Senior Regulatory Analysts, Public Comment Analysts & Technical Editors (1099 Contractor) Part-Time | Remote | 1099 Independent Contractor About the Opportunity Porta Strategies is seeking experienced Federal regulatory and policy professionals to support a potential U.S. government engagement involving regulatory writing, public comment analysis, policy research, issue identification, and technical editing. This is a flexible, part-time 1099 consulting opportunity ideal for experienced Federal contractors, policy analysts, regulatory specialists, technical editors, former Federal employees, and independent consultants seeking project-based work. Work will be performed remotely, with periodic virtual meetings during standard Eastern Time business hours. Areas of Expertise We Are Seeking We are interested in professionals with experience in one or more of the following areas: Regulatory Analysts / Regulatory Writers Federal rulemaking support Notice-and-comment rulemaking Administrative Procedure Act (APA) processes Regulatory research and analysis Policy development Executive- or agency-level writing Public Comment Analysts Regulations.gov and Federal rulemaking support Public comment review and categorization Qualitative and quantitative comment analysis Stakeholder feedback analysis Issue identification and trend analysis Development of summary reports and matrices Technical Editors / Quality Assurance Specialists Federal document editing Quality assurance reviews Executive-level report production Section 508 compliance Regulatory and policy document formatting Editorial review and quality control Responsibilities Depending on experience and assignment, responsibilities may include: Analyzing public comments submitted in response to proposed Federal regulations Categorizing and summarizing stakeholder feedback Identifying themes, trends, policy considerations, and key issues Drafting analytical reports, issue papers, and briefing materials Supporting development of Key Issues Matrices and decision-support tools Editing and quality reviewing technical and policy deliverables Supporting project planning, reporting, and stakeholder meetings Ensuring completed deliverables meet Federal standards for quality and accessibility Minimum Qualifications Bachelor's degree in Public Policy, Political Science, Government, Economics, Law, Communications, English, Journalism, Agriculture, or a related field 5+ years of relevant professional experience Experience supporting Federal agencies, Federal contractors, regulatory programs, or policy initiatives Exceptional written and verbal communication skills Strong analytical and organizational abilities Proficiency with Microsoft Word and Excel Preferred Qualifications Experience supporting Federal civilian agencies Experience with Federal rulemaking and public comment processing Familiarity with Regulations.gov and/or FDMS Experience developing issue matrices, policy analyses, or regulatory summaries Section 508 accessibility experience Advanced degree (MPA, JD, MA/MS, PhD) preferred Former Federal employees are encouraged to apply Work Authorization Applicants must be: U.S. Citizens or lawful permanent residents Eligible to successfully complete a Federal background screening if required Compensation Hourly 1099 consulting arrangement Competitive rates based on experience and expertise Flexible workload based on project needs Part-time and intermittent assignments anticipated Important Note This position is contingent upon contract award.
