The position ensures that all construction activities comply with applicable Philippine occupational safety and health laws, DOLE requirements, company policies, project specifications, and client safety standards. The Safety Manager provides leadership and technical guidance to Safety Officers, site management, engineers, subcontractors, workers, and other project personnel to prevent accidents, injuries, occupational illnesses, property damage, and environmental incidents. KEY RESPONSIBILITIES 1. Safety Management & Leadership Develop, implement, and maintain the company's overall Construction Safety and Health Program (CSHP) . Establish safety policies, procedures, standards, and guidelines applicable to construction operations. Provide leadership and direction to the Safety Department and project-based safety personnel. Ensure that safety objectives and performance indicators are established for every project. Conduct regular reviews of safety performance and recommend corrective and preventive actions. Promote a strong safety culture and ensure that safety remains a priority in all construction activities. Coordinate with Project Managers, Project Engineers, Foremen, and other departments regarding safety concerns and requirements. 2. Compliance with Laws and Regulations Ensure compliance with applicable DOLE Occupational Safety and Health Standards (OSHS) and other relevant Philippine laws and regulations. Ensure compliance with DOLE Department Order No. 13 , Republic Act No. 11058 , and its implementing rules and regulations, as applicable. Monitor compliance with project-specific safety requirements imposed by clients, consultants, and government agencies. Ensure that required safety permits, registrations, certifications, and documentation are properly maintained. Coordinate with DOLE and other regulatory agencies during inspections, audits, investigations, and compliance activities. Keep management informed of changes in safety legislation, regulations, and industry standards. 3. Construction Safety Program Review and approve project-specific safety plans and procedures. Ensure that the Construction Safety and Health Program (CSHP) is properly implemented at project sites. Establish site safety rules, emergency procedures, and safe work practices. Review work methodologies and identify potential safety risks before commencement of activities. Ensure safety requirements are incorporated into project planning and execution. Conduct safety assessments for high-risk construction activities. Ensure proper implementation of Job Hazard Analysis (JHA) , Job Safety Analysis (JSA) , and risk assessments. 4. Risk Assessment & Hazard Control Identify workplace hazards associated with construction activities. Conduct and review risk assessments for: Excavation and trenching Scaffolding Work at height Lifting operations Crane and heavy equipment operations Electrical works Welding and hot works Confined space entry Demolition works Structural works Concrete works Road and infrastructure works Traffic and vehicle operations Chemical handling Establish appropriate control measures based on the Hierarchy of Controls . Monitor effectiveness of implemented control measures. Immediately address unsafe conditions and unsafe acts that may result in accidents or injuries. 5. Site Safety Inspection & Monitoring Conduct regular and unannounced safety inspections and site audits. Monitor compliance with safety rules, procedures, and approved work methods. Inspect construction areas, equipment, tools, scaffolds, access ways, temporary structures, and workstations. Ensure proper use of Personal Protective Equipment (PPE) . Monitor housekeeping, material storage, waste management, and site accessibility. Identify unsafe conditions and issue corrective action requirements. Track and ensure closure of safety observations and findings. Prepare inspection and audit reports for management review. 6. Incident & Accident Investigation Lead investigations of workplace accidents, incidents, near misses, and dangerous occurrences. Determine immediate, underlying, and root causes of incidents. Prepare comprehensive incident investigation reports. Recommend corrective and preventive actions. Monitor implementation of corrective actions. Analyze incident trends and develop programs to prevent recurrence. Ensure required incident reporting is completed within the prescribed period. 7. Emergency Preparedness & Response Develop and maintain emergency response procedures for construction projects. Establish emergency response plans covering: Fire Medical emergencies Structural collapse Electrical incidents Chemical spills Equipment accidents Severe weather Earthquakes Flooding Other site emergencies Conduct regular emergency drills and simulations. Ensure emergency equipment is available, accessible, inspected, and properly maintained. Coordinate with First Aiders, emergency response teams, security personnel, and relevant external agencies. 8. Safety Training & Orientation Develop and implement safety training programs for employees and workers. Conduct or oversee: New employee safety orientation Toolbox meetings Daily safety briefings Site-specific safety orientation Specialized safety training Emergency preparedness training PPE training Ensure workers understand site hazards and safe work procedures. Maintain accurate training and attendance records. Identify training gaps and recommend appropriate training programs. 9. Contractor & Subcontractor Safety Managemen t Evaluate safety performance and compliance of subcontractors and suppliers. Review subcontractor safety plans, risk assessments, and safety documentation. Conduct safety orientations for subcontractors before deployment. Monitor subcontractor compliance with company and project safety requirements. Issue notices and corrective action requirements for safety violations. Recommend suspension or stoppage of unsafe work when necessary. Ensure subcontractors maintain appropriate safety personnel and resources. 10. PPE & Safety Equipment Management Establish minimum PPE requirements for different construction activities. Ensure proper selection, issuance, use, inspection, and replacement of PPE. Monitor availability and adequacy of: Hard hats Safety shoes Safety harnesses High-visibility vests Gloves Eye and face protection Hearing protection Respiratory protection Fall protection equipment Coordinate with Procurement and Warehouse regarding safety equipment requirements. Ensure defective or expired safety equipment is removed from service. 11. Safety Documentation & Reporting Ensure accurate and timely preparation of safety documentation. Maintain records of: Safety inspections Incident reports Near-miss reports Toolbox meetings Safety orientations Training records Risk assessments JSA/JHA PPE issuance Equipment inspections Emergency drills Corrective actions Prepare weekly and monthly safety reports. Develop safety dashboards and performance reports for management. Maintain documentation required for internal and external audits. 12. Safety Performance Monitoring Establish and monitor key safety performance indicators (KPIs), including: Lost Time Injury Frequency Rate (LTIFR) Total Recordable Incident Rate (TRIR) Total Lost Time Injury Near-miss frequency Safety inspection compliance Training completion Corrective action closure rate Analyze safety trends and identify areas requiring improvement. Provide recommendations to management based on safety performance data. 13. Audit & Continuous Improvement Conduct periodic internal HSE audits. Participate in client, consultant, and regulatory audits. Identify non-conformities and develop corrective action plans. Monitor the effectiveness of corrective and preventive measures. Continuously improve safety systems, procedures, and programs. Benchmark company safety practices against applicable industry standards. 14. Environmental & Health Coordination Coordinate with relevant personnel regarding environmental and occupational health requirements. Monitor proper handling and disposal of construction waste. Support programs related to dust, noise, hazardous materials, and pollution control. Coordinate with Project Nurses, First Aiders, and other health personnel regarding occupational health concerns. Support workplace health and wellness initiatives where applicable. 15. Stop-Work Authority Exercise appropriate authority to stop or suspend unsafe work activities that pose an imminent danger to workers, property, or the public. Immediately communicate serious safety violations to Project Management. Ensure work resumes only after appropriate corrective measures have been implemented and verified. 16. Safety Department Supervision Supervise, coach, and evaluate Safety Officers and other safety personnel. Assign safety responsibilities based on project requirements. Conduct regular coordination meetings with the Safety Team. Review safety officers' reports and performance. Provide technical guidance and mentoring. Ensure adequate safety manpower is deployed across projects. QUALIFICATIONS Educational Background Bachelor's Degree in Engineering, Construction Management, or a related field . Engineering degree is highly preferred for construction project environments. Professional Experience Minimum 8–10 years of experience in construction safety , preferably with experience in large-scale building, infrastructure, civil, MEPFS, or industrial projects. At least 3–5 years in a supervisory or managerial safety position . Experience managing multiple construction sites is highly preferred. Experience in developing and implementing CSHP and company-wide safety programs is preferred. Certifications & Licenses Must be a DOLE-accredited/qualified Safety Officer , as applicable to the position and project requirements. Construction Occupational Safety and Health (COSH) certification/training required. BOSH certification/training is an advantage. First Aid and Basic Life Support (BLS) certification is an advantage. Training in fire safety, emergency response, scaffolding, working at height, confined space, lifting operations, or other specialized safety programs is an advantage. Technical Skills Strong knowledge of Philippine Occupational Safety and Health Standards (OSHS) . Knowledge of construction safety regulations and industry best practices. Proficient in: Risk Assessment JSA/JHA Incident Investigation Safety Auditing Emergency Response Planning Safety Training CSHP preparation and implementation Safety reporting and documentation Knowledge of construction methods, equipment, tools, and high-risk activities. Leadership & Behavioral Competencies Strong leadership and decision-making skills. Excellent communication and interpersonal skills. Firm but professional approach in enforcing safety policies. Ability to influence workers, engineers, subcontractors, and management. Willing to conduct regular site visits and inspections. Willing to work on project sites and travel to different project locations as required. Proficient in Microsoft Office, particularly Word, Excel, and PowerPoint . Ability to prepare safety reports, presentations, dashboards, and safety statistics.
