Retired civil servants or retiring civil servants on final leave as well as resignees meeting the entry requirements stipulated below are eligible for applying for the said PRSC positions. Salary: Position (1) : $122,045 per month* Position (2) : $719 per hour* or to be determined according to the last pay point of an appointed candidate before his/her retirement from the civil service/ he/she ceased work in the Government, whichever is lower. (Note: Subject to the provisions prevailing at the time the offer of appointment is made.) Entry Requirements: Candidates should be – (1) Principal Executive Officers, Chief Executive Officers or Senior Executive Officers who have ceased work in the Government for not more than three years at the time of close of application; or (2) retiring Principal Executive Officers, Chief Executive Officers or Senior Executive Officers who are on final leave at the time of close of application. (Note: The aggregate employment period of a civil servant under the PRSC Scheme should not exceed five years .) Duties: Position (1) – 5 days (44 hours gross) per week The appointee shall work in the Planning Section of Administration Division and assist mainly in the following – (a) to serve as project co-coordinator in planning new or improving existing sports, recreation and cultural facilities, including capital works projects and minor works projects in the designated districts, to prepare for their implementation, including liaising with relevant users sections on the project scope, liaising with Architectural Services Department (ArchSD) on draft project scope and preliminary comment, seeking policy support for the projects, consulting District Councils and other stakeholders on the proposed project scope, preparing the “Project Definition” for Culture, Sports and Tourism Bureau (CSTB)’s approval, liaising with ArchSD on completion of the Preliminary Assessment of the “Project Definition” and thereafter the Technical Feasibility Assessment, liaising with ArchSD and operational branches on conceptual layouts, sketch works design, requirements and implementation programme, consulting the Taskforces of the Harbourfront Commission and/or District Councils on the sketch design, following up with ArchSD for planning application to the Town Planning Board, overseeing the collation of Schedules of Accommodation, Furniture and Equipment and recurrent consequences for approval; and negotiating with government departments on land allocation and other issues related to the projects, etc.; to ensure timely provision of sports, recreation and cultural facilities to the public; (b) to liaise with relevant user sections, senior officers, relevant departments and bureaux, consultants, etc. and plan holistically for the provision of sports, recreation and cultural facilities under the department’s purview for newly developed areas such as New Development Areas, Potential Development Areas and New Town Extensions, etc.; (c) to coordinate project-related returns, prepare briefs, presentation materials and provide support to senior officers in attending meetings with stakeholders and Government advisory bodies; (d) to monitor works progress, resolve conflicts and hiccups among project stakeholders, rectification of defects; to ensure the smooth handover of capital works projects, to attend or chair project/site meetings, etc.; to ensure timely and quality completion and handing over of the projects according to the user and operational requirements as well as planned schedule; (e) to represent the department at inter-departmental meetings and to participate in discussion of issues in relation to sports, recreation and cultural capital works projects; to co-ordinate comments from operational branches of the department on projects undertaken by other works government departments and private developers to ensure that public interest and departmental objectives are safeguarded and achieved; (f) to prepare and coordinate funding bids under Capital Works Resource Allocation Exercise; prepare council/committee papers and attend meetings at the District Councils for sports, recreation and cultural capital works projects and other works projects in the designated districts; prepare papers for submission to Panel, Public Works Sub-committee and Finance Committee of the Legislative Council, prepare briefing notes and Q&As on projects, and to prepare replies on complaints and enquiries on projects and planning matters from the public, media, Legislative Council, District Councils, Harbourfront Commission, Audit Commission, Ombudsman, Town Planning Board, etc.; (g) to supervise executive and clerical staff in the project team; and (h) to perform other duties as assigned by senior officers. Position (2) – about 25.5 hours net per week The appointee shall work in the Staff Management Unit of Administration Division and assist mainly in the following – (a) to examine and give recommendations on investigation reports on discipline/staff complaint cases, and make recommendations on action to be taken, including the endorsement of warnings issued or the decision on appeal against the warnings, where appropriate; (b) to liaise with relevant Sections/Units/Offices in the Department, the Civil Service Bureau, Department of Justice, and other Bureaux/Departments concerned in the handling of summary disciplinary cases; (c) to handle traffic offence, outside work and money lending and borrowing related misconduct cases; (d) to review and update the departmental administrative circulars; and (e) to perform other duties as assigned by senior officers. Terms of Appointment: Successful candidates will be appointed on PRSC terms for a period of up to one year in general. The appointees for Positions (1) and (2) are required to work 5 days (44 hours gross) per week and about 25.5 hours net per week (excluding meal break) respectively. The actual contract period, duty day and working hours will be determined by the LCSD based on operational needs. Fringe Benefits: For Position (1) , annual leave (22 days per annum for appointees employed under a continuous contract for more than three months), rest days, statutory holidays (or substituted holidays), maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance (Cap. 57). Contract lasting for one year or more normally attracts gratuity. A gratuity may be offered to the appointee upon satisfactory completion of the contract with a consistently satisfactory performance and conduct throughout the contract period. Such gratuity payable will be the sum which, when added to the Department’s contribution to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance (Cap. 485), will be equal to 15% of the total basic salary drawn during the period of contract. For Position (2) , rest days, statutory holidays (or substituted holidays), annual leave pay, maternity/ paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions in the Employment Ordinance (Cap. 57). Under the policy on prevention of double benefits, civil servants who are re-appointed to the Government during final leave period are not allowed to receive two sets of fringe benefits during the overlapping period, i.e. the period when the staff are on final leave and are employed as PRSC Senior Executive Officer. In this regard, if the candidate is still on final leave upon appointment to a PRSC Senior Executive Officer position in LCSD, such appointment will not attract any gratuity or carry any form of fringe benefits (except for statutory compensation) for the overlapping period. For pensioners taking up PRSC positions, the payment of their monthly pensions will be suspended under the pension legislation during the period of their PRSC employment, unless and until they have reached the applicable normal or prescribed retirement age specified in the relevant pension legislation.
