Senior Procurement Engineer - MEP & Civil

We are seeking an experienced and technically proficient Senior Procurement Engineer – MEP & Civil to join our growing team.

The successful candidate will be responsible for managing the complete procurement cycle of Mechanical, Electrical, Plumbing (MEP), and Civil materials, equipment, and subcontractor services for construction and fit-out projects.

The role requires strong technical knowledge, commercial negotiation skills, and effective coordination with project managers, consultants, engineers, suppliers, and contractors to ensure timely, cost-effective procurement in compliance with project specifications, UAE regulations, and applicable international standards.

Key Responsibilities

1. Procurement Management

• Manage end-to-end procurement of MEP and Civil materials, equipment, and subcontractor services.
• Review Material Requisitions (MRs), Bills of Quantities (BOQs), engineering drawings, and technical specifications.
• Prepare and issue Requests for Quotation (RFQs) with complete technical and commercial requirements.
• Evaluate supplier quotations, technical submissions, and commercial proposals.
• Prepare comparative statements and recommend suppliers based on quality, cost, compliance, and delivery schedules.
• Identify long-lead materials and develop procurement strategies to prevent project delays.
• Coordinate material submittals and consultant approvals.
• Prepare, issue, and monitor Purchase Orders (POs) through delivery and payment coordination.

1. Supplier and Commercial Management

• Identify, evaluate, and prequalify suppliers and subcontractors.
• Maintain and update the Approved Vendor List (AVL).
• Negotiate competitive pricing, payment terms, delivery schedules, warranties, and contractual conditions.
• Establish and maintain strong supplier relationships.
• Manage international procurement and Incoterms, where applicable.
• Apply Total Cost of Ownership (TCO) principles for major procurement packages.

1. Technical Compliance and Documentation

• Ensure procured materials comply with approved specifications, project requirements, and applicable UAE regulations.
• Coordinate material inspections, Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and technical approvals, where applicable.
• Maintain accurate procurement records, including RFQs, quotation comparisons, purchase orders, invoices, warranties, and project close-out documentation.
• Ensure proper documentation and traceability throughout the procurement process.

1. Procurement Planning and Coordination

• Monitor procurement schedules, material deliveries, and supplier performance.
• Prepare and submit weekly procurement status reports.
• Coordinate with project teams, logistics, warehouses, consultants, and suppliers to ensure timely material availability.
• Track outstanding purchase orders and resolve procurement-related delays.
• Maintain procurement transactions and records using ERP systems such as Zoho Procurement or similar software.

Qualifications and Requirements

• Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, or a related engineering discipline .
• Degree must be attested by the UAE Ministry of Foreign Affairs (MOFA), with a Ministry of Higher Education and Scientific Research (MOHESR) recognition/equivalency certificate as required for the position.
• Minimum 5 years of procurement experience within the UAE construction industry.
• Proven experience in procurement of both MEP and Civil packages for commercial, hospitality, residential, or mixed-use developments.
• Strong technical knowledge of HVAC, Electrical, Plumbing, Fire Protection, ELV, and Civil construction materials.
• Demonstrated experience in supplier evaluation, technical and commercial bid analysis, contract negotiation, and purchase order management.
• Proficiency in ERP procurement systems, preferably Zoho Procurement or similar.
• Strong command of English, both written and verbal.
• Ability to interpret technical drawings, BOQs, and engineering specifications.

Preferred Qualifications

• CIPS Level 4 certification or above.
• Experience with LEED, Estidama, or other sustainable construction projects.
• Previous involvement in large-scale UAE construction projects.
