# Portfolio Controls Manager **RHAELM** · London EC2A · `On-site` 🕒 **Статус:** *Опубликовано: сегодня* · *Источник: Indeed* --- ### About the Role Portfolio Controls Manager Infrastructure | RHAELM About RHAELM RHAELM is the sovereign AI cloud built to accelerate secure AI deployment at scale, combining power and infrastructure pipelines with global capability and local, in-country operations. Headquartered in London, with deployments across Europe and APAC, we deliver ring-fenced compute, networking, and storage infrastructure alongside a sovereign platform and flexible Bare Metal, Kubernetes, and AI-as-a-Service models. Focused on regulated and mission-critical sectors including Government, Defence, Healthcare, and Financial Services, we give organisations sovereign control over their AI infrastructure, platform, and data. This Role RHAELM is delivering a capital portfolio across five geographies from a lean headquarters. Today, no one person can state the committed cost position across all of it from a single source. You will create and own that position. This is a headquarters role, not a site role. You won’t run a project. You will own the controls framework every project reports into: the cost breakdown structure, the reporting calendar, the data standards, and the aggregation that turns regional trackers into a portfolio view the Board and investors can rely on. Where sources disagree, you resolve it. Based in the UK, you will sit in the Infrastructure PMO and work closely with the Commercial Director, Finance and regional teams in Japan, Korea, the UK and Australia. You report to the Head of PMO, with a PMO Analyst joining the team from Year 2. This is a build role. The framework is not yet mature, so you will be creating it while reporting from incomplete data, and you will be clear about which of the two you are doing in any given month. Key Responsibilities - Own the monthly portfolio reporting cycle end to end: issue the data call, chase returns, consolidate, and publish the Infrastructure Monthly Report to a fixed calendar. - Consolidate cost, schedule and risk data from regional trackers and contractor submissions into a single portfolio position with a clear audit trail to source. - Maintain the portfolio dashboard and the reporting pack used for Board, investor and due-diligence purposes, and reconcile the capital position to the accounts with Finance. - Set and enforce the WBS and cost coding standard and the minimum data standard for project returns across every project and region. - Reconcile conflicting figures between sources and escalate material discrepancies rather than averaging them away. - Run the change control register so every movement in the baseline traces to an approved change. - Assure regional reporting through scheduled reviews of completeness, timeliness, coding discipline and evidence of progress, and act as functional lead to regional PMO and Controls Analysts. - Maintain the portfolio capital outlay model and cash flow profile, reforecast monthly, and track commitment against budget, including exposure from stage and milestone payments made ahead of delivery. - Produce the cost and commitment analysis that supports contract negotiation, and report contingency and risk allowance drawdown. - Establish earned value as the portfolio performance measure, reporting CPI, SPI and estimate at completion in a form the Board can act on. Experience - Eight to twelve years in project or programme controls on major capital projects, with at least three at portfolio or multi-project level. - Proven ownership of a cost breakdown structure and a reporting cycle across more than one project. - Hands-on earned value management: setting a cost-loaded baseline, agreeing rules of credit, and reporting CPI, SPI and estimate at completion to a board or client. - Experience assuring controls data from teams you don’t line manage, with the standing to reject a non-compliant return and escalate when a regional team disagrees. - Desirable: data centre, mission-critical, power generation or grid infrastructure delivery. - Desirable: multi-currency, multi-jurisdiction portfolio reporting, and experience supporting investor due diligence or a financing process. - Desirable: working with regional teams across time zones, particularly Japan or Korea. Skills - Strong cost management across budget, commitment, forecast, change and contingency. A quantity surveying or cost engineering background is welcome but not required. - Advanced Excel and data handling, with confidence building and auditing a model others will rely on. - Primavera P6 or equivalent, to the level of interrogating and assuring a contractor’s programme. - Credibility and judgement to hold a standard with regional teams and to say plainly where the data isn’t yet good enough to report externally. - Comfortable building structure in a lean team and working through ambiguity. - Desirable: Power BI or equivalent, and familiarity with modern data tooling. Qualifications - Degree in engineering, quantity surveying, construction management or a related discipline, or equivalent professional experience. - Professional membership or certification in project controls or cost management (for example APM, AACE or RICS) is desirable.
