Job Overview We are seeking a dedicated Human Resources Generalist to support the day-to-day operations of the HR department within a home health care agency, handling a broad range of functions including onboarding and credentialing of clinical and non-clinical staff, employee relations, benefits administration, compliance, and payroll processing. This role partners closely with the HR Recruiter on new hire transitions and serves as a key point of contact for field caregivers, office staff, and management on HR and payroll-related matters, ensuring accurate and timely pay for a distributed, shift-based workforce while maintaining compliance with home care industry regulations. Responsibilities Onboarding & Credentialing Partner with the HR Recruiter to support a smooth transition from offer acceptance to hire, including offer letter preparation and new hire paperwork Verify and track required credentials, licenses, certifications, background checks, TB tests, and required health screenings prior to and throughout employment Facilitate new hire onboarding, orientation, and required compliance training (e.g., HIPAA, infection control, abuse/neglect reporting) Payroll Administration Process weekly payroll for all employees, including hourly field caregivers, salaried staff, and per-diem workers Review and reconcile caregiver time and attendance data from EVV (Electronic Visit Verification) systems against scheduled visits to ensure accurate pay Calculate and apply overtime, shift differentials, mileage/travel reimbursement, and live-in/24-hour care pay rules in accordance with federal and state wage and hour law Process new hire setup, pay rate changes, terminations, and status changes in the payroll system Administer payroll deductions, garnishments, and benefits contributions, and resolve payroll discrepancies in partnership with Finance/Payroll Maintain payroll records and support quarterly and year-end payroll tax reporting (W-2s, 941s) in coordination with accounting Ensure compliance with home care wage and hour regulations, including companionship exemption rules, minimum wage/overtime for home care workers, and multi-state pay requirements where applicable Benefits & Compliance Administer employee benefits programs, including BCBS health and dental insurance, vision, retirement plans, PTO/sick leave, and leave policies (FMLA, ADA, state paid sick leave) Administer 401(k) plan enrollment, contribution changes, and vendor coordination, including compliance with plan reporting requirements Administer long-term disability and life insurance benefits, including enrollment, claims coordination, and employee inquiries Manage unemployment insurance claims and hearings, including responding to state agency requests and verifying employment/wage data Maintain accurate employee records and personnel files in compliance with applicable state licensure and employment recordkeeping requirements Track and renew agency and staff compliance items (licenses, certifications, driver's license/auto insurance for field staff) to avoid lapses Employee Relations & Performance Serve as a resource for caregiver and office staff relations issues, mediating conflicts and escalating as needed Support performance management processes, including reviews, competency evaluations, and improvement plans Assist in developing and updating HR policies, the employee handbook, and payroll procedures Coordinate ongoing training and in-service education required for clinical staff licensure/certification renewal Support workforce planning to address caregiver turnover and staffing needs across service territories Conduct exit interviews and manage offboarding, including final pay processing in compliance with state final-pay-timing laws Experience Bachelor's degree in Human Resources, Business Administration, or related field (or equivalent experience) 2–4 years of experience in an HR generalist role, ideally including payroll processing; home health, home care, or healthcare staffing experience strongly preferred Working knowledge of employment law, wage and hour regulations, and home care-specific compliance requirements Experience with payroll systems (e.g., CheckWriters, ADP, Paylocity, or similar home care/payroll platforms) Familiarity with EVV (Electronic Visit Verification) systems a plus Strong interpersonal, communication, and conflict-resolution skills High level of discretion and ability to handle confidential employee, payroll, and patient-adjacent information PHR/SHRM-CP certification and/or Fundamental Payroll Certification (FPC) preferred, not required Skills Excellent organizational and multitasking abilities, especially managing payroll deadlines across a large, shift-based workforce Proficiency in Microsoft Office / Google Workspace and payroll software Strong attention to detail and accuracy in wage calculations and compliance tracking Sound judgment and problem-solving skills Ability to work independently and as part of a team in a fast-paced, people-focused environment Join us as we build a supportive environment that empowers our caregivers through effective human resources practices—helping us deliver exceptional care while fostering professional growth for every team member!
