The HR Officer is responsible for the effective implementation and administration of human resource policies, programs, and services to ensure that the hospital has qualified, competent, adequately staffed, and properly managed personnel. The position supports recruitment, employee records, attendance and leave administration, employee relations, training and development, performance management, and compliance with applicable labor, occupational safety, healthcare, and hospital regulatory requirements. Key Responsibilities Recruitment and Staffing Coordinate recruitment and selection of medical, nursing, allied health, administrative, and support personnel. Prepare job postings, interview schedules, applicant records, and employment documents. Conduct initial screening and coordinate interviews with department heads. Facilitate pre-employment requirements, reference checks, and onboarding. Maintain an updated manpower and staffing database. Employee Records and HR Administration Maintain accurate and confidential 201 files and personnel records. Monitor employment contracts, appointments, promotions, transfers, and other personnel actions. Maintain records of licenses, certifications, training, and other competency requirements, particularly for healthcare workers. Prepare HR reports and personnel statistics for management. Attendance, Leave and Timekeeping Monitor attendance, tardiness, absences, undertime, overtime, and leave applications. Coordinate with Payroll/Finance regarding attendance and payroll-related information. Ensure proper documentation and approval of leave and overtime. Employee Relations Assist in addressing employee concerns, grievances, and workplace conflicts. Implement hospital policies, rules, and regulations fairly and consistently. Assist in disciplinary investigations and preparation of appropriate documentation. Promote positive employee relations and professional workplace behavior. Performance Management Coordinate employee performance appraisal activities. Monitor completion of probationary and regularization evaluations. Assist department heads in identifying performance gaps and development needs. Maintain performance evaluation records. Training and Development Coordinate orientation and onboarding programs for newly hired employees. Maintain the hospital's training and development records. Coordinate mandatory training, competency programs, and continuing professional development activities. Assist in preparing the annual HR training plan. Compensation and Benefits Coordinate employee benefits administration with concerned offices and government agencies. Assist employees with inquiries regarding benefits and employment-related documentation. Coordinate with Payroll/Finance on salary adjustments, deductions, benefits, and other personnel-related matters. Compliance and Quality Management Ensure HR processes comply with applicable Philippine labor laws, government regulations, hospital policies, and accreditation requirements. Support implementation and maintenance of the hospital's Quality Management System under ISO 9001 , when applicable. Maintain controlled HR documents and records according to document-control requirements. Assist during internal and external audits involving HR processes. Employee Welfare and Engagement Support employee welfare, recognition, engagement, and retention programs. Assist in organizing employee activities and hospital-wide HR initiatives. Promote confidentiality, professionalism, teamwork, and ethical conduct. Authority The HR Officer may: Access and maintain authorized personnel records. Coordinate recruitment and employment documentation. Request HR-related information from hospital departments as authorized. Recommend appropriate HR actions to the HR Manager. Escalate employee relations, disciplinary, staffing, and compliance concerns to management.
