# Site Engineer – OCS (Overhead Catenary System) **The VITO Group Careers** · Valenzuela · `On-site` 🕒 **Статус:** *Опубликовано: 18 дней назад* · *Источник: Indeed* --- ### About the Role Site Engineer – OCS (Overhead Catenary System) Discipline: Overhead Catenary System (OCS) / Overhead Electrification Employment Type: Project-Based / Contractual Experience Required: Minimum 8+ years of relevant experience Reports To: OCS Manager / Construction Manager – Electrification Work Location: Various Railway Project Sites Position Overview The Site Engineer – OCS will be responsible for supervising, coordinating, and ensuring the compliant installation of Overhead Catenary System (OCS) works for railway and electrification projects. The role will ensure that all OCS installation activities are completed in accordance with approved Issued for Construction (IFC) drawings, project technical specifications, applicable international railway standards, client requirements, and Philippine regulations , while maintaining strict compliance with safety and quality requirements. The Site Engineer will work closely with construction teams, subcontractors, engineers, consultants, clients, and other railway disciplines to ensure that OCS works are properly coordinated, executed, inspected, tested, and completed according to project requirements. Employment Classification Project-based employment in accordance with applicable Philippine labor laws and regulations. Contract duration will be aligned with the assigned project phase, package, or work scope. Probationary period, if applicable, will be in accordance with applicable labor regulations and employment policies. Work Schedule Standard working hours: 8 hours per day, 6 days per week . Must be willing to work: Night shifts Rest days Holidays Power blocks Track/traffic possession or block schedules Other shifting schedules required for railway construction, testing, and commissioning activities Key ResponsibilitiesA. Site Execution & Supervision Supervise and inspect OCS installation activities, including: Foundations and mast erection Portal frame installation Cantilever installation Contact wire stringing Messenger wire stringing Registration and alignment Tensioning Final adjustment and installation verification Ensure OCS installation works comply with: Approved IFC drawings Project technical specifications Approved method statements Applicable EN, IEC, and other relevant railway standards Client and project requirements Direct and monitor subcontractors, foremen, technicians, and site personnel. Monitor daily site activities to ensure work is executed according to approved construction plans and schedules. Identify installation issues and coordinate corrective actions with the relevant engineering and construction teams. B. Quality Assurance & Quality Control Implement approved Inspection and Test Plans (ITP) and QA/QC procedures. Inspect OCS installations and verify compliance with approved drawings, specifications, and required tolerances. Verify critical installation parameters, including: Contact wire height Stagger Span length Tension length Alignment and registration Coordinate and participate in inspections with engineers, consultants, client representatives, and other authorized stakeholders. Identify and rectify non-conformities and ensure timely closure of punch list items. Maintain accurate inspection and quality documentation throughout the project. C. Safety, Health & Environment Enforce compliance with applicable Occupational Safety and Health (OSH) standards , project safety requirements, and railway operational safety rules. Ensure that OCS activities are performed in accordance with the approved Project Safety Management Plan. Ensure proper implementation of: Permit-to-Work (PTW) Lock-Out/Tag-Out (LOTO) Job Hazard Analysis (JHA) Other applicable safety procedures and controls Conduct and/or participate in daily toolbox meetings. Promote safety awareness and a strong safety-first culture among workers and subcontractors. Identify potential hazards and ensure appropriate control measures are implemented before work begins. Ensure personnel follow electrical and railway safety procedures, particularly during work near energized systems or operational railway areas. D. Planning & Reporting Prepare and maintain: Daily progress reports Weekly accomplishment reports Monthly accomplishment reports Site inspection records Other required project documentation Monitor and report: Manpower allocation Equipment utilization Material consumption Installation progress Support construction scheduling and short-term look-ahead planning . Coordinate with project management regarding site progress, manpower requirements, material availability, equipment needs, and potential delays. Maintain accurate records of completed works and outstanding activities. E. Interface & Coordination Coordinate OCS activities with other railway disciplines, including: Civil and viaduct works Trackwork Signaling Traction and power supply Electrical and mechanical systems Stations and depot facilities Identify and resolve OCS interface issues, particularly in stations, depots, substations, and other areas with multiple disciplines. Coordinate construction activities to prevent clashes, rework, and delays. Support integrated system testing and railway trial operations as required. Work closely with multidisciplinary and multicultural project teams. F. Testing & Commissioning Support Assist with OCS testing and commissioning activities, including: Contact wire height measurements Stagger measurements Electrical continuity testing Section insulator checks Neutral section checks Energization readiness inspections Coordinate with testing and commissioning teams to ensure OCS systems are ready for energization and operational testing. Assist in identifying and resolving issues encountered during testing and commissioning. Maintain accurate testing, inspection, and commissioning records. Support the preparation and updating of as-built documentation . Qualifications Bachelor’s Degree or Diploma in: Electrical Engineering Electrical & Electronics Engineering Power Engineering Or a related engineering discipline. Registered Electrical Engineer (REE) certification is an advantage but not mandatory. Valid safety training certificates are preferred. Additional railway, electrical, OCS/OHE, or construction-related certifications are an advantage. Experience Requirements Minimum 8+ years of experience in OCS/OHE installation . Minimum 5 years of experience in railway projects , preferably involving: Heavy Rail Commuter Rail Metro Rail Railway Electrification Proven experience in OCS/OHE construction, installation, inspection, and site supervision. Experience working on JICA-funded or international railway projects is an advantage. Experience managing subcontractors and coordinating multidisciplinary railway construction teams is highly desirable. Technical Skills & Competencies Strong knowledge of Overhead Catenary Systems (OCS/OHE) and railway electrification. Strong site supervision, construction coordination, and installation management skills. Knowledge of OCS installation processes, including mast, portal, cantilever, contact wire, messenger wire, registration, and tensioning works. Understanding of OCS installation tolerances, including height, stagger, span length, and tension length. Familiarity with relevant EN, IEC, and railway electrification standards . Strong understanding of electrical and railway safety requirements. Ability to interpret and work from: IFC drawings OCS installation drawings Electrical drawings Technical specifications Method statements Inspection and Test Plans Proficient in Microsoft Word and Excel . Strong documentation, reporting, communication, and coordination skills. Good problem-solving and decision-making abilities. Behavioral Expectations Demonstrates a strong safety-first mindset .
