The position ensures that the building, facilities, common areas, and external structures are properly maintained, safe, compliant with applicable standards, and efficiently managed. The position also supports the Property Manager in the day-to-day operations of the property, including maintenance planning, contractor coordination, inspection, project monitoring, documentation, and resolution of technical concerns. Key Responsibilities1. Property Inspection and Maintenance - Conduct regular inspections of the building, common areas, roads, drainage systems, roofs, structural components, and other civil works. - Identify defects, deterioration, safety concerns, and maintenance requirements. - Prepare inspection reports and recommend appropriate corrective actions. - Monitor preventive and corrective maintenance activities. - Ensure that maintenance works are completed properly and within the approved schedule. 2. Civil and Structural Works - Supervise civil and structural repair, renovation, improvement, and construction projects. - Review plans, specifications, estimates, and technical proposals for civil works. - Assess structural and civil-related concerns reported by unit owners, tenants, and property personnel. - Coordinate with contractors, consultants, suppliers, and other technical professionals. - Ensure that construction and repair works comply with approved plans and specifications. 3. Project Management - Prepare scope of work, cost estimates, technical specifications, and project requirements. - Monitor project progress, quality, manpower, materials, and timelines. - Conduct site inspections and coordinate with contractors regarding project implementation. - Review accomplishment reports, billings, and supporting documents before endorsement for approval. - Identify project delays and recommend corrective measures. 4. Property Operations Support - Assist the Property Manager in managing the day-to-day technical and operational requirements of the property. - Coordinate with housekeeping, security, technical, administrative, and other departments when technical assistance is required. - Respond to and investigate property-related complaints and technical concerns. - Provide technical recommendations to management regarding repairs, improvements, and property projects. - Assist in developing annual maintenance and capital expenditure plans. 5. Contractor and Vendor Management - Coordinate and monitor contractors and service providers performing civil, structural, and maintenance works. - Evaluate the quality of completed works and contractor performance. - Ensure contractors comply with property rules, safety requirements, work permits, and approved schedules. - Verify work accomplishments before recommending payment. - Assist in sourcing and evaluating contractors and suppliers when necessary. 6. Documentation and Reporting - Maintain updated records of inspections, maintenance activities, projects, repairs, and technical reports. - Prepare daily, weekly, and monthly engineering reports as required. - Maintain records of plans, drawings, permits, warranties, certificates, and other technical documents. - Prepare incident and technical reports for property-related issues. - Submit recommendations and reports to the Property Manager and management. 7. Safety and Compliance - Ensure that civil and engineering activities comply with applicable building codes, safety regulations, and property policies. - Coordinate with relevant authorities, consultants, and accredited professionals when necessary. - Identify potential safety hazards and recommend appropriate corrective actions. - Ensure proper implementation of safety measures during construction, repair, and maintenance activities. 8. Budget and Cost Control - Assist in preparing the engineering and property maintenance budget. - Monitor expenses related to repairs, projects, and maintenance activities. - Review quotations and cost estimates and provide technical recommendations. - Help ensure that projects and maintenance activities are completed within approved budgets. 9. Customer and Unit Owner Assistance - Respond professionally to technical concerns raised by unit owners, tenants, and occupants. - Conduct site inspections for reported defects or concerns. - Explain technical findings and recommended solutions in a clear and professional manner. - Coordinate with concerned departments for the timely resolution of complaints. 10. Administrative Responsibilities - Assist the Property Manager in administrative and operational matters. - Attend meetings, coordination meetings, and technical discussions as required. - Assist in preparing property improvement proposals and management reports. - Perform other related duties and responsibilities that may be assigned by management. Qualifications - Bachelor’s Degree in Civil Engineering. - Licensed Civil Engineer is preferred/required depending on the scope of the position. - Preferably with experience in property management, building maintenance, construction, or facilities management. - Knowledge of structural, civil, building maintenance, and construction practices. - Knowledge of applicable building codes, safety standards, and construction regulations. - Proficient in Microsoft Office applications; knowledge of AutoCAD and other engineering software is an advantage. - Strong project management, coordination, and problem-solving skills. - Good communication and report-writing skills. - Willing to conduct regular site inspections and field work.
