. Languages: English: Fluent (written and spoken) for daily reporting to international headquarters. French & Moroccan Darija: Fluent for local supplier negotiations, customs, and field operations. Chinese: A strong advantage for communicating with internal global teams. Qualities: Strong negotiation capabilities, high autonomy, problem-solving mindset, and the ability to build supply chain operations from the ground up in a new subsidiary environment.
