Job Description As a Requirements Management Analyst, you will support requirements elicitation, traceability, and change control for the Program, helping ensure that business, clinical, and technical requirements remain aligned from stakeholder need through deployed capability. This role is central to the prime contractor’s Initial Design Review (IDR) and Final Requirements Review (FRR) preparation. To excel in this role, you should have strong requirements management experience, comfort working across business, clinical, and technical stakeholders, and strong documentation skills. The Program is a federal telehealth modernization effort for which Rios Partners would serve as a subcontractor to the prime contractor, providing Program Management Office (PMO) support. This is a full-time position contingent upon anticipated contract award, supporting a program expected to run approximately 30 months (contingent on the prime contractor's award of the contract and exercise of option periods). The Requirements Management Analyst will: Support requirements elicitation, validation, documentation, allocation, change control, traceability, impact assessment, and verification activities. Maintain traceability between business capabilities, operational needs, stakeholder requirements, system specifications, design artifacts, test procedures, and deployed functionality. Identify and document gaps, conflicts, dependencies, and impacts across scope, schedule, cost, quality, and performance. Support requirements-related briefings, decision packages, working sessions, and Government-facing documentation. Support development and maintenance of the Contractor Requirements Traceability Matrix (CRTM) and related gap analyses and compliance documentation for IDR/FRR. Help demonstrate how delivered capabilities satisfy assigned functional, non-functional, performance, reliability, scalability, and maintainability requirements. Required Qualifications 4+ years of experience in requirements management, business analysis, or systems engineering support. Experience with requirements traceability matrix (RTM/CRTM) development and tools (e.g., DOORS, Jama, or similar). Strong analytical and documentation skills; ability to work across business, clinical, and technical stakeholders. Excellent written communication skills, including experience producing Government-facing documentation. Bachelor's degree from an accredited institution required. Preferred Qualifications Experience supporting Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or comparable federal healthcare IT programs. Familiarity with systems engineering lifecycle processes and design review support (IDR/FRR, technical interchange meetings). CBAP, CCBA, or similar business analysis certification. Security Requirements: Ability to obtain and maintain a public trust clearance (i.e. must be US Citizen or Permanent Resident who has resided in the US for the past three years consecutively). Must be willing to operate in a hybrid environment, including work in person at prime contractor and/or Government facilities as needed (final schedule determined by team and project) and at the Rios Partners office in Arlington, VA as needed. Additional information U.S. work authorization required.
