Senior HR Executive -Healthcare Operations
Lecadia Primacare Centre, a 115-bed aged care facility located in Pudu, is seeking a dedicated and organized HR and Admin Executive to join our team. This role involves managing human resources functions and providing administrative support to ensure the smooth operation of our nursing centre. The ideal candidate will have excellent interpersonal and organizational skills and a commitment to supporting sustainable and affordable healthcare. Role purpose To manage and strengthen the organisation’s day-to-day human resource function across its nursing centre and clinic operations. The role is responsible for ensuring timely payroll administration, recruitment, employee documentation, disciplinary processes, performance monitoring and compliance with internal HR policies and Malaysian employment requirements. The position requires a hands-on HR practitioner who can work closely with healthcare operations and respond promptly to workforce issues in a 24-hour service environment. Key responsibilities 1. HR operations and employee administration Supervise the HR assistant and ensure completion of daily HR tasks. Maintain complete and accurate employee records, contracts, personal files and HR documentation. Monitor attendance, leave, absenteeism, lateness, medical certificates and staff movements. Prepare offer letters, confirmation letters, contract renewals, transfer letters and other employment correspondence. Maintain an updated employee master list and organisational chart. Ensure HR matters from Lecadia and the clinic are properly recorded, tracked and closed. 2. Payroll and statutory administration Prepare and verify monthly payroll inputs, including attendance, overtime, allowances, deductions and unpaid leave. Ensure payroll is completed accurately and according to the monthly deadline. Coordinate EPF, SOCSO, EIS, PCB and other applicable statutory submissions. Reconcile payroll reports and investigate discrepancies before management approval. Maintain payroll confidentiality and proper supporting records. 3. Recruitment and onboarding Coordinate recruitment for nurses, care assistants, clinic assistants, administrative staff and other operational positions. Prepare job advertisements, screen applications and arrange interviews. Conduct reference and document checks. Prepare employment offers and coordinate onboarding. Ensure new staff complete orientation, documentation and probation requirements. Track recruitment vacancies, time-to-fill and candidate status. 4. Discipline and employee relations Receive and review incident reports, complaints and attendance issues. Ensure disciplinary matters are acted upon promptly. Prepare show-cause letters, warning letters, counselling records and related documentation. Coordinate domestic inquiry procedures where required. Advise management on appropriate and consistent disciplinary action. Maintain a confidential disciplinary register and follow-up timeline. Escalate complex or high-risk employment matters to management or external legal advisers. 5. Performance and probation management Track probation review dates and ensure reviews are completed before deadlines. Coordinate staff appraisal and KPI review exercises. Work with department heads to establish practical performance indicators. Maintain performance improvement plans and follow up on agreed actions. Prepare monthly reports on probation, performance, attendance and disciplinary matters. 6. HR policies and compliance Maintain and update the employee handbook, HR policies, employment templates and standard operating procedures. Ensure consistent implementation of leave, attendance, overtime, conduct and disciplinary policies. Conduct periodic employee file and HR process audits. Support management during inspections, audits or employment-related enquiries. Ensure staff receive and acknowledge relevant policies and updates. 7. Training and staff development Maintain the annual training calendar. Coordinate mandatory and operational training with department heads. Track staff attendance, competency records and training expiry dates. Support induction and supervisory training for new staff and team leaders. Identify recurring performance gaps that require training intervention. 8. Reporting and management support Submit a monthly HR report covering: headcount and vacancies; recruitment status; absenteeism and turnover; overtime; payroll issues; probation reviews; disciplinary cases; training; outstanding HR matters. Attend management meetings when HR input is required. Provide practical recommendations to improve staff retention, productivity and workforce stability. Candidate requirements Diploma or degree in Human Resources, Business Administration or a related field. At least three years of hands-on HR experience. Experience managing payroll, recruitment, disciplinary documentation and employee records. Working knowledge of Malaysian employment practices, EPF, SOCSO, EIS and payroll requirements. Able to prepare professional employment and disciplinary correspondence independently. Strong follow-up, documentation and deadline-management skills. Comfortable working in a fast-moving healthcare or 24-hour operational environment. Healthcare, nursing home, hospital or clinic experience is preferred, but strong operational HR experience is more important than general corporate HR experience. Able to communicate firmly and professionally with managers and employees. High level of confidentiality, accuracy and personal accountability.
