Develop and implement the Project HSE Management Plan, procedures, objectives and KPIs. Ensure HSE requirements are integrated across engineering, procurement, construction, testing, commissioning and handover. Oversee risk assessments, method statements, PTW, LOTO, lifting plans and emergency response arrangements. Manage HSE controls for high-risk activities including excavation, lifting, confined spaces, work at height, electrical works, pressure testing and energization. Lead incident investigations, root cause analysis and implementation of corrective actions. Conduct HSE audits, inspections, compliance reviews and performance monitoring. Manage subcontractor HSE performance and compliance. Coordinate with clients, consultants, regulatory authorities and project management on HSE matters. Drive workforce engagement, safety leadership and continuous improvement initiatives. Requirements Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering or a related discipline. NEBOSH International General Certificate – mandatory. Minimum 10 years of HSE experience in construction, infrastructure, utilities or EPC projects. Minimum 5 years in a supervisory or managerial HSE position. Strong knowledge of UAE HSE regulations, ISO 45001/14001, PTW, LOTO, risk management, incident investigation and high-risk construction activities. Experience managing HSE teams, subcontractors and client interfaces. UAE experience preferred. Strong English communication and reporting skills.
