The role is responsible for developing HR processes, procedures, flowcharts, and forms. The role holder also provides administrative support to the Human Resources Department and ensures the smooth operation of HR processes and procedures. This role involves handling HR-related documentation, maintaining employee records, coordinating HR activities, and assisting with various HR initiatives. Key Responsibilities: Evaluate existing HR policies and general personnel benefit provisions against prevailing practices among similar organizations and assist in efforts to promote the adoption or approval of proposals that enhance competitiveness. Participate in the formulation of HR policies, systems, and procedures related to employment, compensation, employee relations, and employee administration or services, in accordance with organizational objectives, government regulations, and labor laws. Develop implementation guidelines and manuals to provide convenient references on HR policy provisions for employees, supervisors, and managers. Draft directives advising department managers on organizational policies regarding various areas of HR management and ensure their timely and effective circulation. Address oral or written queries and requests for clarification regarding HR policy provisions, including matters involving potential conflicts between company policies and government regulations or legal requirements. Design and review HR processes, procedures, flowcharts, and forms to support the effective implementation of HR policies. Ensure compliance of the company’s HR policy provisions with government regulations and general legal requirements in terms of their content, format, and language. Refer HR policy issues or cases that may have potential future legal implications or liabilities for the organization to subject matter experts for advice or final resolution, and maintain relevant documentation for corporate knowledge purposes. Assist with the onboarding process for new hires, including organizing orientation programs, preparing employee welcome packs, and coordinating the required documentation. Support offboarding activities, including conducting exit interviews, coordinating the return of company property, and updating employee records. Prepare and maintain HR documents, employee handbooks, policies, and procedures, ensuring accuracy, completeness, and compliance with legal and regulatory requirements. Utilize ERP systems and databases to input and retrieve employee data, ensure data accuracy, generate reports, and provide basic HR analytics as required. Monitor and manage employee leave requests, ensuring compliance with leave policies, maintaining accurate leave balances, and providing relevant reports to Payroll for processing. Draft HR-related correspondence, including employment verification letters, disciplinary notices, and memoranda. Coordinate internal communications related to HR policies, procedures, and updates. Ensure compliance with relevant laws, regulations, and internal policies. Maintain proper records through the filing, archiving, and retrieval of HR documents in accordance with data privacy and retention requirements. Maintain personnel databases and employee records, ensuring data security and integrity in accordance with HRA competencies. Ensure the accurate and timely processing of new hires, rehires, and terminations. Arrange and ensure the timely payment of employee benefits, including loans, airfares, freight charges, Qatari leave bonuses, and education assistance for Qatari employees. Arrange the termination of employee services in accordance with HR Law and ensure the timely payment of terminal benefits. Authorize the processing of Qatari retirements, insurance claims, health benefits, and injury compensation. Process retirement and pension payments, including mandatory, disability, and voluntary retirement benefits, and prepare final settlements. Process resignations and service terminations in accordance with approved policies and procedures. Resolve and assist retired employees with the settlement of their outstanding dues. Education and Experience: Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field. A postgraduate degree in Business Administration or Human Resources is preferred. More than 10 years of experience in a similar role. Bilingual proficiency in spoken and written Arabic and English is preferable. Required Skills: Ability to effectively manage time and schedules. Proficiency in budget preparation and financial management. Ability to communicate effectively, both verbally and in writing. Knowledge of ISO and Risk Management standards and procedures. Advanced knowledge and understanding of ERP and HR systems. Ability to make administrative and procedural decisions to support continuous improvement. Strong organizational and coordination skills.
