As Operations Manager, you are the primary leader responsible and accountable for all aspects of our ready-mix concrete plant operations. This is a full operational lifecycle role – from raw material intake and batch production through truck dispatch and job site delivery. You own plant performance, workforce execution, equipment reliability, and delivery efficiency. You’ll be the single point of accountability for your plant’s operational success and the culture that drives it. CORE RESPONSIBILITIES: Plant Operations & Production Oversee all batching and production operations, ensuring product is produced on-spec, on-time, and at target volume Enforce strict adherence to mix design specifications, water/cement ratios, and NRMCA quality standards Monitor plant uptime and throughput metrics; identify and eliminate production bottlenecks Ensure all batch plant equipment—central mixers, bins, conveyors, scales, and water systems—is maintained and properly calibrated Manage aggregate and cementitious material inventory levels to prevent production interruptions Fleet & Dispatch Operations Direct oversight of all mixer trucks, agitator trucks, and support vehicles including water trucks and pump trucks Partner with dispatch to optimize truck turns, load sequencing, and delivery routing for maximum yards-per-truck-per-day efficiency Establish and enforce on-time delivery performance targets and job site turnaround time standards for dispatch and drivers Track and reduce truck wait times, short loads, and return load inefficiencies Labor Management & Accountability Directly manage plant operators, batch operators, dispatchers, drivers, yard personnel, and maintenance department Own daily, weekly, and monthly labor scheduling to align headcount with production demand Accountable to the approved labor budget; monitor actual costs versus budget and take corrective action on variances Lead hiring decisions, onboarding, performance management, corrective action, and terminations for all operations personnel in coordination with HR and the CEO Build a culture of accountability, safety, and operational discipline across all shifts Operational Budget Accountability Own and manage the plant’s operational budget across all cost categories – labor, fuel, maintenance, supplies, and raw material consumption – with full accountability for performance against approved targets Track operational cost per yard (CPU) as the primary performance metric; identify and implement cost reduction opportunities without sacrificing quality Review and approve operational purchase orders and vendor invoices within delegated authority Report operational variances to senior leadership with root cause analysis and corrective action plans Note: While finance functions remain outside the scope of this role, you hold direct and complete accountability for delivering operational and labor budget performance as assigned Safety & Regulatory Compliance Own the plant safety program; enforce OSHA, DOT, CARB, and MSHA regulations across all plant and fleet operations Conduct regular safety meetings, tailgate talks, and incident investigations Ensure all drivers maintain current CDL Class B (with air brake endorsement), DOT medical cards, and hours-of-service compliance Maintain compliance with SCAQMD air quality permits and stormwater/SWPPP requirements applicable to Southern California operations Ensure all equipment meets California DMV registration and BIT inspection requirements Quality Control Ensure all concrete produced meets design specifications and customer order requirements Oversee slump, air, temperature, and unit weight testing at point of production Respond to and resolve customer quality complaints at the operational level Maintain batch records, delivery tickets, and QC documentation in compliance with ACI and project specification requirements Continuous Improvement Identify opportunities to improve plant efficiency, batch cycle times, truck utilization, and cost per yard Lead implementation of operational improvements; track results and report outcomes Stay current with industry technology, equipment upgrades, and best practices relevant to Southern California market conditions QUALIFICATIONS: · Minimum 5–7 years of progressive experience in ready-mix concrete operations, with at least 3 years in a supervisory or management role · Deep working knowledge of batch plant operations, mix design fundamentals, and front/rear discharge mixer truck fleets · Proven ability to manage labor budgets and operational cost centers · Strong leadership and workforce management skills · Familiarity with Command Alkon, Apex, or equivalent batch/dispatch management software · Working knowledge of OSHA, DOT, CARB, MSHA, and SCAQMD regulations applicable to Southern California concrete operations · Strong technical proficiency with Microsoft Office Suite (Excel and Word); ability to generate reports and analyze operational data using Excel · Valid California driver's license · NRMCA Plant Certification or Concrete Technologist certification (ACI) highly preferred · Experience operating multi-plant environments in the Inland Empire, Los Angeles, or San Diego markets · Bilingual (English/Spanish)—strongly preferred given regional workforce composition Alpha Materials, Inc offers a competitive salary commensurate with experience.
