The successful candidate will lead procurement operations, develop sourcing strategies, negotiate with suppliers and subcontractors, manage procurement budgets, and ensure the timely availability of materials, equipment, and services for multiple projects. The ideal candidate must have strong UAE market knowledge, established supplier networks, commercial negotiation skills, and proven experience managing procurement teams in a contracting environment. Key Responsibilities - Lead and manage the complete procurement function for construction, landscaping, irrigation, swimming pool, and maintenance projects. - Develop and implement procurement strategies, policies, procedures, and cost-control measures aligned with company objectives. - Manage end-to-end procurement activities, including sourcing, RFQs, tender evaluation, commercial negotiations, purchase orders, and supplier performance monitoring. - Source and procure construction materials, landscape materials, irrigation systems, plants, trees, turf, fertilizers, hardscape materials, swimming pool equipment, MEP materials, tools, machinery, and consumables. - Establish and maintain strong relationships with local and international suppliers, manufacturers, distributors, and subcontractors. - Negotiate competitive prices, payment terms, delivery schedules, warranties, and contractual conditions to achieve cost savings. - Coordinate with Project Managers, QS, Estimation, Engineering, Site Operations, Finance, and Stores teams to understand project requirements and delivery priorities. - Review material requisitions, technical specifications, BOQs, approved material submittals, and project budgets before initiating procurement. - Ensure materials and equipment are procured in accordance with project specifications, approved budgets, quality standards, and delivery schedules. - Manage supplier prequalification, vendor registration, performance evaluation, and development of an approved supplier database. - Monitor procurement schedules, long-lead items, import requirements, delivery status, and potential supply-chain risks. - Oversee purchase orders, contracts, procurement documentation, supplier invoices, and records in accordance with company procedures. - Identify alternative materials, suppliers, and sourcing opportunities to optimize costs without compromising quality. - Manage procurement budgets, cost comparisons, expenditure tracking, and periodic procurement performance reports. - Ensure compliance with company policies, approval matrices, commercial requirements, and applicable UAE regulations. - Lead, mentor, and supervise procurement officers, buyers, and other team members. - Resolve supplier disputes, delivery delays, material shortages, quality issues, and other procurement-related challenges. - Support project tenders and new business opportunities by obtaining competitive quotations and providing accurate material and subcontractor pricing. - Continuously improve procurement processes, supplier performance, purchasing efficiency, and cost-effectiveness across the business. Requirements - Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering or a related field. - 15+ years of overall procurement experience, preferably within construction contracting, landscaping, irrigation, swimming pools, or related project-based industries. - Significant experience in a senior procurement leadership role, managing procurement operations and teams. - Strong UAE market experience with an established network of local and international suppliers. - Proven track record in strategic sourcing, commercial negotiations, cost optimization, and supplier relationship management. - Good understanding of construction materials, landscape and irrigation materials, hardscape products, plants, outdoor equipment, MEP materials, and swimming pool systems. - Experience handling procurement for multiple projects simultaneously. - Strong knowledge of purchase orders, subcontract agreements, supplier contracts, procurement budgets, and commercial terms. - Experience with ERP/procurement systems and advanced MS Excel. - Strong leadership, analytical, negotiation, communication, and decision-making skills. - Ability to work under pressure, manage competing priorities, and meet project deadlines.
