As Ireland's largest freight and passenger port, we handle nearly 50% of national trade. Dublin Port operates in a highly competitive environment, providing essential national infrastructure as a Tier 1 port under National Ports Policy and part of the EU TEN-T Core Network. Located at the heart of Dublin City and connected to the national road and rail networks, we are central to Ireland's economic and logistical ecosystem. We are currently progressing our Masterplan towards 2040, with significant investment in infrastructure, sustainability, and digital transformation. The Role Dublin Port Company is seeking a motivated and ambitious Civil Engineer to join our Programme Management Office (PMO) on a 3-year fixed-term contract. This is an exciting opportunity to contribute to the planning, development, and delivery of major infrastructure projects that support the growth and sustainability of Ireland's busiest port. Key Responsibilities Supporting Project Managers and wider PMO department to: Effectively manage engineering/port related projects within Dublin Port on time and to budget - from scheme inception, through project evaluation/appraisal, outline design/planning application, detailed design, procurement, project delivery, project commissioning, and handover. Proactively engage with and translate the requirements of Project Sponsors and key stakeholders, both within and outside the organisation, to develop an agreed project scope, functional requirements, deliverables and general project outcomes. Define the appropriate resource requirements to deliver projects (both internal and external). Identify, evaluate, and manage risks from scheme inception to completion. Ensure that robust project evaluation/appraisal is undertaken at the outset of a project - so as to provide full visibility of project development choices, options, and issues to the Project Sponsor and Dublin Port Company's senior management. Engage with a large range of disciplines such as marine & civil engineering, mechanical and electrical, procurement and cost management, architecture, transport, environmental, legal, and planning. Manage the day-to-day performance of external consultants and contractors in delivering capital engineering projects. Work with the PMO Procurement and Cost Management team to ensure tenders are designed and implemented to best deliver project objectives. Monitor and report on project progress through all lifecycle phases of a project. Collaborate with the PMO Cost Management team so that project accounts are prepared and maintained at all stages of a project, with particular focus on cost to completion and variances. Monitor and ensure that projects conform to required environmental, safety, planning, and regulatory consents and standards. Assist the PMO Senior Management Team in developing plans, budgets and strategies to meet the needs of the Port for the future. Continually reviewing and assessing the effectiveness of project management processes and systems to ensure a "fit for purpose" delivery structure is in place to achieve successful project outcomes. Desired Qualifications and Experience Civil Engineering or related degree. Minimum of 5 years' experience involved in civil engineering projects, preferably through design stages and construction to completion, including individual project values in excess of €5m. Ports and marine project experience is advantageous but not necessary. Demonstrable experience in managing/coordinating consulting engineering and professional services firms, and, in particular, in maximising their value in terms of delivering cost effective design solutions. Comfortable working with and coordinating multidisciplinary teams, both intern and external. A proven track record in liaising with project clients, understanding and translating their requirements into agreed deliverables. Experience in risk evaluation & risk management on complex engineering projects. Confident in building relationships with a diverse range of stakeholders, internal and external. Experience in implementing appropriate project control systems to ensure continuous monitoring and clear visibility of project progress. Competent in undertaking project feasibility/evaluation, driving value engineering in design development and delivering cost effective solutions across civil engineering projects. Proficient in various forms of IT software such as MS Office suite (Word, Excel, Project, PowerPoint). Knowledge of engineering software such as AutoCAD or Navisworks is beneficial.
