JOB DESCRIPTION – SENIOR PROJECTS MANAGER Company: UPTOWN Technical Services L.L.C. Location: Abu Dhabi, UAE Industry: Construction / Contracting / Fit-Out / Design & Build Position: Senior Projects Manager / Head of Projects Position Overview UPTOWN Technical Services L.L.C. is seeking a highly experienced and commercially driven Senior Projects Manager to lead and manage the full lifecycle of the company's projects , from tendering and pre-construction through execution, commercial management, handover, payment collection, and final closeout. This is a senior management position requiring strong experience in project operations, tendering, commercial management, subcontractor management, client relations, team leadership, and project financial control . The successful candidate will act as the central point between Management, Estimation, Procurement, Engineering, Site Teams, Subcontractors, Consultants and Clients, ensuring that projects are delivered on time, within budget, to the required quality, and with strong commercial control. Key Responsibilities1. Tendering & Pre-Construction Oversee and manage the tendering process for new projects. Review tender documents, drawings, specifications, BOQs and contractual requirements. Coordinate with Estimation, Procurement and Engineering teams to ensure competitive and technically compliant submissions. Review project pricing, subcontractor quotations, exclusions, qualifications and commercial risks before tender submission. Participate in tender clarification meetings and commercial/technical negotiations. Review proposed project budgets and execution strategies before contract award. Ensure a proper tender-to-project handover after award. 2. Project Operations & Execution Take overall responsibility for the execution and performance of all assigned company projects. Establish project execution plans, budgets, procurement schedules, manpower requirements and key milestones. Monitor project progress against approved programs and contractual completion dates. Conduct regular project and operational review meetings. Identify delays, risks and operational problems at an early stage and implement corrective actions. Ensure proper coordination between Civil, Architectural, MEP, FLS, ELV, Fit-Out and other disciplines. Ensure projects comply with contractual requirements, approved drawings, specifications, quality standards and authority requirements. Escalate critical project issues to Management with clear recommendations and action plans. 3. Project Financial & Commercial Control Maintain full awareness of the budget, cost, committed cost, invoicing, collections and profitability of each project. Monitor actual project costs against approved budgets. Control material, manpower and subcontractor expenditures. Identify and manage variations, additional works and commercial claims. Ensure additional works are properly documented and commercially protected before execution wherever possible. Coordinate preparation and submission of interim payment applications, variations and final accounts. Actively follow up and chase client payments , including certified payments, outstanding invoices, retention and final payments. Maintain cash-flow awareness across active projects. Protect the company's commercial and contractual position throughout project execution. 4. Subcontractor Management Manage subcontractor selection, evaluation, negotiation and appointment. Review subcontractor scope, quotations and commercial terms before award. Coordinate and control issuance of LPOs, Work Orders and Subcontract Agreements . Ensure subcontractor agreements clearly define scope, price, duration, payment terms, responsibilities, quality requirements and contractual obligations. Monitor subcontractor performance, progress, quality and manpower. Review subcontractor payment applications against actual progress and contractual obligations. Manage subcontractor claims, variations, delays and disputes. Ensure subcontractor commitments remain within the approved project budget. 5. Project Team Leadership Lead and manage Project Managers, Construction Managers, Site Engineers, MEP Engineers, QA/QC Engineers, HSE personnel, Planning Engineers, Quantity Surveyors, Document Controllers and other project staff. Assign responsibilities and establish clear accountability within each project team. Monitor individual and team performance. Ensure adequate manpower allocation across projects based on workload and priorities. Support project teams in resolving technical, contractual and operational challenges. Maintain discipline, communication and coordination between site and head-office teams. Develop capable project leaders rather than relying on continuous senior management intervention. 6. Client & Consultant Management Act as a senior point of contact for clients, consultants, project managers and other stakeholders. Attend critical progress, commercial and management meetings. Maintain professional relationships while protecting UPTOWN's contractual and commercial interests. Ensure client/consultant instructions are properly documented. Manage disputes, delays, access restrictions, outstanding approvals and other issues affecting project performance. Drive timely approvals for drawings, materials, variations, inspections and payment applications. 7. Procurement & Resource Coordination Coordinate with Procurement to ensure materials and subcontract packages are awarded in accordance with project schedules. Review critical procurement items and long-lead materials. Ensure purchasing commitments remain within approved budgets. Prevent procurement delays from affecting project milestones. Coordinate allocation of company manpower, equipment and other resources between projects. 8. Contracts, Variations & Claims Maintain a strong understanding of each project's contractual obligations. Identify potential entitlement for Variations, Extension of Time (EOT), additional cost and other contractual claims . Ensure notices and supporting records are issued within contractual timeframes. Coordinate preparation of supporting documentation for claims and variations. Protect the company against undocumented scope additions and contractual exposure. Review major contractual correspondence before issuance when required. 9. Handover & Project Closeout Drive projects toward practical/substantial completion and formal handover. Ensure timely completion of snagging and closeout requirements. Coordinate authority approvals, testing & commissioning and required completion certificates. Ensure submission of As-Built Drawings, O&M Manuals, warranties, approvals and handover documentation. Follow up on Taking Over / Completion Certificates and other contractual completion documentation. Ensure final accounts are agreed and closed. Follow up on retention release and outstanding project payments. Manage projects throughout the Defects Liability Period until final commercial and contractual closure. Key Performance Indicators (KPIs) The Senior Projects Manager will be evaluated based on: Projects delivered within contractual timelines. Projects delivered within approved budgets. Gross margin and profitability achieved against tender/project targets. Project cash flow and collection performance. Outstanding receivables and payment recovery. Variation identification, submission and recovery. Subcontractor cost and performance control. Procurement and LPO commitment against project budgets. Client satisfaction and relationship management. Quality and HSE performance. Project team productivity and accountability. Successful project handover and closeout. Timely recovery of retention and final payments. Candidate Requirements Bachelor's Degree in Civil Engineering, Construction Management or related discipline . Minimum 12–15 years of construction experience , with significant UAE experience. Minimum 5 years in a senior project/operations management position within a main contracting, Design & Build or fit-out company. Strong experience managing multiple projects simultaneously . Strong knowledge of Civil, Architectural, MEP and Fit-Out project execution. Proven experience in tendering, estimation review, project budgeting and cost control. Strong commercial and contractual understanding. Proven experience managing subcontractors, LPOs, subcontract agreements and procurement packages. Strong understanding of variations, claims, EOTs, payment applications, retention and final accounts. Excellent leadership and team-management capabilities. Strong client-facing, negotiation and problem-solving skills. Good understanding of UAE authority requirements and construction practices. UAE Driving Licence preferred.
