Use the Job ID based on the Position Location as follows Location Job ID 100 N Congress Avenue, Delray Beach 36068 Palm Beach County is seeking an experienced employee/labor relations professional to oversee the employee relations section of Palm Tran. KEY RESPONSIBILITIES This position serves as an advisor and strategic partner to leadership and staff in Palm Tran while ensuring alignment with HR practices and procedures. Primary responsibilities include: Ensures fair, compliant, and positive workplace practices, resolves employee issues, and supports operational continuity while meeting federal, state, and local legal and regulatory requirements. Initiates and supervises programs designed to enhance communication and participation. Provides guidance to leadership and employees on HR policies, disciplinary actions, and workplace conduct. Develops programs to enhance the quality of supervision, primarily through learning programs that improve knowledge of effective supervisory practices. Investigates employee complaints and related cases and makes a determination in line with policy and legal requirements. Provides daily direction to department leadership on employee relations matters. Develops and presents learning programs for discipline/discharge procedures, grievance handling, dealing with performance problems, bargaining unit contract administration, and other topics. QUALIFICATIONS This position requires qualified applicants to possess one of the following: Bachelor's Degree in Public/Business Administration, Human Resources Management or related field and a minimum of three (3) years of professional human resources experience, including one (1) year in employee relations and one (1) year of experience directing, leading or coordinating the work of others, OR Unrelated Bachelor’s Degree and a minimum of five (5) years of professional human resources experience, including one (1) year in employee relations and one (1) year of experience directing, leading or coordinating the work of others, OR Associate’s Degree in Public/Business Administration, Human Resources Management or related field and a minimum of five (5) years of professional human resources experience, including one (1) year in employee relations and one (1) year of experience directing, leading or coordinating the work of others, OR Graduation from high school or an equivalent recognized certification and a minimum of seven (7) years of professional human resources experience, including one (1) year in employee relations and one (1) year of experience directing, leading or coordinating the work of others. PREFERRED QUALIFICATIONS Preferred qualifications include two (2) years of experience with: Employee relations experience working for a public sector employer or transit agency, Human resources experience working in a bargaining unit environment, and Human Resources Certification Institute (HRCI), Society for Human Resources Management (SHRM) certification or similar certification.
