The position will manage project scope, schedule, cost, quality, HSE, resources, contractors, subcontractors, and client relationships from project commencement through completion and handover. The successful candidate should have extensive experience managing offshore Oil & Gas projects , with strong knowledge of EPC/project execution, offshore construction, commissioning, contracts, and multidisciplinary engineering activities. Key Duties & Responsibilities: Take overall responsibility for the successful execution and delivery of assigned offshore Oil & Gas projects. Develop project execution strategies, plans, objectives, and delivery schedules. Manage projects from engineering and procurement through construction, installation, commissioning, and handover. Ensure project activities are executed in accordance with approved project plans, specifications, contracts, and client requirements. Establish project priorities and coordinate activities across all project disciplines. Monitor overall project performance and implement corrective actions where required. Develop and monitor detailed project schedules in coordination with the Planning team. Establish project milestones, deliverables, and critical path activities. Monitor progress against approved baseline schedules. Identify delays, constraints, and potential schedule risks. Develop recovery plans and mitigation strategies for delayed activities. Ensure timely completion of project milestones. Prepare, monitor, and control project budgets and forecasts. Monitor project expenditure against approved budgets. Control project costs and identify potential cost overruns. Review variations, change orders, claims, and additional works. Coordinate with Commercial and Finance teams regarding project financial performance. Ensure effective utilization of project resources. Oversee offshore construction, fabrication, installation, modification, and commissioning activities. Coordinate offshore installation activities involving structural, mechanical, piping, electrical, instrumentation, and civil works. Ensure offshore work is planned and executed safely and efficiently. Coordinate offshore logistics, vessel requirements, lifting operations, manpower, materials, and equipment. Ensure offshore activities are properly integrated with existing facilities and operations. Coordinate shutdown/turnaround activities where applicable. Coordinate with Engineering teams to ensure timely completion and approval of engineering deliverables. Review technical issues, design changes, RFIs, and engineering clarifications. Ensure engineering deliverables are aligned with project execution requirements. Coordinate multidisciplinary engineering activities and resolve interface issues. Ensure approved design changes are properly implemented and documented. Coordinate procurement activities to ensure timely availability of project materials and equipment. Monitor procurement schedules and identify potential delays. Coordinate with vendors, suppliers, logistics teams, and procurement departments. Ensure materials and equipment comply with approved specifications. Monitor critical equipment and long-lead items. Ensure full compliance with company, client, and offshore HSE requirements. Promote a strong safety culture throughout the project. Ensure risk assessments, JSA, method statements, permit-to-work, and other safety requirements are implemented. Participate in HSE meetings, audits, inspections, and incident investigations. Ensure corrective and preventive actions are implemented. Maintain a strong focus on environmental protection and offshore safety. Ensure project activities comply with approved QA/QC plans, specifications, standards, and client requirements. Monitor quality performance and ensure timely closure of NCRs and quality observations. Coordinate with QA/QC teams, consultants, and client inspectors. Ensure inspection and testing activities are completed as required. Maintain project quality records and documentation. Act as the primary project-level interface with the client, consultant, and other key stakeholders. Maintain professional relationships with client representatives and project stakeholders. Attend project progress, technical, commercial, and management meetings. Present project progress, risks, challenges, and recovery plans to management and clients. Manage client expectations and ensure contractual obligations are fulfilled. Manage and coordinate contractors, subcontractors, suppliers, and specialist service providers. Monitor contractor performance against agreed scope, schedule, cost, quality, and HSE requirements. Review subcontractor plans, schedules, method statements, and resources. Address performance issues and implement corrective measures. Ensure effective coordination among multiple contractors and disciplines. Identify, assess, and manage project risks throughout the project lifecycle. Maintain project risk registers and mitigation plans. Manage changes to project scope, schedule, cost, and technical requirements. Evaluate the impact of variations and change requests. Ensure changes are properly approved, documented, and implemented. Lead and manage multidisciplinary project teams. Define responsibilities and establish clear project objectives. Monitor team performance and resource requirements. Motivate and develop project personnel. Ensure effective communication between engineering, construction, procurement, commercial, HSE, QA/QC, and commissioning teams. Prepare and review weekly and monthly project reports. Monitor project KPIs and overall performance. Report project progress, cost, schedule, risks, HSE, quality, and commercial status to senior management. Ensure accurate project documentation and records are maintained. Prepare management presentations and client reports as required. Coordinate pre-commissioning, commissioning, start-up, and handover activities. Ensure completion of punch lists and outstanding works. Coordinate final inspections and client acceptance. Ensure all as-built drawings, certificates, test records, operation manuals, and handover dossiers are completed. Support successful project close-out. Required Qualifications Bachelor's Degree in Engineering – Civil, Mechanical, Electrical, or related discipline. Project Management certification such as PMP is preferred. Relevant offshore Oil & Gas safety certifications such as BOSIET/FOET, HUET, H2S, and offshore medical fitness may be required depending on project requirements. Required Experience Minimum 15 years of overall experience in Oil & Gas project management. Minimum 8–10 years of experience managing offshore Oil & Gas projects . Proven experience managing large-scale offshore EPC, EPCI, construction, installation, modification, or maintenance projects. Experience with major Oil & Gas operators, EPC contractors, or offshore contractors is preferred. GCC/Qatar Oil & Gas project experience is an advantage. Strong experience managing multidisciplinary engineering, construction, commissioning, and offshore operations teams. Experience in project planning, cost control, contracts, procurement, construction, and client management. Technical & Professional Skills Strong knowledge of offshore Oil & Gas project execution. Excellent understanding of EPC/EPCI project management principles. Strong knowledge of project planning and scheduling. Knowledge of project cost control and commercial management. Strong understanding of offshore construction and installation activities. Knowledge of QA/QC and HSE management systems. Strong contract and change-order management skills. Proficiency in project management tools and MS Office. Familiarity with Primavera P6 or equivalent project scheduling software is preferred.
