We are seeking an experienced Property Manager to oversee an affordable housing community in Providence, Rhode Island. This is an excellent opportunity for an organized, hands-on property management professional who enjoys working directly with residents, leading an on-site team, and ensuring the successful operation of an affordable housing community. Position Summary The Property Manager is responsible for the overall day-to-day operation, financial performance, occupancy, resident relations, maintenance coordination, staff supervision, and regulatory compliance of the property. The Property Manager serves as the primary on-site representative and is responsible for ensuring the community is maintained as a safe, clean, well-operated, and welcoming place for residents. The successful candidate will have experience in affordable housing property management, strong organizational and communication skills, and the ability to manage multiple priorities while meeting important regulatory and operational deadlines. Essential Duties & Responsibilities Property Operations & Management Oversee the daily operations of the residential community. Maintain a safe, clean, well-maintained, and professional property. Conduct regular inspections of apartments, common areas, and grounds. Identify operational, safety, maintenance, and curb-appeal concerns and ensure timely resolution. Establish priorities and provide direction to on-site staff. Monitor maintenance requests, work orders, unit turnovers, and make-ready activities. Coordinate with maintenance personnel, contractors, vendors, and corporate support departments. Ensure contracted services are scheduled and completed appropriately. Monitor property appearance, safety, housekeeping, and overall site conditions. Affordable Housing Compliance Ensure property operations comply with applicable HUD, Section 8, LIHTC, HOME, Fair Housing, state, and local requirements, as applicable to the property. Manage annual and interim resident recertifications and ensure required documentation is obtained and maintained. Review household income, assets, household composition, eligibility, and rent calculations as required. Maintain accurate and complete resident and compliance files. Monitor compliance deadlines and ensure required submissions are completed accurately and timely. Prepare for and participate in regulatory, management, and housing agency inspections and reviews. Respond to compliance findings and ensure corrective actions are completed. Maintain current knowledge of applicable affordable housing regulations and program requirements. Leasing, Occupancy & Waiting List Management Manage leasing and occupancy activities in accordance with applicable program requirements and the property's Tenant Selection Plan. Process applications and applicant documentation accurately and efficiently. Maintain and update waiting lists in accordance with established procedures. Conduct applicant screening and required eligibility verifications. Coordinate move-ins, lease signings, and occupancy certifications. Monitor occupancy and turnover activity and develop strategies to minimize vacancies. Coordinate pre-move-out and move-out inspections. Manage unit turnover and make-ready activities to achieve established turnaround goals. Market available units as appropriate to maintain strong occupancy. Resident Relations Provide professional, responsive, and respectful customer service to residents. Respond to resident questions, concerns, complaints, and requests in a timely manner. Enforce lease requirements and community rules consistently and fairly. Address resident disturbances, lease violations, and other resident issues in accordance with company policy and applicable law. Coordinate reasonable accommodation requests and other resident service needs with appropriate personnel. Maintain positive relationships with residents while establishing appropriate professional boundaries. Coordinate resident communications, meetings, newsletters, and community activities as needed. Rent Collection & Financial Management Monitor tenant accounts receivable, delinquency, and collection activity. Review aging reports and follow up on outstanding balances. Prepare and issue appropriate rent due notices, demand notices, and other collection correspondence. Establish and monitor payment arrangements in accordance with company policy. Assist with operating budget preparation and monitor actual expenses against budget. Review budget variances and identify opportunities for improved property performance. Process purchase orders, invoices, and required supporting documentation. Coordinate with Accounting and corporate personnel regarding financial and operational matters. Assist with rent adjustment and rent increase requests as applicable. Complete required monthly financial and management reporting. Staff Supervision & Leadership Supervise, train, coach, and evaluate on-site employees. Provide daily direction and establish clear expectations for staff performance. Conduct and participate in staff meetings and training. Review and approve employee timecards, mileage, overtime, and other payroll-related submissions. Address employee performance and attendance issues in accordance with company policies. Promote a professional, respectful, and accountable workplace. Maintenance & Property Preservation Monitor open maintenance work orders and ensure timely completion. Coordinate unit inspections, preventative maintenance, and property repairs. Work closely with maintenance personnel to prioritize emergency, health, safety, and routine work. Monitor building systems, common areas, grounds, and resident units for maintenance needs. Coordinate required inspections and contracted services, including fire safety, pest control, landscaping, snow removal, elevators, generators, boilers, and other building systems as applicable. Ensure deficiencies identified through inspections are documented and corrected within required timeframes. Required Qualifications Minimum of two (2) years of professional property management experience, preferably within the affordable housing industry. Bachelor's degree in Business Administration, Management, Real Estate, or a related field preferred; an equivalent combination of education and relevant experience may be considered. Experience with affordable housing programs and regulatory compliance strongly preferred. Knowledge of affordable housing compliance, resident certifications, income eligibility, rent calculations, waiting lists, and occupancy requirements. Strong understanding of property management operations, budgeting, financial administration, leasing, resident relations, and maintenance coordination. Demonstrated supervisory and leadership experience. Strong organizational skills and exceptional attention to detail. Excellent written and verbal communication skills. Ability to work independently, prioritize competing responsibilities, and meet regulatory and operational deadlines. Strong problem-solving, decision-making, and conflict-resolution skills. Proficiency with Microsoft Word, Excel, Outlook, and other standard office applications. Experience with property management software such as RealPage, OneSite, or similar systems preferred. Ability to maintain confidentiality and appropriately handle sensitive resident, employee, and financial information. Preferred Affordable Housing Certifications Candidates possessing one or more of the following certifications are strongly preferred: Certified Occupancy Specialist (COS) Tax Credit Specialist (TCS) Certified Professional of Occupancy (CPO) Housing Credit Certified Professional (HCCP) Accredited Residential Manager (ARM) Certified Credit Compliance Professional (C3P) What We're Looking For The ideal candidate is a hands-on, organized, and accountable property management professional who takes ownership of their community and follows through on commitments. You should be comfortable balancing resident needs, staff supervision, compliance requirements, financial responsibilities, maintenance issues, and administrative deadlines. The ability to communicate professionally with residents, employees, vendors, housing agencies, and corporate leadership is essential. Physical Requirements Prolonged periods of sitting and working at a computer. Ability to routinely walk the property, grounds, common areas, and apartment units. Ability to navigate stairs and access areas throughout the property. Ability to lift and carry up to 10 pounds. Ability to perform occasional physical inspections of buildings, grounds, and resident units.
