Human Resources and Administration Manager
About the Role Moritz Credit Corporation is looking for an experienced and highly capable HR & Administration Manager to lead and manage the Company's overall Human Resources and Administrative functions. The successful candidate will be responsible for the full spectrum of HR , including recruitment, employee relations, performance management, compensation and benefits, labor compliance, disciplinary cases, training and development, HR policies, employee engagement, and HR administration. This is a hands-on management position for someone who can independently manage HR operations, advise Management on employee and labor-related matters, and continuously improve the Company's HR systems and processes. The ideal candidate should be firm but fair, highly organized, discreet, proactive, and confident in dealing with both employees and Management. KEY RESPONSIBILITIES Human Resources Management Manage and oversee the Company's overall HR function and ensure effective implementation of HR policies, procedures, and programs. Develop and improve HR systems, processes, policies, forms, and internal controls. Provide HR guidance and recommendations to Management and Department Heads. Prepare regular HR reports covering manpower, recruitment, attendance, turnover, employee cases, performance, and other HR metrics. Ensure proper maintenance and confidentiality of employee records and HR documents. Recruitment & Manpower Planning Lead the end-to-end recruitment process, from manpower requisition and sourcing to screening, interviewing, selection, job offer, and onboarding. Develop effective recruitment strategies for branch, field, sales, operations, and corporate positions. Work closely with Department Heads in identifying manpower requirements and hiring priorities. Establish and maintain a pool of qualified candidates for critical and recurring positions. Monitor recruitment performance, hiring timelines, and quality of hires. Employee Relations & Engagement Handle employee concerns, complaints, grievances, conflicts, and workplace issues objectively and professionally. Conduct employee consultations and investigations when necessary. Recommend appropriate solutions to employee and workplace concerns. Develop initiatives that promote employee engagement, accountability, productivity, and retention. Conduct and analyze exit interviews and recommend improvements based on recurring employee concerns. Employee Discipline & Administrative Cases Manage the Company's disciplinary and administrative case process. Review incident reports, employee explanations, supporting documents, and other evidence. Prepare or oversee the preparation of Notices to Explain, administrative hearing documents, notices of decision, warnings, and other HR documents. Conduct or facilitate administrative hearings when necessary. Ensure proper documentation and observance of due process. Maintain confidential records of disciplinary and administrative cases. Coordinate with Management and legal counsel on cases requiring specialized legal advice. Labor Law & HR Compliance Ensure compliance with applicable Philippine labor laws, DOLE regulations, and other employment-related requirements. Monitor changes in labor regulations and recommend necessary policy or procedural updates. Ensure proper implementation of employment contracts, Company policies, Employee Handbook provisions, and disciplinary procedures. Coordinate with DOLE, SENA, NLRC, and other relevant government agencies when required and authorized. Identify potential HR and labor risks and recommend preventive measures. Compensation & Benefits Oversee HR-related payroll inputs, including attendance, leave, deductions, allowances, incentives, and other employee information. Coordinate with Finance/Accounting to ensure accurate and timely payroll processing. Administer employee benefits and statutory requirements, including SSS, PhilHealth, Pag-IBIG, and other applicable benefits. Assist Management in reviewing salary structures, incentives, allowances, and employee benefits. Ensure proper documentation of compensation and benefit changes. Performance Management Develop and implement a structured employee performance management system. Establish performance standards and KPIs in coordination with Department Heads. Monitor probationary and regular employee evaluations. Assist managers in addressing performance deficiencies and implementing Performance Improvement Plans. Provide recommendations regarding confirmation, promotion, reassignment, development, or other appropriate employment actions based on documented performance. Training & Development Identify employee and organizational training needs. Develop and implement an annual training and development program. Manage employee orientation and onboarding programs. Coordinate leadership, supervisory, compliance, and skills development programs. Monitor and evaluate training effectiveness. HR Policies & Employee Handbook Develop, review, update, and implement the Company's HR policies and Employee Handbook. Ensure policies are clearly communicated and consistently implemented. Recommend policy improvements based on operational requirements, employee concerns, and changes in applicable regulations. Ensure proper employee acknowledgment and documentation of Company policies. Administrative Management Oversee general administrative operations and ensure efficient day-to-day administrative support. Manage office supplies, facilities, records, permits, vendor coordination, and other administrative requirements. Supervise administrative personnel and ensure timely completion of assigned tasks. Develop administrative procedures and controls that improve efficiency and accountability. Coordinate office-related requirements across branches and Company locations. Separation & Exit Management Manage resignation, termination, clearance, and employee separation processes. Ensure proper turnover of Company property, records, accounts, and responsibilities. Coordinate final pay requirements with Finance/Accounting. Conduct exit interviews and prepare turnover/exit reports when applicable. Ensure complete and properly documented employee separation records. QUALIFICATIONSEducation Bachelor's degree in Human Resources Management, Psychology, Business Administration, Management, or a related field . HR certification or relevant professional certification is an advantage. Experience At least 5–8 years of progressive HR experience , preferably with 2–3 years in an HR supervisory or managerial position . Strong experience handling the full spectrum of HR functions . Experience in lending, financing, microfinance, financial services, sales-driven, or multi-branch organizations is highly preferred. Proven experience handling employee relations, disciplinary cases, recruitment, HR policies, labor compliance, and HR administration. Required Knowledge & Skills Strong knowledge of Philippine labor laws and employment practices. Knowledge of DOLE, SENA, and other labor-related processes. Strong employee relations and conflict-resolution skills. Excellent recruitment and interviewing skills. Experience in drafting and implementing HR policies and Employee Handbook provisions. Strong understanding of performance management and employee development. Knowledge of compensation, benefits, payroll coordination, and statutory requirements. Strong written and verbal communication skills. Excellent documentation and report-writing skills. Proficient in Microsoft Office and/or Google Workspace. Familiarity with HRIS and attendance management systems. Strong analytical, organizational, and problem-solving abilities. Preferred Experience working in a lending or financing company is an advantage. Experience handling a multi-branch or field-based workforce . Experience dealing with DOLE/SENA or labor-related administrative matters. Experience supervising HR/Admin staff. Experience developing HR systems and policies from the ground up. HR certification is an advantage. Pay: Php40,000.00 - Php55,000.00 per month Benefits: Promotion to permanent employee Work Location: In person
