Human Resources Manager position reports to the Chief Financial Officer POSITION SUMMARY The Human Resources Manager is responsible for leading the management and oversight of Human Resources functions under the umbrella of employee recruitment, retention, compensation, training, employee benefits, policies and procedures, and compliance. ESSENTIAL RESPONSIBILITIES Culture, Coaching & Employee Relations ● Provide lead support to the Executive Team to ensure a competent, vibrant employee community and culture, where the employees feel connected to one another, the community, and the JCC’s mission. ● Support management in coaching direct reports and growing their skill sets. ● Provide employee relations guidance to Directors, as needed. ● Implement recognition programs in conjunction with budgeting constraints. Lead employee engagement and appreciation efforts. ● Conduct internal investigations and as needed, discuss recommended outcomes with supervisor. ● Work with management on progressive discipline and PIP process as well as leading involuntary terminations and/or lay-offs where warranted Recruitment & Onboarding ● Implement and manage employee lifecycle milestones and processes, such as, but not limited to job postings, recruitment, interviewing, onboarding, annual review process, training and development and offboarding. ● Manage the Paycom Payroll System to include recruitment, onboarding, employee lifecycle changes, offboarding, benefits and employee record updates for the entire agency. ● In coordination with Finance, ensure that the payroll function is operating at top efficiency and other processes of that function such as wage garnishments, final payouts, PTO calculation are all done with a check and balances function. ● Identify, plan and attend career fairs/recruitment events for year-round and seasonal positions. ● Conduct exit interviews, review trends/opportunities and implement improvement measures. ● Develop process for new hire orientation and streamline the needed tasks for onboarding across departments. Training & Compliance ● Collaborate with other department managers to deliver employee training on department-specific and agency-wide processes, employee feedback, ensure compliance, and facilitate performance management. ● Ensure staff has professional development and other training opportunities, such as sexual harassment, etc. ● Ensure job descriptions are up to date and compliant with local/state/federal regulations. ● Assist in employee relations matters: coaching managers in providing feedback, conflict management, and handling investigations in an unbiased, professional manner. ● Work with the agency’s legal counsel on any and all external claims from MCAD, OFCCP, EEOC, Unemployment, DOL, OSHA, etc. ● Attends conferences and trainings to keep abreast of HR trends and regulations through third party agencies such as EANE and SHRM ● Coordinate HR files and records in accordance with the state & federal records retention schedule. Maintenance of, archiving and destruction. Benefits & Compensation ● Lead the agency in the annual open enrollment process. Work with outside brokerage agencies to ensure the most competitive, affordable offerings are negotiated with the agency budget parameters but also are communicated to and understood by staff ● Manage all staff leaves of absence to include workers’ compensation and PFML. Report all employee accidents/injuries to third party carriers and maintenance of claims to include return to work procedures and coordinating timing and supplemental pay with payroll function in finance ● Main contact for agency retirement plans to ensure the proper offerings of investment vehicles for staff and communication and fiscal responsibilities are met ●Payroll processing backup to the CFO ● Develop and keep competitive salary ranges/matrices in conjunction with the CFO to include review of shift differentials, bonuses, raises, referral programs, COLAs, etc. to avoid compression and attract and retain talent while ensuring equity ● Develop and enforce compensation policies and calibration procedures Policies & Procedures ● Develop, communicate and implement fair employment practices that meet the needs of the organization. ● Ensure accountability regarding HR policies and procedures across the agency. ● Advise managers on employee and labor policies, such as ADA, FMLA, and OSHA. ● Research, develop, and update the organization’s policies and guidelines periodically. ● Maintain the agency’s employee handbook and organizational chart ● Spearhead and facilitate the agency’s annual performance review cycle, to include updates and adjustments as necessary. Ensure year-end and new hire reviews are held. EDUCATION/QUALIFICATIONS/EXPERIENCE: ● Minimum of a Bachelor's degree in Human Resources or related field. ● Minimum of at least 5 years experience working in Human Resources or a related role that includes review of performance, and life-cycle management of employees. ● Ability to remain confidential and objective in difficult employment situations. ● Ability to create, manage and adapt a broad Human Resources plan in coordination with executive management. ● Experience in supervising staff (including recruiting, training, and conducting performance reviews). ● Focus on customer service and strong communication skills with a diverse population. ● Strong functional knowledge of MS Office applications and the ability to learn proprietary software. Paycom experience preferred but not required. ● Excellent interpersonal skills.
