This is a senior analytical position supporting Navy Surface Force readiness, Force Generation, data analysis, readiness metrics, predictive analytics, and executive-level decision support. We are particularly interested in candidates with significant Navy operational or major staff experience who have worked with readiness, Force Generation, operational data, resource analysis, or senior-level decision support. This position is expected to perform primarily onsite at COMNAVSURFLANT due to regular access to Government systems and classified networks. The anticipated period of performance begins November 18, 2026. Clearance An active final Secret security clearance is required for personnel supporting this effort. Education A Master's degree or higher from an accredited college or university is required for the Government labor category. A degree in Analytics, Computer Science, Data Science, Information Systems, Operations Research, Engineering, Business, or another relevant discipline is desirable. What You Will Do Analyze Navy Surface Force readiness and Force Generation data. Support analysis across the PESTONI readiness pillars: Personnel, Equipment, Supply, Training, Ordnance, Networks, and Infrastructure. Identify readiness trends, gaps, risks, and opportunities for operational improvement. Develop metrics, analytical models, dashboards, visualizations, and decision-support products. Analyze complex Navy operational and readiness datasets. Develop or support predictive analytics and readiness forecasting methodologies. Evaluate data from multiple Navy and Department of Defense sources. Support development of alternative courses of action and operational or financial risk analysis. Develop executive-level analytical products, point papers, presentations, dashboards, and reports. Translate complex analytical findings into clear recommendations for Navy leadership. Support working-level, senior leader, and Flag-level decision-making. Candidate Background Strong candidates may come from several backgrounds, including: Navy Surface Warfare or other operational communities Navy readiness or Force Generation analysis TYCOM, Fleet, numbered Fleet, or major Navy staffs Operational research or operations analysis Navy data analytics Defense readiness analytics Database or business intelligence analysis Predictive analytics or data science Navy maintenance, training, manpower, logistics, or resource analysis Government Position Qualifications The Government has identified the following qualifications for the Senior Metrics and Data Analyst labor category: Master's degree or higher from an accredited college or university. Experience in the United States Navy as a Post-Command Commander afloat or equivalent. Five years of experience on an Echelon 3 or higher staff. Five years of experience in database design and management. Five years of experience performing data analysis for complex projects. Experience analyzing metrics associated with the PESTONI readiness pillars. Understanding of Surface Force business practices, Navy data sources, data requirements, data gaps, and analytical capabilities. Experience with machine learning, predictive analytics, or AI-driven analytical techniques applied to defense or operational problems. Experience with modern analytics tools or programming languages such as Python or R. Experience producing executive-level analytical products and reports. Strong proficiency with Microsoft Office applications, particularly Excel and PowerPoint. Personnel should expect to perform the vast majority of duties onsite because of the operational requirement for access to Government systems and classified networks. Compensation & Benefits The anticipated salary range for this contingent-hire position is $175,000–$190,000 per year , based on qualifications and experience.
