Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland's radio spectrum resource on behalf of the State. This will be an exciting time of growth for ComReg, as our mandate expands and we take on new statutory responsibilities arising from EU legislation including: the Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive - addressing cybersecurity and network resilience - together with the EU Data Act and the EU AI Act. While our regulatory role is evolving, our fundamental mission remains the same. ComReg's mission is to implement effective regulation that supports the delivery of widespread, modern, and resilient digital infrastructure, including communications networks, products, and services which, ultimately, benefit users. Wholesale Division ComReg's Wholesale Division is responsible for the regulation of certain wholesale electronic communications markets (fixed/mobile telecommunications, broadcasting transmission) in Ireland. ComReg is required to conduct periodic market reviews of such markets in order to assess the extent of competition and to decide whether regulatory intervention is required. We impose obligations on any operator identified with significant market power (SMP) in order to enhance competition including obligations to provide network access to other operators at regulated prices. The Wholesale Division also oversees the implementation of these obligations and, if necessary, can rely on ComReg's legal powers to enforce them. Additionally, ComReg has responsibility for ensuring compliance with competition law in the electronic communications sector. Role Purpose: The primary role of the Senior Manager Regulatory Finance is to act as the overall lead for regulatory pricing policy and implementation, through engagement with a range of external stakeholders. While the role is focused on the regulation of electronic communications operators in the telecommunications and broadcasting sectors, the scope of the role may expand to include involvement in other sectors such as cloud-based services as ComReg's mandate evolves. The successful candidate will manage a team of regulatory financial specialists including accountants and economists. They will report to the Director of Wholesale and will be responsible for providing strategic financial advice and expertise to the Wholesale team, and in shaping ComReg regulatory pricing policy. Liaison with other sectoral regulators and the European Commission forms part of the role. Role description : - Managing a team of financial specialists/economists to attain optimum output - Designing an appropriate price control framework for regulated services - Implementing price controls by deciding relevant costing methodologies and determining level of such costs using relevant data and robust cost models where appropriate - Designing and implementing an appropriate regulatory accounting regime in Ireland - Contributing to consideration of all matters financial relevant to ComReg's role in the telecoms, broadcasting, and other sectors within its remit Qualifications and Experience Essential - An Honours degree, third level or professional qualification or significant relevant experience in finance, economics or accounting - Has a demonstrable experience of managing, leading, motivating or coordinating people or teams in a multi-disciplinary environment - Can demonstrate an ability to understand the broader economic and legal aspects of the role - Can demonstrate ability to assimilate and act upon advice from a variety of technical and professional backgrounds including technical, legal and financial advice - Has demonstrable experience providing advice and briefings to senior leadership on complex matters Desirable - Experience of sectoral regulation in a financial or economic capacity - Experience within the telecommunications sector - Experience of policy setting in a pan-EU setting - Experience of developing or overseeing the development of complex financial models Competencies In addition to your technical qualifications and experience, you will bring professional competencies and skills in the following core areas: - Strategy & Leadership - Creates a climate of cooperation where people strive to achieve common organisational goals.
