HSE Engineer (Solar industry experience mandatory)
HSE Plan Implementation & Coordination Implement the approved Project HSE Plan, procedures, MSRA, PTW requirements, and site HSE rules within the subcontractor's work areas. Coordinate closely with the Project Manager, Construction/Site Engineers, Supervisors, EPC HSE Team, and Client representatives regarding all HSE matters. Ensure all activities are performed according to approved Method Statements, Risk Assessments, and Permit-to-Work (PTW) requirements. Training & Awareness Conduct and/or monitor Toolbox Talks (TBT), pre-task briefings, safety inductions, and HSE awareness sessions. Ensure workers understand the hazards, control measures, and emergency arrangements related to their activities. Site Inspections & Activity Monitoring Conduct daily site inspections and identify unsafe acts, unsafe conditions, and potential hazards, ensuring immediate corrective action. Monitor HSE compliance for typical utility-scale solar activities including: piling and pile installation; excavation and trenching; concrete works and foundations; PV module installation; tracker/structure installation; cable laying and electrical works; lifting and rigging operations; heavy equipment and vehicle movement; material loading/unloading and distribution; temporary facilities and worker welfare; and work at height, where applicable. Inspect plant, machinery, lifting equipment, power tools, temporary electrical installations, and vehicles, and verify required certifications/inspection records. Monitor operators, drivers, riggers, and other competency-controlled personnel to ensure valid licenses/certifications and authorization. PPE, Housekeeping & Welfare Ensure proper use and availability of PPE and enforce compliance across the workforce. Maintain safe access, housekeeping, barricading, signage, and segregation of personnel from moving equipment. Monitor heat-stress controls, drinking water, shaded rest areas, and work/rest arrangements, particularly during UAE summer conditions. Ensure compliance with environmental requirements including waste management, spill prevention, dust control, and protection of surrounding areas. Reporting, NCRs & Incident Management Conduct regular HSE inspections and prepare daily/weekly HSE inspection reports. Raise and follow up HSE observations, NCRs, and corrective/preventive actions until closure. Report all incidents, near misses, property damage, and environmental events immediately according to the project's reporting procedure. Participate in incident investigations and root-cause analysis, and follow up implementation of corrective actions. Documentation & Records Maintain subcontractor HSE documentation including: HSE inspection records; TBT records; induction records; training/competency records; equipment and operator certificates; PTW records; incident/near-miss reports; corrective action tracker; HSE statistics/man-hours; and emergency drill records. Audits, Meetings & Emergency Preparedness Participate in EPC/Client HSE meetings, inspections, audits, and walkthroughs, and ensure observations related to the subcontractor are closed within the required timeframe. Coordinate emergency preparedness, including availability and inspection of fire extinguishers, first-aid arrangements, emergency contacts, muster points, and evacuation arrangements. Authority, Culture & Reporting Line Exercise Stop Work Authority where an activity presents an imminent risk to personnel, equipment, environment, or project assets, and immediately inform the responsible construction management. Support construction management in planning activities so that HSE requirements are incorporated before work starts, rather than addressed only after site mobilization. Promote a positive HSE culture among supervisors, foremen, and workers, and ensure that production targets never override approved safety requirements. Report functionally to the HSE Manager/HSE Lead and coordinate operationally with the Project Manager/Site Management. Act as the primary HSE focal point between the Subcontractor and EPC/Main Contractor for day-to-day site HSE matters, ensuring all HSE requirements communicated by the EPC/Client are properly implemented within the Subcontractor's scope of work. Perform any other duties as reasonably assigned by the HSE Manager/HSE Lead.
