ACADEMIC QUALIFICATION Degree in Town Planning, Urban Planning, Civil Engineering, Structural Engineering, Building Construction, Architecture, Property Development, or other relevant equivalent fields. 2. PROFESSIONAL CERTIFICATION / OTHER RELEVANT CERTIFICATION (PREFERRED) Registered with relevant professional bodies such as Board of Engineers Malaysia (BEM), Malaysian Institute of Planners (MIP), Board of Architects Malaysia (LAM) or other relevant professional institutions would be an added advantage. Relevant project management or property development certifications would be an added advantage. 3. WORKING EXPERIENCES Minimum 10 years of relevant working experience in project management, property development, township development, town planning, infrastructure development, or building construction. Proven experience managing township, mixed-use, residential, commercial, infrastructure, or large-scale property development projects. Strong experience in project development, master planning, development planning and coordination, preferably involving multiple stakeholders and development phases. Experience liaising with local authorities, government agencies, consultants, developers, contractors and other relevant stakeholders. Candidates with strong experience in township development, property development or development management are highly preferred. 4. KEY / TECHNICAL COMPETENCIES Strong understanding of town planning, township development and property development processes. Good knowledge of development planning, master planning, land development and project implementation. Strong understanding of planning approvals, statutory requirements, local authority requirements and relevant development regulations. Good knowledge of construction, infrastructure and building processes to ensure development plans are practical and aligned with project execution. Knowledge of relevant project management, planning, scheduling and design software. Strong understanding of project feasibility, development planning, cost management and programme management. Excellent organisational, project management and leadership skills. Exceptional communication, negotiation and stakeholder management skills. Ability to coordinate and resolve issues involving planning, design, construction, authority approvals, consultants, contractors and contractual matters. Ability to work under pressure and manage multiple project priorities. Influence: Build value for preferred alternatives by relating them to stakeholders' needs and effectively address differing views. Accountability: Take ownership of project outcomes and hold self and project teams accountable for achieving short- and long-term objectives. Delegation: Clearly define responsibilities, decision-making authority, timelines and expected outcomes. Deliver Results: Identify emerging development opportunities, industry trends, regulatory changes and best practices to support high-impact project delivery aligned with the company's objectives. JOB DESCRIPTION The Project Manager is responsible for the overall planning, coordination and management of assigned development projects , with a primary focus on town planning, township development and project development activities . The role will oversee the development lifecycle from planning and development strategy through authority coordination, design development, project implementation and construction , ensuring that projects are delivered in accordance with the company's objectives, approved development plans, statutory requirements, quality standards, budget and agreed timelines. The Project Manager will work closely with internal teams, consultants, local authorities, contractors, clients and other stakeholders to ensure effective coordination and successful delivery of the assigned development projects. ROLES AND RESPONSIBILITIES Develop overall project development strategies, master planning approaches and implementation plans to achieve the company's development objectives. Lead and coordinate town planning and development planning activities , ensuring alignment between development objectives, master plans, design requirements, infrastructure provisions and project implementation. Coordinate with town planners, architects, engineers, consultants and relevant technical teams throughout the development lifecycle. Liaise with local authorities, government agencies and statutory bodies on planning approvals, development requirements, submissions and other regulatory matters. Monitor and coordinate planning approvals, development orders, technical submissions and statutory requirements to ensure projects progress according to the approved development strategy. Oversee the preparation, review and implementation of master programmes, development schedules, project milestones and implementation plans . Coordinate land development, infrastructure, building and construction activities to ensure alignment with the overall township/development plan. Develop and implement value engineering and cost optimisation strategies to improve project efficiency and development outcomes. Prepare and monitor project budgets, development costs and resource requirements to ensure projects remain within approved financial parameters. Oversee overall project delivery, ensuring quality, cost, statutory compliance, safety, ISO requirements and project schedules are achieved. Identify development risks, planning constraints and project issues, and develop appropriate mitigation strategies to minimise delays and potential disputes. Lead coordination meetings and discussions with clients, consultants, contractors, local authorities and other project stakeholders . Manage stakeholder expectations and ensure effective communication throughout the project lifecycle. Oversee contractual and commercial matters including awards, scope of works, variation claims, progress payments, extensions of time and other project-related contractual matters . Provide strategic direction and leadership to Construction Managers, Project Managers, consultants and project teams involved in project implementation. Monitor project team performance and provide guidance, coaching and professional support to ensure continuous improvement. Evaluate development and project performance against approved objectives, timelines, budgets and quality requirements. Identify opportunities to improve project planning, development processes, construction methodologies and overall project delivery efficiency . Keep abreast of relevant town planning regulations, development trends, authority requirements and industry best practices . Demonstrate clear, professional and respectful communication in all interactions. Perform any other related duties as assigned by the superior and/or management. Pay: RM15,000.00 - RM20,000.00 per month Work Location: In person
