Kreative Core Technologies (KCT) is building a pipeline of experienced ERP Implementation Consultants – Tyler Enterprise Permitting & Licensing (EPL) to support upcoming state and local government implementation projects. The role provides functional consulting across the full permitting and licensing lifecycle, including permitting, licensing, code enforcement, inspections, workflow configuration, fee structures, and citizen self-service . You will work directly with community development leaders, building officials, permitting teams, project managers, change management leads, and technical resources to translate public-sector business requirements into effective Tyler EPL configurations. Candidates with hands-on Tyler EPL and/or EnerGov implementation experience are strongly preferred. Please note: This is a pooling opportunity and may not represent an immediate opening. What You’ll DoTyler EPL / EnerGov Implementation Lead functional implementation activities across Tyler EPL modules, including Permitting, Licensing, Code Enforcement, Inspections, and Citizen Self-Service . Analyze permitting and licensing processes and translate business requirements into Tyler EPL configuration and workflow design. Configure permit types, license types, fee schedules, workflow routing, approvals, inspection scheduling, and security. Ensure configurations align with jurisdictional requirements and client operating procedures. Partner with community development directors, building officials, department leaders, and other stakeholders to define workflow, reporting, and integration requirements. Support integrations between Tyler EPL and Finance, GIS, Utility Billing , and third-party applications. Data Migration & Conversion Guide clients through migration from legacy permitting and licensing systems to Tyler EPL. Support mapping and conversion of permit and license history, parcel/GIS information, open cases, balances, and related data. Identify data-conversion issues and partner with technical teams to resolve them before go-live. Perform reconciliation and validation to confirm migration accuracy before production cutover. Testing & Go-Live Readiness Develop functional test scripts and end-to-end permitting, licensing, inspection, and code-enforcement scenarios. Support System Integration Testing (SIT) and User Acceptance Testing (UAT) . Track defects and coordinate resolution with project teams and Tyler support. Support parallel processing, reconciliation, cutover, and go-live readiness activities. Training & Knowledge Transfer Design and deliver role-based end-user training, remotely and onsite as required. Develop user guides, process documentation, quick-reference materials, and job aids specific to the client’s Tyler EPL configuration. Create or adapt permitting and licensing reports based on client requirements. Build client capability to independently administer and sustain Tyler EPL following implementation. Project Delivery Maintain configuration logs, issue logs, meeting documentation, status updates, and other required project artifacts. Participate in project status meetings, steering committee presentations, and departmental working sessions. Provide progress, time, and effort reporting to support project and budget management. Proactively identify and escalate functional risks, configuration issues, and scope changes with recommended resolution paths. Deliver assignments according to KCT’s delivery methodology and quality standards. Required Qualifications 3+ years of functional consulting experience with Tyler Technologies EPL implementations. Hands-on configuration experience with core Tyler EPL functionality, including: Permitting Licensing Code Enforcement Inspections Strong understanding of state and local government permitting and licensing processes, building and zoning codes, and code enforcement . Experience with permitting/licensing data migration, reconciliation, testing, and ERP go-live activities. Experience delivering role-based end-user training and developing structured ERP documentation. Ability to independently manage multiple functional workstreams in a remote, client-facing environment. Strong written and verbal communication skills with technical and non-technical stakeholders. Ability to confidently advise department directors, building officials, project leadership, and executive stakeholders. A bachelor’s degree in Business, Public Administration, Information Systems, or a related field is preferred. Preferred Qualifications Hands-on Tyler EPL and/or EnerGov implementation experience. Certified Building Official (CBO), AICP, ICC certification, or similar permitting/government credential. Agile/Scrum experience or certification. Experience supporting state, county, municipal, or other public-sector ERP implementations. Additional experience with other Tyler functional areas is highly valued, including: Finance Human Capital Management (HCM) Utility Billing Enterprise Asset Management (EAM) Other Tyler functional modules What Success Looks Like Successful consultants in this role deliver: Tyler EPL configurations aligned with client permitting processes, jurisdictional requirements, and regulatory obligations. Accurate and reconciled permitting and licensing data migrations. Structured testing cycles with critical defects resolved before go-live. Confident client teams capable of independently operating and administering Tyler EPL. Strong client relationships built through functional expertise, accountability, and disciplined delivery. Professional Expectations KCT consultants are expected to demonstrate strong functional knowledge of government ERP processes, maintain disciplined documentation and configuration practices, protect confidential client information, and communicate professionally with technical and executive stakeholders. All project work must be maintained within KCT-approved systems and environments.
