Client is seeking an experienced Senior Program Manager – Business Transformation & Enterprise Systems Implementation to lead a large-scale, multi-year business transformation and process improvement initiative centered on the implementation of Oracle Utilities Customer Cloud Service (CCS), Oracle Utilities Work and Asset Cloud Service (WACS), and related enterprise utility systems.

This strategic leadership position will oversee program planning, governance, execution, financial management, stakeholder alignment and successful delivery across multiple business and technology workstreams.

The ideal candidate combines deep business process transformation expertise with a proven record of managing complex ERP, Customer Information System (CIS), CRM, billing or enterprise application implementations.

Candidates with experience in natural gas, electric, water or other regulated utility environments are strongly preferred.

The successful candidate must be comfortable engaging with executive leadership, business stakeholders, IT teams, system integrators and external vendors to deliver both technology implementation objectives and measurable business outcomes.

Key Responsibilities

1. Enterprise Program Leadership and Governance

Lead a large-scale enterprise transformation program involving Oracle Utilities CCS, WACS and associated utility operational systems.

- Establish and maintain program governance structures, steering committees, executive reporting and decision-making processes.

- Develop and manage integrated program plans, budgets, resource allocations, dependencies, milestones and critical path activities.

- Establish effective risk management, issue resolution and escalation procedures.

- Ensure alignment between business objectives, regulatory requirements and technology implementation strategies.

- Drive accountability across cross-functional teams, vendors, system integrators and business stakeholders.

- Coordinate multiple business and technical workstreams to ensure integrated program delivery.

1. Business Transformation and Process Improvement

Lead end-to-end business process redesign initiatives to improve operational efficiency, customer experience, service delivery and billing accuracy.

- Facilitate workshops to evaluate current-state business processes and define future-state operating models.

- Identify opportunities for automation, standardization, optimization and process simplification.

- Develop business cases and value realization frameworks.

- Establish KPIs and measurement programs to evaluate transformation outcomes.

- Lead organizational readiness, stakeholder engagement, communications and change management activities.

- Apply Lean, Six Sigma, Business Process Management (BPM) or comparable methodologies to drive sustainable improvements.

1. Enterprise Systems Implementation

In coordination with the IT PMO, oversee the implementation and integration of Oracle Utilities Customer Cloud Service (CCS), Work and Asset Cloud Service (WACS), and related enterprise applications.

- Coordinate business requirements gathering, solution design, testing, data conversion, training, cutover planning and production deployment.

- Collaborate with Enterprise Architecture, Infrastructure, Cybersecurity, Data and Application teams.

- Manage system integrators, software vendors and consulting partners to achieve contractual and project objectives.

- Ensure alignment between business requirements, technical solutions and utility industry best practices.

- Support implementation strategies for customer service, billing, work management and operational processes.

1. Executive and Cross-Functional Stakeholder Management

Serve as the primary liaison between executive leadership, business units, IT leadership, regulators and external partners.

- Present program status, risks, financial performance and key decisions to executive steering committees.

- Build relationships with Customer Service, Operations, Finance, Regulatory, Field Services and Technology organizations.

- Facilitate executive-level discussions and drive consensus across diverse stakeholder groups.

- Communicate complex program matters clearly and provide recommendations to leadership.

1. Risk, Budget and Financial Management

Manage large-scale program budgets that may exceed several million dollars.

- Develop and maintain risk mitigation plans, issue logs and contingency strategies.

- Monitor program financial performance and maintain delivery within approved budget parameters.

- Manage resource allocation, vendor performance and program dependencies.

- Track benefits realization and business outcomes throughout the program lifecycle.

- Escalate critical risks and recommend corrective actions when necessary.

Required Qualifications

Education

Bachelor's degree in Business, Information Technology, Project Management or a related discipline.

- Master's degree preferred, such as MBA, MIS or a comparable qualification.

Professional Experience

10+ years of progressive experience leading large-scale business and technology transformation initiatives.

- 5+ years of program management experience delivering complex ERP, CIS, CRM, billing or enterprise systems implementations.

- Demonstrated experience managing multi-million-dollar programs involving multiple workstreams and cross-functional teams.

- Experience leading business process improvement initiatives using Lean, Six Sigma, Business Process Management (BPM) or similar methodologies.

- Experience managing third-party vendors, system integrators and consulting organizations.

- Strong executive stakeholder engagement and communication experience.

- Demonstrated ability to bridge business operations and enterprise technology implementation.

Preferred Certifications

Project Management Professional (PMP).

- Lean Six Sigma Green Belt or Black Belt.
