Disclaimer : We are seeking candidates whose professional experience & qualifications strongly align with HR Operations experience and the requested requirements PRIMARY FUNCTION/PURPOSE: Reporting to the Senior Vice President of Human Resources, the HR Operations Manager provides operational leadership for the Human Resources department and oversees the delivery of core HR services provided by the Generalist team. This position is responsible for leading HR Operations, Compliance, HRIS oversight, Onboarding and Orientation oversight, Payroll support, and the HR Ticketing System while ensuring exceptional service to employees and managers. The HR Operations Manager supervises the HR Generalist and HR Assistant and partners closely with the Employee Relations & Retention Manager, Senior Talent Acquisition Manager, and Training & Development Specialist to ensure consistent, compliant, and efficient HR practices across the organization. DUTIES AND RESPONSIBILITIES · Provide leadership and oversight of daily Human Resources operations conducted by Generalist team. · Supervise, coach, and develop the HR Generalist and HR Assistant. · Oversee and audits background clearance process, compliance, and HRIS input for new hires. · Oversee and audits employee file creations. · Establish departmental workflows, priorities, and service standards. · Partners with HR function leads to develop, implement, and continuously improve HR policies, procedures, and standard operating procedures. · Monitor departmental performance metrics and recommend process improvements. · Partner with the Sr. Vice President of Human Resources on departmental initiatives and strategic priorities. · Acts as liaison between employee and management to answer questions or concerns regarding company policies, practices and regulations · Assist SVP with annual salary/merit process and performance review process. · Assists with data maintenance and integrity of the HR system. Runs reports routinely or as necessary to analyze data for ongoing issues, projects or functions. Assists with implementation or upgrading of new HR system modules as needed. · Oversee and ensure timely and accurate entries to the HRIS database · Perform audit and compliance functions as requested on items such as audit reports verification, commission reports and payroll information · Ensure compliance with all applicable federal, state, and local employment laws. · Manage HR compliance audits and corrective action plans. · Oversee EEO-1 reporting and required regulatory filings. · Maintain personnel records in accordance with legal requirements. · Review and update employee handbook policies and HR procedures. · Monitor regulatory changes and implement necessary policy updates. · Oversee the integrity, maintenance, and optimization of the Human Resources Information System (HRIS). · Ensure accurate employee data management and reporting. · Assist with HR technology enhancements and system implementations. · Provide oversight of the HR ticketing system. Monitor service levels and response times. Identify trends and opportunities to improve delivery service. · Ensure timely resolution of employee inquiries. · Develop reporting metrics to evaluate department performance. · Serve as a senior resource for managers and employees regarding HR policies, procedures, benefits, and employment practices. · Oversee the preparation, review, and timely submission of all Human Resources content and announcements to the Marketing Department, ensuring accurate and consistent internal communications. · Coordinate and oversee the Employee of the Month program, including collection of nominations, verification of eligibility, preparation of recognition materials, and submission of recipient information for organizational communications. · Oversee the development, maintenance, auditing, and continuous improvement of all Human Resources tracking tools, ensuring data accuracy, consistency, and timely reporting. · Oversee the creation, review, maintenance, and annual audit of all Human Resources Standard Operating Procedures (SOPs) to ensure compliance with organizational policies, regulatory requirements, and operational best practices. · Identify opportunities to streamline HR workflows through process improvement, automation, and standardization of departmental procedures. · Provide guidance on policy interpretation and operational HR matters. · Support employee relations matters in partnership with the Employee Relations & Retention Manager. Work closely with the Employee Relations & Retention Manager on policy implementation, investigations, and employee engagement initiatives. · Partner with the Training & Development Specialist to support onboarding, orientation, and compliance training initiatives. · Collaborate with the Senior Talent Acquisition Manager to ensure smooth onboarding and workforce planning. · Support organizational change management and continuous improvement initiatives. · Promote a culture of accountability, collaboration, customer service, and continuous improvement. · Foster strong working relationships with leaders across the organization. · Other duties as assigned. Qualifications: · Bachelor's degree in Human Resources, Business Administration, or a related field required. · SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred. · Minimum of five years of progressive Human Resources experience. · Minimum of two years of leadership or supervisory experience. · Strong knowledge of employment law, benefits administration, leave administration, HR compliance, and HR operations. · Experience administering HRIS platforms and supporting payroll processes. · Demonstrated ability to lead teams, manage multiple priorities, and drive process improvements. · Strong analytical, organizational, and problem-solving skills. · Excellent written, verbal, interpersonal, and coaching skills. · Advanced proficiency with Microsoft Office Suite and HR technology platforms. · Ability to maintain confidentiality while exercising sound judgment and professionalism. · Meticulous attention to detail. POSITION SCOPE: The HR Operations Manager is responsible for the daily leadership and operational oversight of the Human Resources Operations function. This position manages the administration of benefits, leave administration, compliance, HRIS, payroll support, HR service delivery, and the HR ticketing system while supervising the HR Generalist and HR Assistant. The Senior HR Manager partners with department leaders to ensure consistent application of HR policies, compliance with employment laws, and delivery of high-quality HR services that support organizational objectives. PROBLEM SOLVING: Exercises independent judgment in resolving complex Human Resources operational issues, interpreting policies, and ensuring compliance with employment laws and organizational procedures. Identifies operational challenges, develops solutions, implements process improvements, and escalates high-risk or strategic matters to the Vice President of Human Resources when appropriate. KNOWLEDGE: Requires comprehensive knowledge of Human Resources operations, employment laws, benefits administration, leave administration, HRIS, payroll processes, compliance, and HR best practices. Demonstrates the ability to analyze data, interpret regulations, implement process improvements, and effectively lead operational initiatives. FISCAL RESPONSIBILITY: Makes routine low-cost expenditures, as designated by supervisor. CONTACTS: Maintains frequent interaction with executive leadership, department directors, managers, employees, external vendors, benefit providers, payroll, legal counsel, and regulatory agencies. Serves as a primary Human Resources resource for operational guidance and consultation across the organization. SUPERVISION: Provides direct supervision, coaching, performance management, and professional development for the HR Generalist and HR Assistant. Oversees daily workflow, assigns work priorities, monitors performance, and ensures the delivery of efficient, compliant, and high-quality Human Resources services. OTHER REQUIREMENTS: Ability to travel locally using public transportation. Required to speak clearly and hear the spoken word well. Required on a regular basis to be prepared to utilize appropriate techniques to ensure consumers safety. Required to utilize near vision to read data and other documents including spreadsheets and reports in printed form or on computer screens.
