# Military Construction Project Manager (Senior Manager) **Hayat Brown LLC** · United States · `On-site` 🕒 **Статус:** *Опубликовано: вчера* · *Источник: Indeed* --- ### About the Role Position Purpose The Military Construction Project Manager provides Advisory and Assistance Services to AFCEC/CFM in support of Agent-executed U.S.-funded, Host Nation-funded, Foreign Military Sales, contingency, MILCON, and large FSRM projects. The position supports projects across planning and programming, design and acquisition, construction and warranty, and closeout by preparing objective analyses, assessments, reports, presentations, and recommendations for Government review and decision. The Project Manager performs support functions only and shall not make Government decisions, direct contractors on behalf of the Government, negotiate contracts, obligate funds, approve deliverables, or perform other inherently governmental functions. Qualifications and Experience Bachelor’s degree in engineering, architecture, or construction management from an appropriately accredited institution; ABET accreditation is required for engineering programs where applicable. Relevant master’s degree is preferred. Current EIT, FE, or PMP credential is required. At least 10 years of qualifying Air Force or DoD military construction project-management experience within the past 15 years, including deployed work in the USAFCENT area of responsibility. Core Compentencies Security and data protection: U.S. citizenship, DoD Secret clearance, position-of-trust eligibility, CAC and installation access, applicable information-assurance credentials, nondisclosure compliance, and proper handling of classified, controlled, proprietary, Privacy Act, and other sensitive data. Project controls: Demonstrated scope, cost, schedule, quality, and risk management for military design and construction projects, including critical-path, earned-value, estimated-completion, budget-trend, and submittal analysis. Mission and acquisition knowledge: Working knowledge of AFCEC, USAFCENT, USACE, and NAVFAC requirements; UFC, UFGS, and other applicable laws and standards; and Federal A-E and construction acquisition processes. The role provides analysis and recommendations but does not direct contractors, negotiate, approve, obligate funds, or execute contracts for the Government. Quality and technical oversight: Review A-E and construction field performance and technical products for scope, cost, schedule, quality, constructability, completeness, and contract or regulatory compliance; recommend corrective actions. Leadership and communication: Build effective multidisciplinary teams; communicate clearly in on-site, telework, remote, and deployed settings; brief senior leaders; and share lessons learned and best practices. Digital proficiency: Use Microsoft Excel, Word, PowerPoint, Outlook, Teams, scheduling and cost-control tools, NexGenIT (TRIRIGA), SharePoint, shared drives, and other Government systems to validate, safeguard, analyze, update, and present data. Work Schedule, Travel, and Physical Requirements Work eight hours per day within the 0630 – 1730 local operating window, Monday through Friday, excluding holidays and approved absences. Telework from any location within CONUS. On-site support is required when directed. Travel regularly within CONUS and OCONUS, including USAFCENT locations—generally at least one week per month and during surge periods. Maintain a valid U.S. passport and required travel credentials; be able to work at military installations, active combat-zone locations, and austere environments and wear issued protective equipment. Obtain required approval for work outside normal hours and support approved surge requirements. Essential Duties and Responsibilities Manage assigned projects across planning, design and acquisition, construction, warranty, and closeout. Develop and review DD Forms 1391, charrette reports, PMPs, acquisition plans and strategies, source-selection plans, PWSs/SOWs, RFPs, cost estimates, RFIs, change requests, REAs, and modification proposals. Evaluate deliverables for scope, cost, schedule, quality, technical accuracy, completeness, and regulatory compliance; provide written recommendations. Monitor cost, schedule, quality, and risk; analyze critical-path, earned-value, budget, and estimated-completion data; recommend corrective actions. Support QA oversight through review of submittals, field activities, photographs, surveillance records, safety concerns, and related documentation. Plan and document meetings, site visits, design reviews, and construction reviews; coordinate with AFCEC, USAFCENT, AETC, ANG, AFIMSC, USACE, NAVFAC, operational units, A-E firms, and construction contractors. Maintain complete project records in NexGenIT, SharePoint, shared drives, and other approved systems; prepare status reports, briefings, agendas, minutes, and monthly reporting inputs. Support audits, inspections, data-quality reviews, and statutory or regulatory analyses. Performance Expectations Deliver accurate, complete, technically sound work on schedule and in required formats. Maintain current records and promptly elevate scope, cost, schedule, quality, safety, security, or performance risks. Respond effectively to priority and short-notice requirements while maintaining reliable team coverage. Immediately notify the Program Manager of potential contract changes so required notice can be provided to the CO and COR.
