Manages the quality registers, the HSE registers and the safety arrangements of the Owner's Engineer team Minimum experience : 7 years Purpose of the post : Verifies that the contractor's quality system is applied and that the completion evidence is in order, and monitors the contractor's health, safety and environmental performance. The contractor remains responsible for quality and site safety. PREFERRED : QA/OC + HSE 33kv transmission and distribution network experience Key responsibilities * Quality: review inspection and test plans, keep the hold-point register, check deliveries against approved submittals and vendor lists, and manage non-conformance reports. * Check calibration certificates and test records, audit the contractor's quality plan, and follow up the punch list and completion dossier. * Safety: review the contractor's HSE plan, risk assessments and permit-to-work system, and walk the active fronts daily. * Attend toolbox talks, check competence records, and review incident and near-miss reports. * Report monthly quality and HSE statistics, and recommend suspension of any activity presenting imminent danger. * Run the site induction for the SunScope team and visitors. What the post manages Quality * The inspection and test plan and hold-point register for all contractor activities. * The non-conformance log, from raising to verified closure. * The material approval and receiving records, including rejected and quarantined items. * The calibration certificate register for the contractor's test equipment. * The audit schedule, findings and follow-up. * The punch list and the completion dossier checklist of test reports, as-builts and handover documents. Health and safety : * The contractor's HSE plan, and compliance with it on every front. * The review log for permits to work, isolations and lock-out. * The daily observation log and the site walk schedule. * The incident and near-miss register and the follow-up of investigations. * Training and competence records for line crews, crane operators and electricians. * Monthly HSE statistics. Owner's Engineer team safety: * Induction records and personal protective equipment for the team and visitors. * First aid, emergency contacts and evacuation arrangements for the site team. Interfaces : * The contractor's quality and HSE managers, and the SunScope head-office Document Controller. Qualifications and certifications : * Bachelor's degree in engineering (electrical, civil or mechanical). * NEBOSH General Certificate or equivalent, and a recognised construction safety qualification such as OSHA 30. * First aid certification. ISO 9001 internal auditor certificate is desirable. Experience required : * At least 7 years in quality assurance or quality control on power, infrastructure or industrial construction. * At least 3 years with HSE responsibility on electrical or construction works, preferably overhead line or substation work. * Knowledge of Saudi occupational safety and Civil Defense requirements. * If no single candidate meets both parts of this profile, please quote one QA/QC candidate and one HSE candidate separately. Skills and competencies : * Independence and firmness in rejecting non-conforming work. * Practical, respectful coaching of the contractor's workforce. * Clear factual reporting. Pay: ﷼3,800.00 - ﷼10,000.00 per year Language: - ARABIC (Preferred) Work Location: In person
