Operations Manager (Federal Construction)

The Operations Manager is responsible for overseeing the successful execution of multiple federal construction projects from preconstruction through completion. This position provides operational leadership to project teams, ensuring projects are delivered safely, on schedule, within budget, and in full compliance with contract requirements, federal regulations, and quality standards. The ideal candidate has extensive experience managing federal construction operations and understands the requirements associated with agencies such as the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), Department of Defense (DoD), and other federal agencies. Key Responsibilities Provide overall operational leadership and oversight for multiple federal construction projects. Direct and support Project Managers, Superintendents, Quality Control Managers, and other project personnel. Monitor project performance, including schedule, cost, quality, safety, staffing, and client satisfaction. Ensure projects are executed in accordance with contract documents, specifications, FAR requirements, and applicable federal regulations. Review project schedules, budgets, manpower plans, procurement activities, and subcontractor performance. Establish and maintain effective communication with federal clients, contracting officers, government representatives, design teams, subcontractors, and vendors. Support project teams in resolving contractual, technical, scheduling, and operational issues. Identify project risks and develop mitigation strategies to protect the company's financial and contractual interests. Review and assist with change orders, RFIs, submittals, claims, modifications, and other contract administration activities. Ensure compliance with federal Quality Control/Quality Assurance requirements, safety programs, and environmental regulations. Participate in project planning, estimating, proposals, and business development efforts as needed. Assist with recruiting, hiring, training, mentoring, and performance management of project personnel. Conduct regular project reviews and provide senior leadership with updates regarding project status, financial performance, risks, and opportunities. Develop and implement standardized operational procedures to improve project execution and profitability. Ensure proper documentation and closeout of federal projects. Travel to project sites as necessary to support operations and maintain client relationships. Qualifications 10+ years of construction management experience, with significant experience in federal government contracting. Previous experience in an operations, regional operations, senior project management, or similar leadership role. Experience managing multiple concurrent construction projects and project teams. Strong understanding of federal contracting requirements, including FAR and applicable agency-specific requirements. Experience with USACE, NAVFAC, DoD, or other federal agencies strongly preferred. Demonstrated experience with projects ranging from small to large-scale construction programs. Strong understanding of construction scheduling, cost control, subcontractor management, quality control, and safety. Excellent leadership, communication, negotiation, and problem-solving skills. Ability to build strong relationships with government clients and project stakeholders. Proficiency with Microsoft Office and construction/project management software. Preferred Qualifications Bachelor's degree in Construction Management, Engineering, Business, or a related field. Experience managing federal contracts valued at $10M–$50M+. USACE/NAVFAC project experience. Experience with Design-Build and Design-Bid-Build delivery methods. Knowledge of RMS/QCS, Procore, Primavera P6, or similar construction management systems. OSHA 30 certification. PMP, CCM, or other relevant professional certification. Pay: $180,000.00 - $200,000.00 per year Work Location: In person
