Role Overview Educare Human Capital is seeking a driven and resourceful Recruiter to manage end-to-end recruitment cycles and spearhead public sector business development. This role focuses on expanding our market presence through the GeBIZ portal, requiring a strategic professional who can evaluate public procurement opportunities, structure high-volume hiring frameworks, and deliver qualified candidates within strict SLA timelines. Key Responsibilities Tender & GeBIZ Management: Monitor the GeBIZ portal proactively for relevant public sector recruitment, HR consulting, and manpower outsourcing tenders. Evaluate tender specifications, determine pricing benchmarks, and manage the end-to-end submission process. Commercial Structuring: Formulate competitive business proposals for institutional contracts. Accurately structure client billing models, ensuring clear demarcation between total revenue (staff salaries plus admin fees) and gross profit (admin fees) to optimize agency margins. 360 Recruitment Cycle: Manage the full recruitment cycle from job briefing to placement. Source, screen, and assess candidates through job portals, social channels, and networking to maintain a consistent pipeline for active government and corporate roles. Account Management: Serve as a talent advisor to build and maintain strong client relationships. Execute multi-tier placement strategies, ensure smooth onboarding, and coordinate compliance with MOM guidelines. Project Delivery: Execute high-volume contract staffing requirements for secured tenders, ensuring accurate tracking of monthly salaries, revenue, and deposit details. Qualifications & Requirements At least a Diploma in Human Resources, Business, or a related field (a Specialist Diploma in Career Counselling or similar adult learning certification is highly advantageous). 1–3 years of recruitment experience, preferably within an agency environment, with a strong foundation in 360 recruitment functions. Direct experience navigating the GeBIZ portal, preparing business tenders, and analyzing contract frameworks is mandatory. Strong commercial acumen with experience managing active outsourcing accounts and workforce transformation projects. CEI (Basic) certification is preferred or must be obtained upon hiring. Excellent negotiation, stakeholder management, and independent problem-solving skills. Remuneration Competitive basic salary tailored to experience, paired with an uncapped commission structure.
