This is a working management position. The Operations Manager is expected to lead from the floor, not simply from an office. The successful candidate will be equally comfortable developing a preventative maintenance program, managing a contractor, troubleshooting a building issue, responding to an emergency, and working alongside the maintenance team to complete a repair. The Operations Manager directly supervises the mall's maintenance technicians and serves as both their manager and mentor. This position is responsible for developing the team's technical abilities, establishing clear expectations, maintaining accountability, and creating the systems and departmental structure necessary for an organized, effective Operations department. The Operations Manager also serves as the primary operational point of contact for vendors and contractors and works closely with mall management, tenants, third-party security and housekeeping providers, and the mall's Events team. Simply put, this position takes ownership of the building and its operations. Problems should be identified, communicated, addressed, and followed through to resolution. Essential Responsibilities Facilities & Property Operations Take primary ownership of the overall physical condition, functionality, cleanliness, safety, and operational readiness of Oviedo Mall. Conduct regular property inspections to proactively identify maintenance, safety, appearance, and operational concerns. Diagnose facility issues and determine whether work should be completed internally or through an outside contractor. Personally perform maintenance and repair work when appropriate and work alongside maintenance technicians on projects and repairs. Maintain working knowledge of the property's major building systems, including HVAC, plumbing, electrical, roofing, lighting, fire/life safety, doors and hardware, common areas, exterior areas, and other facility infrastructure. Ensure maintenance requests and identified deficiencies are prioritized appropriately and completed in a timely manner. Maintain appropriate inventory of tools, equipment, parts, and maintenance supplies. Take pride in the appearance and operation of the property and establish the same expectation throughout the Operations team. Team Leadership & Departmental Structure Directly supervise the mall's maintenance technicians, including daily assignments, scheduling, performance expectations, training, and accountability. Serve as a working manager who regularly works alongside the maintenance team rather than solely assigning tasks. Coach and mentor maintenance technicians to expand their technical knowledge, troubleshooting abilities, judgment, independence, and overall professional development. Establish clear responsibilities and expectations for each member of the Operations team. Develop, implement, and maintain systems and procedures that provide structure, organization, accountability, and continuity within the Operations department. Establish and maintain appropriate departmental reports, maintenance logs, inspection records, work-order tracking, vendor records, project trackers, equipment information, account credentials/logins, and other operational documentation. Ensure departmental information and records are organized, current, appropriately secured, and accessible to authorized management so that critical operational knowledge does not reside solely with one employee. Develop regular reporting processes that provide the Mall Director and appropriate management with visibility into outstanding work orders, preventative maintenance, active projects, vendor activity, recurring issues, and departmental priorities. Conduct regular follow-up to ensure assigned work is completed correctly and on schedule. Address performance, attendance, conduct, communication, and accountability concerns promptly and professionally in coordination with mall management. Foster a team culture centered on ownership, reliability, communication, professionalism, problem-solving, and pride in the property. Develop a department capable of handling routine operational decisions and responsibilities independently without unnecessary intervention from other departments or corporate management. Preventative Maintenance & Recordkeeping Develop, maintain, and execute comprehensive preventative maintenance schedules for mall equipment, systems, and facilities. Ensure preventative maintenance is completed on schedule by either mall staff or qualified outside vendors. Maintain accurate records of inspections, preventative maintenance, repairs, equipment service, contractor work, warranties, and recurring facility issues. Track the service history and condition of major building equipment and identify developing maintenance or replacement needs. Ensure documentation is organized, current, and readily accessible to mall management. Proactively identify deferred maintenance and recommend appropriate repair, replacement, or capital planning. Vendor, Contract & Contractor Management Serve as the primary point of contact for operational vendors, contractors, and service providers. Solicit competitive bids and proposals for repairs, maintenance, projects, and contracted services in accordance with established approval procedures. Review vendor proposals, bids, scopes of work, service agreements, and operational contracts for completeness, pricing, service expectations, and alignment with property needs. Negotiate pricing, scope, timelines, service levels, and other business terms with vendors and contractors within established authority and approval procedures. Develop clear scopes of work and ensure vendors understand project expectations before work begins. Compare bids and provide management with clear recommendations and supporting information when approval is required. Coordinate scheduling, property access, tenant access, and other logistical requirements for contractors. Monitor contractor performance, job progress, deadlines, quality, and completion. Maintain organized records of contracts, proposals, approvals, certificates and required documentation, service visits, work performed, warranties, and project status. Track contract terms, renewal dates, service requirements, and vendor performance. Review completed work before considering projects closed and promptly address incomplete or deficient work. Communicate project status, delays, unexpected conditions, and budget concerns to mall management. Projects & Capital Work Assist with and oversee maintenance projects, renovations, capital improvements, tenant construction, equipment replacement, and other physical property projects. Coordinate contractors, mall staff, tenants, and other stakeholders as necessary. Monitor project schedules and ensure work progresses according to approved scope and expectations. Identify potential operational conflicts or concerns before they become larger problems. Provide regular updates to mall management regarding active projects and outstanding items. Tenant Operations Serve as a primary operational resource for mall tenants regarding property and facility matters. Respond professionally and promptly to tenant maintenance concerns and requests. Maintain a basic working understanding of landlord and tenant maintenance responsibilities under mall leases and operating procedures. Recognize when repairs or maintenance within a tenant space are the tenant's responsibility and communicate those responsibilities professionally. Coordinate landlord-responsible work within tenant spaces when appropriate. Coordinate vendor and contractor access to tenant spaces when required. Escalate lease interpretation or unusual responsibility questions to mall management rather than committing the property to unapproved work or expense. Security & Housekeeping Oversight Work in partnership with the Property Manager to oversee the mall's third-party security and housekeeping providers. Monitor service quality, staffing, performance, communication, and compliance with contractual expectations. Address operational deficiencies with provider leadership and follow through until concerns are resolved. Maintain regular communication with security regarding incidents, property conditions, access, safety concerns, and emergency response. Ensure housekeeping standards support a clean, safe, and welcoming property. Event Operations Oviedo Mall maintains an active calendar of public and private events. The Operations Manager plays an important role in ensuring those events can operate successfully without compromising normal property operations. Work directly with the Events team to understand upcoming event schedules and operational requirements. Coordinate Operations staffing necessary to support event setup, operation, teardown, cleanup, access, utilities, and other facility needs. Ensure event areas and common spaces are operationally ready before events. Assist in resolving facility or operational issues that arise during events. Coordinate with security and housekeeping providers regarding event-related staffing and operational requirements. Balance event needs with the ongoing operation of the shopping center. Emergency & Weather Response Serve as a primary operational contact for property emergencies. Take ownership of facility-related emergency response, including leaks, flooding, HVAC failures, electrical issues, utility interruptions, storm damage, fire/life-safety concerns, property damage, and other urgent building conditions. Coordinate appropriate staff, contractors, security personnel, tenants, and emergency services when necessary. Lead property preparation for hurricanes and severe weather, including pre-storm planning, securing the property, vendor coordination, and post-storm inspections and recovery. Maintain appropriate emergency procedures, vendor contacts, equipment, and response plans. Document incidents and emergency work as required. Communicate significant emergencies promptly to the Mall Director, Property Manager, and other appropriate parties while independently taking reasonable immediate action to protect people and property. Leadership & Ownership Expectations The Operations Manager is expected to operate with a high degree of ownership and initiative. Success in this position requires someone who sees a problem and takes responsibility for moving it toward resolution. The Operations Manager should not require senior management to routinely identify maintenance needs, manage Operations staff, chase contractors, follow up on assigned work, organize departmental information, or direct routine operational decisions. The Operations Manager is expected to: Know what is happening throughout the property and within the Operations department. Create and maintain the systems necessary for an organized, accountable, and effective department. Maintain clear priorities for themselves and their team. Follow through on assignments and ensure others do the same. Maintain accurate logs, reports, records, project tracking, and other departmental documentation. Ensure operational accounts, credentials, vendor contacts, equipment information, and institutional knowledge are properly documented and appropriately accessible. Communicate problems early rather than allowing them to become emergencies. Bring potential solutions when escalating operational challenges. Develop and support employees rather than simply assigning work. Hold employees and service providers accountable while maintaining professional working relationships. Recognize when an issue can be handled independently and when management approval or assistance is necessary. Take personal pride in the condition of the mall and instill that same sense of ownership in the Operations team. The goal is a proactive, knowledgeable, well-managed Operations department capable of handling the property's day-to-day facility needs without constant oversight from other departments or corporate management. Schedule & Availability This position requires flexibility based on the operational needs of the property. While a regular management schedule will be established, the Operations Manager must be available to work evenings, weekends, and holidays as operational needs require. Weekend availability is an expectation of the position and may include scheduled weekend coverage, major events, projects, inspections, contractor work, emergencies, or other operational needs. The Operations Manager is also expected to maintain reasonable after-hours availability for significant property emergencies and must be capable of responding to the property when circumstances require an onsite management presence. This is not a strictly Monday-through-Friday, 9:00 a.m.–5:00 p.m. position. Minimum Qualifications Minimum of five (5) years of progressively responsible experience in commercial facilities maintenance, building operations, property operations, or a closely related field. Minimum of two (2) years of experience in a supervisory, lead, or facilities management capacity with responsibility for directing the work of others. Demonstrated hands-on experience diagnosing, troubleshooting, maintaining, and repairing commercial building systems and equipment. Working knowledge of commercial HVAC, electrical, plumbing, roofing, lighting, mechanical, fire/life-safety, and general building systems. Demonstrated ability to lead, train, mentor, and hold maintenance employees accountable. Experience coordinating contractors, developing scopes of work, obtaining competitive bids, reviewing and negotiating vendor proposals, managing projects, and monitoring contractor performance through completion. Experience developing or administering preventative maintenance programs and maintaining facility service and repair records. Ability to recognize when work can safely and appropriately be completed internally and when a licensed or specialized contractor is required. Strong organizational, documentation, communication, leadership, negotiation, and problem-solving skills. Ability to independently prioritize multiple maintenance, staffing, contractor, tenant, and project needs in a large commercial facility. Ability to communicate professionally with employees, tenants, contractors, service providers, mall management, and the public. Proficiency in Microsoft Office Suite, including Outlook, Word, and Excel, and Google Workspace, including Gmail, Drive, Docs, and Sheets. Ability to learn and effectively utilize work-order, facilities management, project tracking, and other operational software. Valid driver's license and reliable transportation. Ability and willingness to work evenings, weekends, holidays, and respond to after-hours emergencies as required. Preferred Qualifications Experience managing facilities for a shopping center, large retail property, mixed-use development, hotel/resort, entertainment venue, hospital, institutional campus, or similarly complex commercial facility. Experience overseeing third-party janitorial, housekeeping, security, landscaping, or other contracted property services. Experience supporting construction, tenant build-outs, renovations, or capital improvement projects. Technical training, trade experience, or certifications related to HVAC, electrical, plumbing, building systems, facilities management, OSHA/safety, or a related discipline. Familiarity with commercial leases and landlord-versus-tenant maintenance responsibilities. Experience with emergency preparedness, hurricane response, severe-weather planning, or business continuity procedures. Equivalent combinations of relevant education, technical training, certifications, and substantial hands-on experience may be considered where appropriate. Compensation Salary Range: $65,000–$80,000 annually, based on experience. Compensation within the posted range will be determined based on the candidate's depth of commercial facilities experience, technical knowledge, supervisory and team-development experience, project and vendor management capabilities, and experience operating complex commercial properties. Physical Requirements Because this is a hands-on facilities management position, the Operations Manager must be able to perform the physical functions necessary to inspect, maintain, and respond to conditions throughout a large commercial property. Responsibilities may require prolonged walking and standing; climbing stairs and ladders; bending, kneeling, reaching, and working in confined or elevated areas; working indoors and outdoors in varying weather conditions; using hand and power tools; and lifting or moving equipment, materials, and supplies consistent with normal commercial maintenance operations. What Success Looks Like A successful Operations Manager creates an Operations department that is proactive rather than reactive. The property is regularly inspected. Records can be located when needed. Departmental systems do not live inside one person's head. Employees understand what is expected of them and continue developing their skills. Tenants receive clear answers. Events have the operational support they need. Emergencies are handled calmly and effectively. Most importantly, the Operations Manager takes ownership of the property and their team. When something needs attention, they do not simply identify the problem. They help solve it.
