PRO Cum HR Assistant Location: Dubai, UAE Employment Type: Full-time Department: Human Resources & Administration Job Summary We are looking for a proactive and detail-oriented PRO Cum HR Assistant to manage the company’s day-to-day PRO, visa, labour, immigration, employee documentation, accommodation, and HR administrative activities. The role will be responsible for ensuring timely completion and renewal of employee and company-related government formalities while also supporting the HR department in daily HR operations, employee services, documentation, compliance, and reporting. The ideal candidate should have strong hands-on knowledge of UAE visa, labour and immigration procedures , excellent follow-up skills, and the ability to coordinate effectively with government authorities, employees, management, and external service providers. Key Responsibilities1. PRO, Visa & Immigration Manage and coordinate the end-to-end processing of employment visas , including new applications, renewals, amendments, transfers, status changes, and cancellations. Coordinate employee work permits, labour contracts, labour cards, Emirates ID applications/renewals, medical fitness tests, and immigration formalities . Coordinate with MOHRE, GDRFA, Amer/Tasheel and other relevant government authorities and service centres as required. Follow up on visa and labour applications and ensure timely completion of all transactions. Maintain accurate trackers for visa, labour card, Emirates ID, passport, insurance and other employee document expiry dates. Ensure all renewals and cancellations are initiated well before their expiry dates. Coordinate employee onboarding and offboarding from a PRO perspective, including visa processing and cancellation. Handle government-related correspondence, applications, NOCs, attestations and other required documentation. Coordinate with external PRO agencies or service providers where required and monitor their work and turnaround time. Keep management informed of pending, delayed or exceptional government transactions. 2. Company & Government Documentation Maintain and monitor company-related government documents, licences, establishment cards and other relevant registrations. Track renewal dates and coordinate timely renewal of company documents. Maintain organised records of all government transactions, receipts, approvals and supporting documents. Ensure all employee and company records are accurate, updated and readily available for audits or management requirements. 3. Labour Accommodation Management Manage the day-to-day administration of company labour/staff accommodation . Maintain updated accommodation records, including employee allocation, room occupancy and vacant beds. Coordinate accommodation allocation for new joiners and transfers. Monitor accommodation-related requirements, maintenance issues and employee concerns. Coordinate with accommodation landlords, facility/service providers and relevant internal departments. Maintain tenancy agreements, accommodation documentation and renewal records. Ensure accommodation records and occupancy information are updated regularly. Support management in identifying accommodation requirements based on workforce strength. 4. HR Operations Support Provide day-to-day support to the HR department in all general HR operations. Support employee onboarding, joining formalities, documentation and induction. Maintain and update employee personal files, both physical and electronic. Prepare and process HR letters, certificates, NOCs, salary certificates and other employee documents as required. Support attendance, leave and employee records management. Assist with payroll inputs by providing accurate information related to attendance, leave, overtime, deductions and employee changes. Support employee exit formalities, clearance, visa cancellation and final settlement documentation. Assist in handling employee queries related to visas, labour matters, HR policies, accommodation and general HR issues. Support recruitment activities when required, including interview coordination, documentation and onboarding. Assist HR in maintaining accurate employee master data and HR trackers. Support disciplinary documentation, warning letters and other HR documentation when required. Assist in maintaining confidentiality of employee information and HR records. 5. HR Compliance & Documentation Ensure employee documentation is complete, accurate and up to date. Monitor expiry dates of visas, Emirates IDs, labour contracts, passports, insurance and other relevant documents. Support HR in ensuring compliance with applicable UAE labour and immigration requirements. Maintain proper documentation for internal and external audits. Keep HR records organised and ensure required documents can be retrieved quickly when needed. Stay updated on relevant changes in UAE labour, immigration and government procedures and communicate important changes to the reporting manager. 6. Reporting & Tracking Maintain daily/weekly trackers for: Visa applications and renewals Work permits and labour contracts Emirates ID applications/renewals Medical tests Visa cancellations Passport and document expiry Employee onboarding/offboarding Labour accommodation occupancy Pending PRO transactions HR operational activities Prepare and submit a comprehensive weekly HR & PRO report to the Reporting Manager . Highlight completed, pending, overdue and upcoming activities in the weekly report. Escalate delays, compliance risks or urgent employee/document issues to the Reporting Manager promptly. Provide any additional reports or information requested by management. 7. Coordination & Employee Support Act as a point of contact for employees regarding visa, labour, Emirates ID, medical, accommodation and other HR-related matters. Coordinate with Finance, Administration, Operations, Project teams and management on employee-related requirements. Follow up with employees to collect required documents within the specified timelines. Ensure smooth communication between employees, management, PRO service providers and government authorities. Maintain professional and confidential handling of sensitive employee information. 8. General Responsibilities Maintain a high level of accuracy and attention to detail in all HR and PRO transactions. Ensure all assigned tasks are completed within the required deadlines. Maintain proper filing and documentation of all HR and PRO activities. Identify opportunities to improve HR and PRO processes and reduce delays. Support the HR Manager/Reporting Manager in implementing HR procedures and administrative processes. Perform other HR, PRO and administrative duties assigned by management from time to time. Requirements Bachelor’s degree in Human Resources, Business Administration or a related field preferred. 3–5 years of UAE experience in PRO, HR Administration or HR Operations. Strong hands-on knowledge of UAE visa, labour and immigration procedures. Experience dealing with MOHRE, GDRFA, Amer, Tasheel and relevant government/service centres . Experience handling employee visas, work permits, labour contracts, Emirates IDs, medicals and cancellations. Experience in staff/labour accommodation management is preferred. Good knowledge of UAE Labour Law and HR practices. Strong knowledge of MS Office, particularly Excel and Word . Excellent organisational and follow-up skills. Strong communication and interpersonal skills. Ability to manage multiple tasks, deadlines and government transactions simultaneously. High level of confidentiality, accuracy and professionalism. Experience in construction, fit-out, contracting, manufacturing or a similar industry is preferred. UAE driving licence is an advantage.
