The COE is a federally supported initiative focused on expanding federal contracting opportunities for Historically Black Colleges and Universities (HBCUs), SBA 8(a) firms, and small businesses. We are seeking an experienced strategic partner to strengthen the COE's visibility, communicate program impact, develop compelling success stories, and support stakeholder engagement and public affairs initiatives. Scope of Services The selected firm will provide services including: - Strategic communications planning and brand positioning - Public relations, media outreach, and public affairs strategy - Impact storytelling, success stories, and case studies - Stakeholder engagement and strategic communications - Website, social media, and digital content development - Executive messaging, press releases, and public announcements - Communications supporting HBCUs, SBA 8(a) firms, and federal contracting initiatives - Impact reporting and communications performance measurement Qualifications Qualified firms should demonstrate: - Proven experience in strategic communications, public relations, and public affairs - Strong storytelling, content development, and brand positioning capabilities - Experience supporting nonprofit, government-funded, economic development, or public-sector initiatives - Ability to engage diverse stakeholders and communicate measurable program outcomes - Organizational capacity to manage a comprehensive communications engagement Preference will be given to firms with experience supporting federal programs, SBA initiatives, HBCUs, higher education institutions, and small business development programs. Contract Information This opportunity is for professional consulting services and is not a traditional employee position.
