Bhd. is an interior design, renovation and construction company involved in residential, commercial, hospitality, F&B and high-end interior fit-out projects. Our project scope includes interior fit-out, renovation, architectural works, structural works, M&E coordination and other construction-related works. We are currently expanding our project and commercial management team and are looking for an experienced **Senior Quantity Surveyor** who can independently manage project costing, tendering, procurement, progress claims, variation orders, contract administration, cost control and final accounts. ## Key Responsibilities ### 1. Pre-Contract & Tendering * Prepare detailed cost estimates, Bills of Quantities (BQ), quotations and tender documents. * Carry out quantity take-off based on architectural, structural, interior design and M&E drawings. * Review tender drawings, specifications and scope of works to identify missing information, discrepancies and potential commercial risks. * Obtain, analyse and compare quotations from subcontractors and suppliers. * Prepare tender comparison and cost analysis. * Carry out rate analysis for materials, labour, machinery, subcontract works and preliminaries. * Establish project budgets and cost plans before project commencement. * Assist management in determining competitive tender pricing and project profit margins. * Prepare value engineering and cost-saving proposals where applicable. ### 2. Procurement & Subcontractor Management * Source, evaluate and negotiate with subcontractors and suppliers. * Prepare subcontractor work packages and scope of works. * Compare subcontractor quotations and make recommendations for award. * Verify subcontractor rates, quantities and contractual terms before appointment. * Prepare or assist in preparing subcontract agreements, purchase orders and work orders. * Monitor subcontractor commitments against the approved project budget. * Coordinate closely with Procurement, Project and Engineering teams. ### 3. Project Cost Control * Establish and maintain project cost control systems. * Monitor actual project expenditure against approved budgets. * Prepare monthly project cost reports and cost-to-complete forecasts. * Identify potential cost overruns, commercial risks and losses at an early stage. * Track material, labour, subcontract and variation costs. * Maintain accurate project cost records. * Work closely with Project Managers and Site Teams to verify actual progress and quantities. * Provide management with accurate project profitability and cost information. ### 4. Progress Claims & Payment Certification This is one of the key responsibilities of the position. * Independently prepare and submit monthly progress claims to clients, consultants, main contractors or relevant parties. * Carry out site measurements and verify completed quantities prior to claim submission. * Prepare detailed claim breakdowns based on BQ items, actual work progress, approved Variation Orders and contractual entitlement. * Compile supporting documents including measurements, site photographs, drawings, delivery orders, site records, approved VOs and completion records. * Coordinate with Project Managers and Site Teams to verify percentage of completion. * Attend joint site measurement and valuation sessions when required. * Follow up closely on progress claim assessment, certification and payment. * Review certified amounts and identify deductions, under-certification or disputed items. * Prepare justification and supporting documents for discrepancies in certification. * Maintain complete Progress Claim Registers. * Monitor claimed amount, certified amount, retention, previous payments, outstanding payments and payment status. * Ensure completed works are properly and fully claimed to support project cash flow. ### 5. Subcontractor Progress Claims * Receive and evaluate subcontractor progress claims. * Verify subcontractor claims against actual site progress and completed quantities. * Conduct site measurement where necessary. * Review previous payments, advance payments, retention, contra charges, defects and outstanding works. * Prepare subcontractor payment recommendations for internal approval. * Ensure subcontractor claims do not exceed actual completed works or approved subcontract values. * Maintain proper subcontractor payment and claim records. ### 6. Variation Orders / Additional Works * Identify variation works arising from drawing changes, site instructions, client requests or additional scope. * Prepare Variation Order quotations promptly. * Maintain a complete VO register for each project. * Ensure additional works are properly documented. * Negotiate VO rates and commercial terms with clients, consultants and subcontractors. * Track approved, pending and disputed variations. * Incorporate approved and claimable variations into progress claims. * Ensure additional works and costs are properly recovered. ### 7. Contract Administration * Review contract terms and conditions before project commencement. * Identify commercial and contractual risks. * Assist in preparing contractual correspondence, notices and supporting documents. * Maintain proper records for delays, extensions of time, variations, claims and additional costs. * Assist management in resolving commercial disputes with clients, consultants, subcontractors and suppliers. * Ensure project teams understand relevant contractual and commercial requirements. ### 8. Final Account * Prepare and negotiate project final accounts. * Finalise subcontractor accounts. * Verify all variations, deductions, omissions, retention and outstanding claims. * Reconcile final project costs against budget. * Prepare final project profitability reports. * Follow up on final certification, retention release and outstanding payments. ### 9. Internal Coordination * Work closely with the Engineering Manager, Project Managers, Designers, Site Supervisors, Procurement Team, Finance Team and Management. * Participate in tender meetings, project kick-off meetings, cost review meetings and commercial meetings. * Provide commercial advice to project teams throughout the project lifecycle. * Assist in improving the company's quotation, costing, progress claim, procurement and cost-control systems. * Develop and maintain standard rates, cost databases, subcontractor pricing records and historical project costing information. ## Requirements * Diploma or Bachelor's Degree in Quantity Surveying, Construction Management, Building, Contract Management or equivalent. * Preferably **5 years or more relevant working experience** in Quantity Surveying or commercial management. * Strong experience in interior fit-out, renovation, construction or Design & Build projects is highly preferred. * Able to independently prepare quantity take-offs, BQ, quotations, tender documents and cost reports. * Must have hands-on experience preparing and managing monthly progress claims. * Able to independently prepare client progress claims and verify site progress. * Experienced in evaluating subcontractor progress claims. * Good understanding of retention, advance payments, contra charges, deductions, Variation Orders and final accounts. * Able to read and interpret architectural, interior design, structural and M&E drawings. * Strong numerical, analytical and negotiation skills. * Good knowledge of Microsoft Excel. * Experience with QS, estimating or construction management software will be an advantage. * Able to work independently and manage multiple projects simultaneously. * Detail-oriented, responsible and commercially minded. * Good communication, coordination and negotiation skills. * Candidates with experience managing projects from tender stage through progress claims and final account will be given preference. ### Language Requirement **Candidate must be able to read and write Chinese.** The role requires regular communication, document review, quotation preparation, cost discussions and coordination with Chinese-speaking management, project teams, subcontractors and suppliers.
