Senior Data Strategy Analyst
Agency Overview:
Restore Hope is a software, services, and media organization that helps communities achieve better outcomes for Justice and Child Welfare efforts. Our solutions focus on optimizing systems by improving the relationship among its parts. As a collective impact organization, Restore Hope helps communities address complex justice issues with innovative collaborative efforts.
We are looking for individuals who are: meticulous, self-motivated, problem solvers, flexible, organized, learn quickly, efficient, able to effectively communicate with all stakeholders, able to effectively prioritize tasks, multi-task, and technologically proficient.
Position Summary:
The Senior Data Strategy Analyst plays a key role in helping Restore Hope and its partners use data to understand impact, answer important questions, and make informed decisions. The primary focus of this role is independently managing complex data requests and partner-facing analytical work, from understanding stakeholder needs and defining requirements through coordinating analysis, interpreting findings, and communicating results.
Working closely with the Director of Data Strategy, the Senior Data Strategy Analyst helps partners clarify the questions they are trying to answer, translates those questions into clear data requirements, coordinates or conducts the appropriate analysis, and communicates findings in a way that is accurate, understandable, and useful.
This is a senior individual-contributor role requiring strong analytical skills, excellent communication, sound judgment, and the ability to independently manage complex data work. Depending on the nature of the relationship or request, the Senior Data Strategy Analyst may independently work with external partners, support relationships led by the Director of Data Strategy, or collaborate with the Director on more complex or strategic initiatives. The Senior Data Strategy Analyst provides technical guidance and coordinates analytical work with Data Analysts within priorities established by the Director of Data Strategy, without having formal supervisory responsibilities.
The Senior Data Strategy Analyst reports to the Director of Data Strategy and works closely with Data Analysts, Engineering, Platform Experience, Community Success, and other teams across Restore Hope.
What Success Looks Like:
Success in this role means Restore Hope has greater depth and capacity within the Data Strategy team to support state agencies, community partners, funders, and internal teams with increasingly complex data, reporting, and evaluation needs. The Senior Data Strategy Analyst becomes a trusted partner to the Director of Data Strategy ‒ developing deep knowledge of HopeHub data and Restore Hope’s programs, and independently managing a significant range of data requests, reporting needs, analyses, and partner conversations. This frees the Director to focus her direct involvement where it matters most: leading the external relationships and conversations that require it, while a senior team member carries the responsibilities that don’t.
That depends on sound judgment as much as technical skill: knowing when a request can be handled independently and when it needs the Director’s involvement, when an apparently simple question has larger methodological or privacy implications, and when results support a conclusion versus merely suggest one. It also depends on building trust ‒ with partners and with Data Analysts ‒ through accurate, responsive, and clear communication, and on staying comfortable working with or without AI-assisted tools as they become part of the team’s everyday work.
The result should be better service to Restore Hope’s partners, more consistent and reliable reporting, stronger organizational use of data, and greater capacity within the Data Strategy team to focus on strategic analysis, governance, outcomes measurement, and long-term priorities.
Job Roles and Responsibilities:
Data Partnerships & Consultation
o Support state agencies, community partners, funders, and evaluators alongside the Director ‒ independently managing conversations and requests when appropriate, and looping in the Director for relationships or initiatives requiring greater strategic involvement.
o Help partners translate broad questions into clear, answerable data questions, and help them understand and appropriately interpret the findings.
o Provide guidance on HopeHub data, measures, reporting capabilities, definitions, and known limitations, building trusted partner relationships through responsive, accurate support.
o Recognize when a request raises broader strategic, methodological, privacy, or data-sharing considerations and involve the Director or other appropriate team members.
Data Request & Reporting Management
o Independently manage complex data requests end-to-end ‒ applying and helping refine Restore Hope’s internal scoping process to clarify populations, measures, definitions, timeframes, methodologies, and outputs for internal and external requests and programmatic reporting alike.
o Determine whether available data can appropriately answer a question, coordinating with Data Analysts and other team members to complete analyses, reports, and extracts, and clearly communicating limitations when it cannot.
o Own recurring reporting requirements for state agencies, funders, and programs ‒ setting timelines, monitoring progress, and reviewing work for accuracy and clarity before delivery.
o Maintain documentation of recurring reports, definitions, methodologies, and analytical decisions, and help make data-request processes more consistent and scalable as Restore Hope grows.
Analysis & Interpretation
o Conduct and coordinate analysis using HopeHub and other data sources, including SQL queries, reporting tools, and AI-assisted tools where appropriate, to answer operational, programmatic, and outcome-related questions.
o Identify trends, patterns, anomalies, and data quality issues, and develop clear visualizations and reports for technical and non-technical audiences alike.
o Provide context and interpretation alongside results, distinguishing what the data demonstrates, what it suggests, and what it cannot support.
o Support more complex analyses and evaluation efforts led by the Director.
Data Quality & Governance
o Support the Director in developing and maintaining data definitions, reporting standards, data dictionaries, and other governance resources, keeping methodologies consistent across programs, states, and dashboards.
o Identify inconsistencies or quality concerns in HopeHub data and coordinate with appropriate teams on root causes, documenting assumptions and methodologies for significant analyses and recurring reports.
o Scope data-sharing pipelines and partner data-sharing requests, working with appropriate internal teams on privacy, security, consent, or other compliance considerations and flagging agreement or privacy questions for the Director’s review.
Cross-Functional Collaboration
o Partner with the Director to advance Restore Hope’s broader data strategy, and work with Data Analysts to scope and coordinate analytical work ‒ including lending technical expertise on queries or stored procedures ‒ with final task assignment and decisions resting with the Director.
o Collaborate with Engineering on data structures, integrations, or technical processes, and with Platform Experience and Community Success on how HopeHub workflows affect data collection and reporting.
o Support grant development, evaluation, program improvement, and organizational planning through data and analytical expertise.
o Develop and maintain trust and positive relationships with Restore Hope partners and stakeholders.
o Advocate for individuals and families.
o Participate in Restore Hope meetings and training.
o Promote organization and community collaboration.
o Conduct oneself in a manner consistent with the professional standards of Restore Hope.
o Other job duties as assigned.
Qualifications: Required
o Bachelor’s degree in data analytics, statistics, public policy, social sciences, information systems, business, public administration, or a related field, or equivalent professional experience.
o Several years of progressively responsible experience in data analysis, reporting, business intelligence, program evaluation, or a related field.
o Demonstrated ability to independently manage complex analytical or reporting requests.
o Experience working directly with clients, partners, program leaders, executives, or other non-technical stakeholders to understand and respond to data needs.
o Strong analytical and problem-solving skills, including the ability to turn broad or ambiguous questions into structured analytical approaches.
o Experience querying and analyzing relational data using SQL or similar tools.
o Experience with business intelligence, reporting, or data visualization tools.
o Strong written and verbal communication skills, including the ability to explain complex data concepts to non-technical audiences.
o Strong attention to detail and commitment to data accuracy.
o Ability to manage multiple requests, priorities, and deadlines simultaneously.
o Applicants must be authorized to work in the United States without the need for current or future employment sponsorship.
Preferred:
o Experience working with government agencies, nonprofit organizations, human services programs, healthcare, workforce development, or other public-sector or social-impact environments.
o Experience with state or federal reporting requirements, grant reporting, program evaluation, or outcomes measurement.
o Experience working with data from multiple organizations or systems.
o Experience developing or maintaining dashboards and recurring reporting processes.
o Familiarity with data governance, data dictionaries, metric definitions, and data quality practices.
o Experience working with sensitive or regulated data.
o Experience supporting research, evaluation, or longitudinal outcome analysis.
