Senior Design Manager (Wet Utilities)

A prominent Dubai-based master developer responsible for the development, transformation and long-term management of a large-scale, strategically significant destination.

The Role

The Senior Design Manager – Wet Utilities will lead wet utilities design and infrastructure coordination across complex brownfield and greenfield development projects. The role will oversee design from initial feasibility and infrastructure assessments through to detailed design, authority approvals and construction.

A key aspect of the position is existing experience with close coordination with all relevant utility authorities in Dubai.

Responsibilities

• Lead and manage wet utilities design activities across all project stages.
• Oversee the design and coordination of water supply, irrigation, foul sewerage, stormwater drainage and other associated wet infrastructure networks.
• Manage design consultants and engineering teams, ensuring compliance with project requirements, technical standards and regulatory guidelines.
• Act as a key point of contact for authority engagement, facilitating regular technical discussions, design reviews, submissions, approvals and resolution of regulatory matters.
• Leverage an established professional network and in-depth understanding of Dubai's wet utilities ecosystem to facilitate effective coordination and navigate authority requirements.
• Lead authority approval strategies, ensuring timely submissions, responses and clearances throughout the design and delivery process.
• Review and challenge design proposals, technical reports, calculations, drawings and specifications to ensure quality, efficiency and compliance.
• Provide technical leadership and strategic guidance on wet utilities infrastructure, contributing to the long-term planning and development of integrated utility networks.
• Demonstrated experience delivering wet utilities infrastructure within brownfield and live development environments.
• Strong understanding of existing utility network assessments, diversions, upgrades, tie-ins and infrastructure integration.

Requirements

• Bachelor's degree in Civil Engineering or a related engineering discipline.
• A minimum of 15 years of relevant experience in wet utilities design and infrastructure engineering
• Experience working developer side is a major added advantage
• Extensive and recent experience working within Dubai's infrastructure and utilities sector, with a strong understanding of local authority requirements, regulations and approval processes.
• Demonstrated experience engaging directly with authorities through frequent technical meetings, design consultations, submissions, and approval processes.
• Strong technical knowledge as well as leadership skills to closely manage and review consultancy designs.
• Proven experience managing multidisciplinary design consultants and overseeing complex infrastructure design packages.
