Subcontracts Manager

• Develop and implement project-specific subcontracting strategies, plans and procurement schedules aligned with the overall EPC execution strategy.
• Review project scope, specifications, BOQs, drawings, schedules and contractual requirements to identify appropriate subcontract packages.
• Establish subcontract package strategies including proposed bidders, tendering method, contracting model, commercial framework and award schedule.
• Coordinate with Projects, Engineering, Construction, Planning, Procurement, QA/QC, HSE and Commercial teams to establish clear subcontract requirements.
• Identify subcontracting risks, constraints and opportunities and establish appropriate mitigation measures.
• Lead the prequalification and evaluation of subcontractors , considering technical capability, experience, financial capacity, manpower, equipment, HSE performance and quality systems.
• Develop approved bidders' lists in accordance with company and client requirements.
• Ensure subcontract enquiries accurately reflect project and client contractual obligations.
• Lead tender clarification meetings and coordinate responses to bidders' technical and commercial queries.
• Lead and coordinate Technical Bid Evaluations (TBE) and Commercial Bid Evaluations (CBE) .
• Review technical deviations, qualifications, exclusions and commercial exceptions raised by bidders.
• Prepare comprehensive bid comparison and commercial evaluation statements demonstrating price, scope, commercial and contractual differences between bidders.
• Coordinate with Engineering and Construction teams to ensure technical evaluations are completed prior to final commercial recommendation where applicable.
• Prepare and present Recommendation for Award (RFA) documentation for management approval.
• Ensure subcontract awards achieve optimum value without compromising project quality, HSE, schedule or technical requirements.

Pay: AED15,000.00 - AED20,000.00 per month
