Job Summary:

We are looking for an experienced Senior Manager – PMV / Associate PMV Director with a minimum of 18 plus years of UAE experience , preferably with a leading building construction company , to manage and oversee the company’s Plant, Machinery & Vehicles operations.

The candidate will be responsible for the strategic planning, procurement, utilization, maintenance, allocation, and cost control of construction equipment, heavy machinery, vehicles, and related PMV resources across multiple building construction projects.

KEY RESPONSIBILITIES

• Manage the overall PMV operations for multiple high-rise and building construction projects across the UAE.
• Develop and implement strategic plans for the efficient utilization of plant, machinery, vehicles, and equipment .
• Plan equipment requirements based on project schedules, construction activities, and operational demands.
• Manage a large fleet of construction equipment, heavy machinery, lifting equipment, vehicles, and generators .
• Coordinate with Project Managers, Construction Managers, Procurement, Finance, and Site Teams to ensure timely availability of equipment.
• Monitor equipment utilization, productivity, downtime, operating costs, and maintenance performance .
• Develop and control the PMV annual budget, CAPEX, OPEX, and operational expenditure.
• Identify opportunities to reduce equipment operating, maintenance, fuel, and rental costs.
• Evaluate whether equipment should be purchased, hired, transferred, or disposed of based on project requirements and cost effectiveness.
• Oversee preventive and corrective maintenance programs to maximize equipment availability and reliability.
• Ensure proper maintenance records, inspection certificates, service schedules, and equipment documentation are maintained.
• Monitor equipment breakdowns and ensure timely repair and return to service.
• Establish and monitor equipment replacement and life-cycle management plans .
• Coordinate equipment mobilization and demobilization between various projects.
• Ensure optimum utilization and allocation of equipment across projects to avoid idle machinery.
• Manage external equipment rental companies, suppliers, workshops, and service providers.
• Negotiate rental rates, service agreements, maintenance contracts, and equipment-related commercial terms.
• Monitor fuel consumption, spare parts usage, maintenance costs, and equipment running costs.
• Ensure all equipment and vehicles comply with UAE statutory, safety, inspection, and regulatory requirements .
• Coordinate with HSE teams to ensure safe operation and maintenance of plant and machinery.
• Lead and manage PMV engineers, managers, supervisors, mechanics, operators, drivers, and support staff.
• Establish KPIs and performance standards for the PMV department and monitor team performance.
• Prepare and present monthly PMV performance reports to senior management.
• Maintain accurate records of equipment availability, utilization, maintenance, costs, and project allocation.
• Support management in strategic decisions relating to fleet expansion, equipment acquisition, disposal, and long-term PMV planning .
• Implement systems and procedures for effective fleet management, asset tracking, preventive maintenance, and cost control .
• Ensure compliance with company policies, project requirements, and approved PMV procedures.

REQUIRED QUALIFICATIONS & EXPERIENCE

• Bachelor's Degree in Mechanical Engineering, Automotive Engineering, Engineering Management , or a related field.
• Minimum 18 years of total relevant experience , with substantial experience in the UAE .
• Strong experience with a building construction / main contracting company is mandatory.
• Proven experience managing large-scale PMV operations and construction equipment fleets .
• Experience supporting multiple high-rise building construction projects is highly preferred.
• Strong knowledge of heavy construction equipment, cranes, lifting equipment, generators, vehicles, and related machinery.
• Minimum 5–10 years in a Senior PMV management / leadership position is preferred.
• Strong knowledge of UAE equipment regulations, inspection requirements, maintenance practices, and safety standards.
• Experience in equipment procurement, rental management, fleet planning, budgeting, and cost control .
• Strong leadership and team management capabilities.
• Excellent communication, negotiation, analytical, and decision-making skills.
• Strong knowledge of MS Office and PMV/fleet management systems .
